Org. Setting and ReportingThis position is located in the Office of the High Commissioner for Human Rights (OHCHR) Venezuela Team. The position is temporarily based in Panama City until conditions allow for a return to Venezuela. The Human Rights Officer reports to the Team Coordinator, under the functional supervision of the Chief of the Americas Section of OHCHR headquarters. ResponsibilitiesWithin delegated authority, the Assistant Administrative Officer will be responsible for the following duties: Human Resource Management โ€ข Undertakes actions related to the administration of the unitโ€™s human resource activities, e.g., recruitment, placement, promotion, performance appraisal, job classification reviews, separation of staff members, training etc., ensuring consistency in the application of UN rules and procedures. โ€ข Provides information regarding conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations. โ€ข Provides information on unitโ€™s staffing needs for inclusion in departmentโ€™s staffing table. Budget and Finance โ€ข Assists in developing the unitโ€™s work program and budget; analyses inputs and formulates resource allocations by work program, or business processes. โ€ข Using Umoja, monitor budget/work program with respect to Headquartersโ€™ budget, trust funds and grants, on a regular basis, and reallocates resources as necessary. โ€ข Supports the implementation of procedures and systems for implementing the appropriate financial database. Follow-up pending entitlements, payments and claims. โ€ข Contributes to ensuring effective procurement processes to support office operations. Prepare cost analyses, financial reports, and proposals for new activities aligned with OHCHR-Venezuela's goals and outcomes. โ€ข Contributes to the development of budgetary and financial administration guidelines for own unit. General Administration โ€ข Performs other related administrative duties, as required (e.g., operational travel programme, visas, monitoring accounts and payment to vendors and individual contractors for services, logistical and administrative support to office activities and field missions, physical space planning and the identification of office technology needs and maintenance of equipment, software (Umoja) and systems). A first-level university degree (Bachelorโ€™s degree or equivalent) in above-mentioned field in combination with two (2) additional years of relevant qualified work experience may be accepted in lieu of the advanced university degree. Work ExperienceFor candidates who hold a first level university degree (Bachelorโ€™s degree or equivalent), a minimum of two (2) years of experience in administration, finance, accounting, human resources management or related area is required. No experience is required for candidates who hold an advanced university degree (Masterโ€™s degree or equivalent). Experience working on Enterprise Resource Planning (ERP) systems, such as Umoja and/or Inspira is desirable. Experience working in the United Nations Common System or similar international organization is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat.
