Assistant Asset Management Officer

Organizational Setting and Work Relationships

The Assistant Asset Management Officer supports all activities pertaining to the asset management function, including planning, sourcing, transport, shipping, customs, and clearance within the Area of Responsibility (AoR). The position may be located at Headquarters, in a Regional Bureau or in a Country Office.

The incumbent is normally supervised by the (Senior) Asset Management Officer or other senior staff with supply or administrative oversight functions, who define the objectives and provides general guidance. S/he will also refer to UNHCR manuals and relevant policy papers.

The implementation of the International Public Sector Accounting Standard (IPSAS) requires UNHCR to report on all property, plant and equipment (PPE) in its financial statements. The incumbent will support the annual physical verification and management of all property, plant and equipment (PPE) on Headquarters or Regional or (Multi-) Country Office level.

In line with UNHCRโ€™s Asset Management, the incumbent will play a role in coordinating and supporting asset disposals in accordance with the prevailing rules and regulations and SOPs. The incumbent will liaise with Global Asset and Fleet Management (AFMS), if and as required and if applicable.

Duties

  • Analyse and prepare data regarding asset management to ensure timely disposals of assets within the AoR, considering the global strategy and UNHCRโ€™s short- and medium-term requirements.

  • Provide input to acquisition, maintenance, asset disposal and replacement planning within the AoR to maximise the potential income for UNHCR and ensure a timely retirement of surplus assets.

  • Perform regular data maintenance and quality assurance to ensure that assets are maintained and disposed of in a manner that optimizes revenue. Ensure full recognition, correct capitalization, and proper valuation of all assets in coordination with the responsible organizational units.

  • Apply footprint models that enable UNHCR Field Offices to โ€œright-sizeโ€ assets so that asset allocation is based on the needs of the operations.

  • Maintain contractorsโ€™ documentation and records related to PPE/Asset disposal control activities within the AoR. Support and, if authorized by the supervisor, conduct asset auctions within the AoR using different auctioning models.

  • Monitor compliance with relevant directives, policies and guidance concerning the accountability, use, and disposal of UNHCR assets. Immediately address non-compliance that adversely affects UNHCRโ€™s asset register.

  • Respond to requests for information and advice by applying an in-depth understanding of UNHCR policies and procedures, context, priorities, etc., and coordinate assistance from various entities to provide a clear, consistent, and timely response.

  • Implement asset and disposal management policies. Participate in and support the recording of asset sales and the remittance of funds from asset sales by Field Offices and/or HQ locations.

  • Assist in the physical verification of PPEs within the AoR.

  • Disseminate and promote commitment to UNHCR's relevant policies, standards, and guidance on Asset and Disposal management within the AoR.

  • Participate in projects to enhance asset and disposal performance.

  • Monitor the quality and accuracy of assetsโ€™ related data in relevant business systems. Collect, screen, and analyse statistical information within the AoR.

  • Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

  • Perform other related duties as required.

    Nature of Position:

    The Global Fleet Management UNHCR Field Offices and operations provide, safe, professional, and cost-effective fleet management services and solutions to support optimum program delivery. We are committed to provide practical guidance to field operations on the operation and management of UNHCR vehicles, support humanitarian civil servants working with UNHCR vehicles and fleet operations, while delivering the Organizationโ€™s mandate of providing protection to forcibly displaced and stateless people.

    Global Fleet Management Section adopts a proactive management approach of UNHCRโ€™s vehicle assets, which may include light vehicles, heavy vehicles, specialist vehicles and motorcycles. Fleet management covers a range of functions, including vehicle procurement and financing, vehicle maintenance, vehicles telematics (tracking and diagnostics), driver and personnel management, speed management, fuel management, and health and safety management.

    The section provides centralized fleet management model to UNHCR, empowering the Organization move beyond simply operating vehicles on a country-by-country and project-by-project basis to actively planning for optimizing vehicle fleet capacity and efficiency on a global scale.

    The incumbent will coordinate, together with the team lead and other team members, the scheduling and prioritisation of the different disposal activities in the region of responsibility and assist cross-regions when required. Due to the foreseen increase in disposal activities in the near future, the incumbent will manage a larger number of disposal actions that will involve increased number of low value assets and/or countries.

    The incumbent will specialize in the execution of disposals through specific methods (Sealed-Bid, Online, etc) to ensure the integrity of the process while providing solutions for smaller volumes.

    The position will be reporting to the Asset Management Officer P3 heading the team covering East Africa Horn and Great Lakes region including 10 countries/2,889 fleet units.

    Living and Working Conditions:

    The position is based in HQs in Budapest which is the capital of Hungary where adequate infrastructure, health, education, banking and recreational facilities are easily accessible. Budapest is H category Duty Station. There are no specific security concerns not withstanding incidental events. Personal security is generally not an issue. However, staff members should be cautious and take responsibility for their own personal and residential security.
