Job Summary:
Manages the planning and execution of statistical and/or qualitative research projects or departmental provision of services. Plans and directs schedules and monitors budget/spending. Ensures consistent practices throughout all phases of the project life cycle. Drives the development and manages the execution of high quality, integrated cross-functional plans for projects. Applies project management best practices in the development, initiation, planning, execution, control and closing of projects. Provides clear direction on research requirements to meet expectations of external customers and business stakeholders. Responsible for project completion, risk management, administration, fiscal management and issue resolution for functional group. Develops systems for effective and efficient completion of project or departmental goals. Serves in functional role on individual research projects, commensurate with research or technical skills.
Accountabilities:
Provides oversight and conducts quantitative and qualitative research and evaluation activities for projects and provides subject matter and methodological expertise.
Leads and designs evaluation plans and project work across NIWL programs.
Designs and leads new proposals to expand the research and evaluation portfolio.
Creates, implements, and oversees a research strategy and best practice documentation across NIWL.
Develops operational plans that align with the strategic goals of the organization.
Collaborates with internal and external partners for contracts, implementing work plans, and ensuring project deliverables meet timelines and quality standards.
Mentors and trains staff on research and evaluation design, methodology, implementation, analysis, and reporting.
Supports performance management and professional development of direct reports, including ongoing feedback, coaching, and career support.
Supports the director of research and evaluation on all aspects of new project design and meeting existing project deliverables.
Consult with the senior management team to establish the vision; and create a system to collect data across NIWL to show progress toward the strategic plan, identify performance indicators for NIWL projects and synthesize themes and outcomes across all strategic areas.
Create tools and structures to support a research based and performance management culture across NIWL.
Applied Knowledge & Skills:
Comprehensive knowledge of theories, concepts, and practices with research and evaluation design, methodology, implementation, analysis, and reporting.
Excellent oral and written communication skills.
Excellent and demonstrated quantitative and/or qualitative and analytical skills.
Excellent and demonstrated research and evaluation project management skills.

Knowledge of US education, workforce and/or justice areas.
Education:**
Masterโs Degree or its International Equivalent โข Knowledge/Information Services, Communications, Education, Environment, Health, Behavioral, Life/Social Sciences International Development, Human Development or Related Field.
Experience:**
Typically requires 8+ years of experience in quantitative research and evaluation, analysis, and project management. At least 5 years in a research management position required.
Articulate, professional and able to communicate in a clear, positive manner with clients and staff.
Experience working on research team as a peer team member, project director, and supervisor.
Must have strong writing skills to include technical documents, final reports, manuals or guides, policy briefs and proposals.
Must be able to read, write and speak fluent English.
Proficient in at least two statistical software packages. Proficiency in Stata or R preferred.
Prior management experience in a non-government (NGO), government agency, or private organization.
Prior management experience conducting research and/or evaluations in US education, workforce and/or justice.
Typical Physical Demands:
Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.
Ability to sit and stand for extended periods of time.
Travel:
15-20% travel
Ability to lift/move up to 5 lbs.
Technology to be Used:
Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.
Experience with Stata, R, Nvivo are strongly preferred. Other analytic applications a plus.

The expected hiring salary range for this role is listed below. FHI 360 pay ranges represent national averages that vary by geographic location. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, business sector, and budget.
Base salary is only one component of our offer. FHI 360 contributes 12% of monthly base pay to a money purchase pension plan account. Additionally, all US based staff working full-time, which is calculated at 40 hours/week, receive 18 days of paid vacation per year, 12 sick days per year, and 11 holidays per year. Paid time off is reduced pro rata for employees working less than a full-time schedule.
Hiring Salary Range: $105,000 - $156,000
