Org. Setting and ReportingThis position is located in the UNODC Regional Office for Eastern Africa (ROEA) in Nairobi, Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC). The Assistant Programme Officer will work under the overall supervision of the UNODC ROEA Regional Representative and the direct supervision of the Programme Management Officer, Office of the Regional Representative. ResponsibilitiesWithin delegated authority, the Assistant Programme Management Officer (Monitoring and Evaluation) will be responsible for the following duties: 1. Stakeholder Engagement: โ€ข Develop partnerships with the UN Agencies, government institutions, bi-lateral and multi-lateral donors, private sector, civil society in the specific thematic areas based on strategic goals of UNODC, countries needs and donorsโ€™ priorities. โ€ข Conduct thorough analysis and research into the political, social and economic situation in the region and preparation of substantive inputs to Country Common Assessments, United Nations Sustainable Development Cooperation Frameworks, and other UN Country Team products in the region. โ€ข Identify strategic areas for cooperation, support and interventions within the thematic/sectoral areas assigned with relevant stakeholders, which are aligned with UNODC global strategies. โ€ข Analyse and research information on donors, prepare substantive briefs on possible areas of cooperation, identify opportunities for initiation of new projects, actively contribute to the overall office effort in resource mobilization. โ€ข Maintain regular contact with relevant authorities when required/decided to learn about national development goals and priorities. โ€ข Participate in M&E networks and share knowledge and experiences with other UN agencies and NGOs. 2. Design and Implementation of M&E Systems, knowledge management and resource mobilization: โ€ข Coordinate the development of the annual reports of the UNODC Programme, including on the Sustainable Development Goals, gender, youth empowerment, disability inclusion, and human rights. โ€ข Provide oversight to the monitoring & evaluation, and audits at UNODC ROEA offices, and follow up on audit recommendations. โ€ข Coordinate and support the research, analysis and data collection related initiatives in the region. โ€ข In close collaboration with programme team, promote knowledge management to ensure access to available knowledge platforms and facilitate organizational learning. โ€ข Contribute to knowledge networks and communities of practice. โ€ข Develop and utilize data collection tools, methodologies, and guidelines. โ€ข Ensure that M&E activities are aligned with UNODCโ€™s overall strategic objectives and donor requirements. โ€ข Support the UNODC ROEA teams in designing and revising logical frameworks, theories of change, and results frameworks as needed. โ€ข Contribute to organization of trainings for the operations/ programme staff on relevant issues. โ€ข Assist in the development of capacity of colleagues through coaching, mentoring and formal on-the-job training. โ€ข Advise the Regional Representative in designing and driving the partnerships, resource mobilization at country and regional level to contribute to results in achievement of the SDGs. โ€ข Provide substantive inputs into the development of proposals and relevant guidance based on lessons learned through past evaluations and knowledge products. โ€ข Review and provide feedback on results and M&E sections of proposals, upon request by and in collaboration with programme managers. โ€ข Contribute to the collection and analysis of data and identification of trends or patterns and provide draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting. โ€ข Document requirements and background information used for data analysis. โ€ข Perform other work-related duties, as required. Relevant work experience at the national or international level in providing management advisory services, hands-on experience in design, monitoring of development projects and establishing inter-relationships among international organization and national governments is required. Responsible experience of working especially in the area of preventing and countering transnational organized crime and illicit trafficking, addressing drug use, increasing treatment of drug use disorders and preventing HIV/AIDS, and supporting research, trend analysis, policy, advocacy and forensics is desirable. Work experience with international organizations, in a multicultural and multidisciplinary environment is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat.
