The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. We work at the invitation of governments to support them and the private sector to create and sustain high-quality health systems.


CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

In India, CHAI works in partnership with its India registered affiliate William J Clinton Foundation (WJCF) under the guidance of the Ministry of Health and Family Welfare (MoHFW) at the Central and States' levels on an array of high priority initiatives aimed at improving health outcomes. Currently, WJCF supports government partners across projects to expand access to quality care and treatment for HIV/AIDS, Hepatitis, tuberculosis, COVID-19, common cancers, sexual and reproductive health, immunization, and essential medicines.

Project Background:

Launched in September 2021, the Ayushman Bharat Digital Mission (ABDM) seeks to power Indiaโ€™s quest for Universal Health Coverage by creating the interoperability required for digital health technologies and platforms to โ€˜speakโ€™ seamlessly to each other, thereby making healthcare interventions more affordable and accessible for all Indian citizens.

Central to ABDM is the principle of consent, and the concept of a health account (Ayushman Bharat Health Account or ABHA). An Indian Citizen can create an ABHA and link their personal health and / or medical records to this account. Using the ABDMโ€™s Consent Manager functionality, they can then share their records with any other system that is ABDM-enabled. For instance, if they have been referred to a specialist for a consultation, they may provide them with access to diagnostic and other records that provide the specialist a comprehensive view of their medical history. Similarly, at the registration desk of a hospital, instead of waiting in a long queue, a patient can simply scan a QR code and transfer basic details about themselves (attached to their ABHA) to the hospitalโ€™s registration system and receive a โ€˜tokenโ€™. This โ€˜scan and shareโ€™ functionality has been deployed across 2900 facilities across the country and has already generated over 1 crore tokens. It remains, however, just one example of the utility of ABDM. Many more such functionalities and use cases of that unlock the full potential of ABDM are on the anvil.


There has already been tremendous progress in the adoption of ABDM:

The National Health Authority (NHA), an autonomous government institution, manages the implementation of ABDM across the country and WJCF supports its vision to strengthen the roll-out and scale-up this transformative digital health initiative. Our focus is on driving adoption of ABDM among healthcare providers, especially private sector physicians. ABDMโ€™s progression to date has been led largely by the government sector and increased adoption by the private sector will help unleash its full potential. A key constituency in the private sector are doctors, who are not only the main โ€˜consumersโ€™ of health and medical records (on the basis of which they make their diagnoses and prescribe care) but also the main โ€˜producersโ€™ of these records.

We support the NHA in this endeavour in two main ways โ€“ facilitating outreach to healthcare professionals through platforms such as conferences, webinars, medical CME(s) and through a โ€˜micrositeโ€™ engagement model based on in-person one-on-one engagement with providers and hospitals.

Position Summary:

WJCF is looking for an Associate to help drive adoption of ABDM among healthcare professionals. The objective is to create awareness about ABDM (and more broadly, the value proposition of digitization) to healthcare professionals and facilitate their journeys to ABDM-enabled healthcare delivery. The milestones in this journey include:

registering healthcare professionals onto the Healthcare Professionals Registry (HPR),signing the clinics / hospitals they work at on to the Health Facilities Registry (HFR),adopting ABDM-enabled Health Management Information Systems (HMIS) that suit their needs, andusing the functionalities of the ABDM-enabled HMIS in care delivery to their patients.

The approach to adoption is important for the ABDM ecosystem in two main ways:

By focusing on a specific geography, and engaging deeply with an ecosystem of providers, it helps catalyse demand for ABDM through a โ€˜flywheelโ€™ effect. By developing a core of early adopters, it aims to jump start word-of-mouth and demonstrative effects that will drive wider adoption.As sites for learning and experimentation, microsites deepen the ABDM ecosystemโ€™s understanding of attitudes, incentives and circumstances that can drive or hinder adoption of ABDM, thereby helping to identify new use cases and sharpen its value proposition.

WJCF has been running two pilot microsites in Gujarat since mid-March 2023 and is now going to expand this work across two to three states by acting as a development partner for microsites implementation (refer to โ€˜Operational Guidelines for Activating Microsites in the Countryโ€™ for more details).


As part of our ABDM Adoption team, the Associate will work closely with multiple stakeholders, including the National Health Authority (NHA), state-and local-level authorities and professional bodies, other WJCF programs, research and communication partners, and most importantly, healthcare professionals, to strengthen and expand the microsites initiative. In addition to this, the Associate will also be responsible for working on demonstration and scale-up of new use cases of ABDM across different geographies.


Based in Delhi, this role provides an excellent opportunity for individuals who would like to be at the heart of and directly influence the nascent and fast-moving digital health journey in India as the selected candidate will work directly from the National Health Authorityโ€™s Delhi Office.

Responsibilities

Working closely with the stakeholders at NHA and across State ABDM Offices to ideate, problem solve and strengthen the micrositesโ€™ implementation model.Guide WJCF teams located across various states for supporting the micrositesโ€™ implementation as a development partner.Develop tools and templates to standardize reporting across the microsites and enable cross learning between the teams working across different states.Systematically monitoring progress, documenting and distilling insights and reporting them to the key stakeholders, as needed.Working closely with communication and research partners to sharpen the articulation and methods of conveying the value proposition of ABDM to healthcare professionals.Liaising with stakeholders such as the NHAโ€™s HPR and HFR team, Information, Education and Communication (IEC) team and HMIS providers to ensure that field teams are enabled to provide up-to-date and accurate information to healthcare professionals and to ensure a smooth onboarding process.Working closely with the interfacing agencies and the rest of the stakeholders to ideate, problem solve and develop new iterations to make the microsite outreach model as effective as possible.Working closely with state ABDM officials, local healthcare professional associations and other local ecosystem influencers to complement visit-based outreach efforts with other means of engagement.Helping set up and activate new microsites, including training and capacity building activities.Ideate, demonstrate and scale-up new use cases for ABDM adoption across various geographies.

Qualifications

Masterโ€™s/Bachelorโ€™s degree in management, economics, engineering, computer science, statistics, operations research, economics, public health, or allied areas.Work experience of at least 5 years in Management Consulting, Public Health, Analytics, Public Policy/Administration, or allied areas.Proven performance in a fast-paced, result driven environment.Excellent analytical (qualitative and quantitative) skills and communication (written and verbal) skills.High level of proficiency in Microsoft Office, particularly Excel, PowerPoint and Word.Willingness to travel to states if required and for extended periods (~40% travel).Ability to think strategically, handle ambiguity, and problem solve in a fast-paced, limited-structure, multicultural environment.Posess a learning mentality.Commitment to integrity, humility, open-mindedness, tenacity and resourcefulness.Willingness to speak up, and then to commit once a decision is taken.Fluency in English.

Preferred:

Experience working in a multi-stakeholder environment and / or government stakeholder management experience.Experience in e-governance or digital health programs in India. Ability to navigate complex processes and influence decision-making in a professional and collaborative manner.Fluency in Hindi and additional Indian languages.
