    Organizational Setting and Reporting Relationship

    The position of Associate Economics Officer is assigned to the Financial Cooperation and Integration Team (FCI), Office of the Chief Economist and Director General (EROD) within the Economic Research and Development Impact Department (ERDI).

    You will be based at our Headquarters in Manila, Philippines.

    You will report to designated International Staff and designated Local staff at senior or higher level (as applicable).

    Your Role
    As Associate Economics Officer, you will help foster regional financial cooperation and integration; provide support to the ASEAN+3 Disaster Risk Finance Initiative (DRFI) and/or Asian Bond Markets Initiative (ABMI), ASEAN Financial Integration as a pillar of the ASEAN Economic Community through economic and financial analysis and survey, knowledge sharing, database development and website management, prepare technical assistance (TA) documents, and assist in processing and implementing TAs; and provide guidance in the resolution of technical and procedural issues confronting project administration for effective and efficient project and program implementation.

    You will:
    Economic Research and Technical Assistance

  • Contribute to the preparation of strategies and reports related to development of financial market and instruments such as for disaster risk finance mainly in ASEAN+3 region as well as special studies and briefing notes for undertakings under DRFI and/or ABMI, and regional financial cooperation and integration.
  • Support in the completion of publications on financial markets in ASEAN+3 (such as ABMI briefs, bond market guides, and reports on disaster risk finance, etc.).
  • Prepare/draft TA concept notes, TA documents and TA completion reports and TA progress reports, in collaboration with the TA managers.
  • Contribute in administration of TA related projects from conceptualization to completion, by preparing cost estimates, processing fund application, regular monitoring of TA budgets, managing conferences and workshops under the TA, communicating and liaising with consultants, cooperating agencies, and other department/offices, processing/preparing TA outputs/manuscripts for ADB publication, and monitoring the progress of assigned projects, actively identifying economic and institutional issues and taking actions to address them.

    Knowledge Sharing

  • Present in knowledge sharing programs on DRFI and ABMI to relevant stakeholders and institutions in ASEAN+3 to promote FCI Team's initiatives. Assist to preparing/drafting speeches and keynote addresses of ADB Management to be delivered for events under DRFI and/or ABMI.
  • Organize workshops to disseminate the publications related to DRFI and/or ABMI in ASEAN+3 and developing member countries (DMCs), conduct trainings and seminars and other relevant capacity building support for ASEAN central banks based on their requests, and organize/participate in outreach activities to increase awareness and knowledge in ADB on the progress of financial integration and development in the region.

    Operations Support

  • Collaborate with departments within ADB on activities related to DRFI and/or ABMI to enhance ADB's performance on regional financial cooperation and integration.

    Database Development and Website Management

  • Contribute to the collection of economic and financial data related to financial sector from sources including virtual libraries, internet sites, online applications, government agencies, and research organizations. Implement data consistency, generate databases and system applications, and transform cross-country data series into analytical summary tables/charts.
  • Administer the content update to the relevant sections of the AsianBondsOnline website.

    Others

  • Undertake administrative work relating to the preparation of inputs to the work program and budget framework, work plan, annual budget document.
  • Contribute to the preparation of briefing papers, presentations, ad hoc research, reports, and internal and external communication to support Management's participation in various meetings, fora and conferences, and other assignments as may be assigned by immediate supervisor and reflected in the incumbent's work plan.

    Qualifications

    You will need:

  • Bachelor's degree in Economics, Business, Finance or related fields. A Master's degree in related fields will be a distinct advantage.
  • At least 5 years of relevant professional experience in the financial sector (e.g., banks, securities or insurance companies), or public sector (e.g., ministry of finance, central bank, financial regulatory authority or international organizations).
  • In-depth knowledge and understanding of the research process with a basic level of analytical and conceptual skills.
  • Familiarity with operations and procedures of multilateral financial institutions, and experience processing and implementing ADB technical assistance (TA) is an advantage.
  • Written and verbal proficiency in English with demonstrated writing ability of documents such as meeting summaries.

Additional Information

This appointment is open to internal and external applicants.

This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
