POSITION TITLE: Associate Director โ€“ Project Management (PM), EpiC Project in Thailand

REPORTS TO: Country Representative โ€“ EpiC Project in Thailand

JOB SUMMARY:

The Associate Director (AD) โ€“ Project Management (PM), EpiC Project in Thailand, will provide leadership to ensure quality, timeliness and efficiency of all project activities and results. S/he will support the Project Director (Country Representative) in strategic and annual work planning, management and monitoring of project operations and key deliverables, and liaise with relevant stakeholders at the National and Provincial levels. The AD will be directly responsible for management of subawards and their performance. S/he will monitor budget spending, project deliverables, and technical assistance and capacity building for the implementing partners. The AD will also supervise FHI 360 project staff working on project activities and closely collaborate with Asia Pacific Regional Office (APRO), Head Quarter (HQ) and other FHI 360 technical staff and with program and technical staff of partner organizations within Thailand.

KEY RESPONSIBILITIES:

  • Cooperate closely with the Project Director (Country Representative) on all program and technical matters.
  • Ensure completion of specified deliverables and achievements in a timely manner and in full support and compliance with FHI 360 and USAID award requirements.
  • Coordinate the development and implementation of the project technical strategies, adapting global and regional technical resources and tools as needed for the Thailand context.
  • Liaise with and facilitate work planning and regular program and technical meetings for all partners.
  • Identify technical assistance needs and training resources among project staff, partners, government counterparts and beneficiaries and coordinate technical assistance provision.
  • Promote sustainability of project activities with effective networking, coordination and linkages to other programs, partners and counterparts, capacity building of project staff, and institutional strengthening of implementing partners and community-based organizations.
  • Represent the project in external stakeholder meetings, conferences, and coordination platforms.
  • Promotes and expands EPIC Thailand activities and innovative models of working to achieve 95-95-95 goals with aims to transfer the well-established models to HIV/AIDS programing in Thailand.
  • Represents EPIC Thailand in advocating and negotiating with the National Health Security Office (NHSO) to diversify its funding mechanisms to enable community-based organizations continuation of accessing nation funding for HIV services for key populations.
  • Strengthens partners capacities to access and management NHSO funding.
  • Strengthens partnership with local hospitals and provincial health office (PHO) to adopt same-day ART (SDART), PrEP and differentiated service delivery (DSD) Model.
  • Coordinates with technical units to ensure that participatory systems and processes for project monitoring, quality assuring and improving activities are in place and all key persons are involved in each EPIC Thailand partner.
  • Coaches and mentors staff in program team for capacity improvement and career advancement.
  • Provides project management support for the EPIC project โ€“ Thailand with focus on managing the sub-recipients programmatic and financial performance and support the overall monitoring of the subgrant operation and financial performance. This includes supporting the project staff and implementing partners in the development of annual scope of work and budgets and progress reports; and, monitoring expenditures against approved budget and modifying budget and/or activities according to the project strategy and program needs.
  • Actively collaborates and coordinates with collaborating agencies, implementing partners, national programs and other FHI 360 country programs to support program success and capacities in Thailand and the Asia/Pacific Region.
  • Work closely with the Country Representative, APRO/HQ Technical Unit, and implementing partners to identify TA needs and ensure appropriate and timely technical assistance for successful program operations and activities.
  • Coordinate with APRO finance and contract team and provide capacity building on compliance to USAID and FHI 360 rules and regulations and ensure strong compliance among EPIC Thailand sub-recipients.
  • Travels domestically or internationally as needed to develop, coordinate, monitor and/or participate in EPIC activities.
  • Routinely monitors activities and pipelines of EpiC Project per the approved work plan.
  • Support the Project Director (Country Representative) to coordinate with the EPIC headquarter teams for planning and management of EPIC technical assistance activities, including workshops, trainings, site visits, and other activities.
  • Provides programmatic expertise in HIV prevention, care and treatment activities for key populations including community-based peer education and outreach, drop-in centers, HTC, clinical service provision, ICT, referrals systems for HIV care and treatment, STI, and GBV.
  • Performs other relevant duties as assigned.
