Associate Field Security Officer

Organizational Setting and Work Relationships
The Associate Field Security Officer manages and supports all activities pertaining to staff security and security for persons of concern.
The incumbent is supervised by a Senior Officer who defines the objectives and provides general guidance. The incumbent contacts are predominant with other UN agencies, implementing partners and Government departments on relevant subject matters at the working level.
The duty of the incumbent is to support, develop plans and monitor the management of security issues.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. Duties
- Advise and support the Representative or Head of Office in managing staff safety and security of UNHCR staff, partners, operations, premises and refugees or persons of concern.
- Undertake periodic security assessments in close co-operation with UNHCR senior staff members and interagency partners.
- Evaluate existing security measures to determine their appropriateness and identify areas needing improvement. Follow up with actions to oversee or implement those improvements.
- Advise on and assist in ensuring compliance with standards established through the Security Risk Management process.
- Assist in the development of plans for evacuation, medical evacuation and other contingencies.
- In cooperation with UNHCR senior staff members, assist in ensuring that security measures are fully integrated into operational planning, including budgetary provisions, at the earliest stages of development.
- Participate programme activities to advise on programme criticality.
- As a member of a multi-functional team, contribute to efforts to ensure the physical protection and security of refugees and other persons of concern.
- Develop and maintain relationships with security-related actors, including host government law enforcement authorities and partner agencies.
- Maintain cooperation with staff of the UN Department of Safety and Security (UNDSS).
- Cooperate in security assessments and planning and supporting interagency processes.
- Support UNHCR staff serving as members of the country Security Management Team (SMT), or Area Security Management Team (ASMT), Area Security Coordinators (ASC) and Wardens.
- Provide country-relevant security advice and training to UNHCR staff, and where appropriate, to staff of NGOs and implementing partners in areas including, inter alia, preparation for and conduct of road missions, radio telecommunications, immediate actions upon detection of explosive devices or other dangers, hostage survival and other critical incidents.
- Conduct rehearsals and practical exercises to ensure that staff are familiar with contingency plans and can implement them confidently in an emergency.
- Prepare periodic reports on security in accordance with UN and UNHCR standard operating procedures, sharing with managers in the country of assignment and, as appropriate, FSS.
- Maintain linkages with the Staff Welfare Section, and the Medical Service, referring cases as required in consultation with the staff member's supervisor.
- Undertake other security-related functions or responsibilities.
- Provide security-related advice, in written and oral form, to the manager and other staff.
- Advise on, and upon approval, implement, needed mitigating measures.
- Participate in criticality assessments.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).
- Perform other related duties as required.

Minimum Qualifications

For P2/NOB - 3 years relevant experience with Undergraduate degree; or 2 years relevant experience with Graduate degree; or 1 year relevant experience with Doctorate degree

Desired Candidate Profile โ€ข National applicant with UNHCR experience or other UN agencies who works in a High-Risk Duty Stations like Yemen where a burden of comprehensive collaboration, consultation and negotiations is highly required between UNHCR Snr Management, UNDSS and the two different local Authorities in both sides of Yemen, South and North.
โ€ข Should be experienced, professional and diplomatic in resolving security issues smoothly within tight timeframe defending the organization per its applicable policy and procedures.
โ€ข Ability to provide both national and regional analysis to senior management when needed.
โ€ข Experience with supervising staff and provide technical support and solid security advice to UNHCR field offices in the North.
โ€ข Problem solving ability with minimum supervision.
โ€ข Sound English drafting skills.
โ€ข Helps in the preparation and review of the UN Security Plan and supports actions during the implementation of the Security Plan, as required.
โ€ข Ability to draft security risk management/ SRM process and Compliance.
โ€ข Maintains liaison with commercial companies used for UN security at offices and residences, in order to ensure the effective and efficient use of the guard force.
โ€ข Ability to effectively lead and participate in the procurement of the security related items, including but not limited to, Personal Protective Equipment (PPE), Armored Vehicles, X-ray Screening machines, anti-blast HESCO, SRF, firefighting equipment, and CCTV system.
โ€ข Ability to professionally use basic map Apps such as Google Earth, to map staff residences, UNHCR premises and mission routes.
โ€ข Ability to use HF/VHF radios and SAT phones and provide related training to staff whenever required.

Nature of Position:

Under the direct supervision of the Senior Field Security Officer and overall guidance from the Representative, the incumbent of the position takes on the leading role of coordinating and supervising all activities related to security issues within the country office in Sanaโ€™a and technically supervises and supports field security staff in Saโ€™ada, Hodeida and Ibb field offices. In cooperation with UNDSS and other UN humanitarian agencies, the incumbent is expected to participate in Area SRM reviews in view of identifying security gaps with recommendations to the Representative and UNDSS. The incumbent should have good and effective coordination and liaison skills to work together with NGOs, implementing partners, security forces, local and de facto authorities as well as other stakeholders directly impacting on security issues in the area to facilitate the operation. S/he identifies other risks such as gender-based or ethnicity-based risks affecting staff members to ensure these considerations are included in SRM processes, including security risk assessments, security briefings, and security advisories. S/he undertakes periodic security assessments in close cooperation with UNHCR senior management and other Field Security staff in the northern areas, preparing ad hoc SRMs for missions to VH Risk areas, premises and major events, producing regular security reports and analysis. analyzing security factors and levels of risk related to UNHCR activities and programmes. S/he is expected to evaluate existing security measures to determine their appropriateness and identify areas needing improvement and follows up with actions to oversee or implement those improvements. The incumbent is expected to maintain updated plans for evacuation, medical evacuation, and other contingencies. S/he also assists in identifying training needs, planning, and delivering security training in coordination with UNDSS.
