FHI 360โ€™s Human Development Programs (HPD) Division implements civil society strengthening; reproductive, maternal, neonatal and child health (RMNCH); water, sanitation, and hygiene (WASH); health systems strengthening; and youth and workforce development programs. While the majority of these projects are USAID-funded, the department also has a rapidly growing portfolio of non-USAID and non-US government-funded programs with a variety of multilateral, foundation and private donors.

Position Summary:

The Associate Director, Programs and Business Development will lead program management and new business efforts for FHI 360โ€™s portfolio in Human Development Programs practice areas. The Associate Director, Programs and Business Development will work closely with the Sr. Director of the HPD Division to develop goals and objectives for this new program team, proactively lead new business efforts and outreach with both USG and non-USG donors, and work with other team members to respond to, pitch, and secure new opportunities. The Associate Director, Programs and Business Development will also work with and through project staff to lead project start-up for new programs owned by the HPD Division including: workplan and budget development (in collaboration with technical and finance staff), subgrant development and review, compliance and programmatic monitoring and close-out; liaise with project offices related to program management and execution; ensure compliance with internal and external regulations; environmental mitigation and monitoring plans, team operating agreements; prepare presentations and support other related program objectives and deliverables. This position will work collaboratively with other Global Programs staff outside of the HPD Division, including those from the Business Development and Partnerships team, Strategic Growth, Global Research, and the US and Regional Programs team.

The ideal candidate will have excellent leadership and program management skills, experience with and connections from working with both USG and non-USG donors and be a strategic out-of-box thinker who is ready to cultivate and grow FHI 360โ€™s portfolio.

Accountabilities:

  • Supports the Sr. Director, HDP to develop and execute business development plans for the HPD division collaboratively with Strategic Growth, Business Development and Partnerships and other internal teams.

  • Conducts scoping and outreach with donors and partners to introduce FHI 360โ€™s capacities, builds relationships, and creates opportunities for collaboration.

  • Tracks new business opportunities and mobilizes resources for the HPD division to respond.

  • Collaborates with Strategic Growth, Business Development and Partnerships, and FHI 360โ€™s country-based staff to identify, track and respond to opportunities.

  • Participates in the HDP division senior leadership team and the Global Programs Extended Leadership team.

  • At the request of the Sr. Director HDP, coordinates project staff to lead project start-up for new programs, workplan and budget development (in collaboration with technical and finance staff), subgrant development and review, compliance and programmatic monitoring and close-out; liaise with project offices related to program management and execution; ensure compliance with internal and external regulations; ensure completion of program while adhering to budget, scope, and schedule requirements; environmental mitigation and monitoring plans, team operating agreements; prepare presentations and support other related program objectives and deliverables.

  • Provides support to program management for centrally funded initiatives, as needed, including development of staffing plans, annual workplans, ensuring smooth program implementation in the field, track performance against project timelines, budget, objectives, and deliverables.

  • Coordinates technical assistance in finance, M&E and technical issues as needed.

  • Serves as point of contact and interacting independently with field-based colleagues and donor contacts (as required), using good judgment to monitor and address issues in a timely manner, and keeping senior project management apprised of activity progress.

  • Provides support to Project Leads to respond to donor requests.

  • Provides input on HDP division managed awards related to overall staffing structure and budgeting of staff, support hiring and orientation of field staff, support country lead with HR issues including performance issues, salary and benefits, etc.

  • Works with Finance Manager and country team on overall field support budget and budget monitoring

  • Maintains and updates project tracking sheets for deliverables, contracts, and accruals, as well as maintaining relevant project files.
