Result of ServiceThe objective of the Assessment of Zero Waste Solutions in Caribbean Countries consultancy is to provide technical guidance for the Zero Waste Project by providing expertise for the development of an online guidance tool, an assessment of Zero Waste Solutions in the Caribbean and provision of general technical guidance for project activities. The Assessment of Zero Waste Solutions in Caribbean Countries consultancy aims to provide technical guidance and actionable recommendations for enhancing waste management policies, frameworks, and implementation plans to align with regional and international sustainability goals, including greenhouse gas emission reductions and sustainable development targets. This will be achieved through comprehensive reviews of project material, stakeholder engagement, content development for an assessment of zero waste solutions in the caribbean and technical guidance for capacity-building efforts to ensure long-term impact and sustainability. Under the overall supervision of the UNEP Regional Project Coordinator, Zero Waste in the Caribbean Project, Caribbean Sub Regional Office, the consultant will deliver following products: 1. Content for Guidance Tool E-book and Online Platform for Legal and Regulatory Frameworks & Sustainable Financing. Product No. 1.1: Report containing recommended content for the development of online guidance tool E-book. Product No. 1.2: Report containing recommended content for the development of online guidance tool. Product No. 1.3: Report highlighting technical guidance provided for completion of E-Book and online tool including meetings with relevant personnel and document reviews. 2. Provision of Technical guidance for Project Activities Product No. 2: Report highlighting technical guidance provided for updating of Project Factsheets, Teaching Material and National Data Collection. 3. Content reviewed for Assessment of Waste Management and Circular Economy in the Caribbean Product No. 3.1: Report containing Annotated Outline and Production Process for Assessment of Zero Waste Solutions for the Caribbean. Work Locationhome-based Expected duration8 months Duties and ResponsibilitiesThe United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global Environment. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The UNEP Latin America and the Caribbean Office (LACO), located in Panama City, Panama works closely with the 33 countries of the region and its activities are integrated into the Medium-Term Strategy and the Programme of Work approved by the United Nations Environment Assembly (UNEA). The Zero Waste in the Caribbean Project is a European Union (EU) Action programme financed by the 11th European Development Fund on Circular Economy and Solid Waste Management. This initiative seeks to improve the resource efficiency of Caribbean economies. UNEPโs support focuses on knowledge and policy engagement components strengthening national strategic and legislative frameworks and facilitating sub-regional and Caribbean wide action. The Caribbean Region contends with numerous waste management challenges, including a lack of strategic, legal, and regulatory frameworks in addition to limited infrastructure. While an action plan has been developed to encourage sustainable waste management practices, progress remains hindered by financial constraints and limited opportunities. The geographic scope of this initiative includes the Caribbean Forum (CARIFORUM) Member States (Antigua and Barbuda, The Bahamas, Barbados, Belize, Cuba, Dominica, Dominican Republic, Grenada, Guyana, Haiti, Jamaica, St. Kitts and Nevis, Saint Lucia, St. Vincent and the Grenadines, Suriname, Trinidad and Tobago). Other partners of this programme include the Deutsche Gesellschaft fรผr Internationale Zusammenarbeit GmbH (GIZ) and the Agence Francaise de Developpment (AFD) in collaboration with the Organisation of Eastern Caribbean States (OECS), focusing on piloting technical interventions in selected countries. Main Objectives of the Consultancy are as follows: 1. Development of Guidance Tool: Provide technical guidance for the development of an online guidance tool focused on legal and regulatory frameworks as well as financing mechanisms in the Caribbean region. 2. Develop Assessment of Zero Waste Solutions in the Caribbean: โข Review: Review of project collateral to develop an outline for an assessment of waste management for the Caribbean Region including project countries. โข Gap Analysis: Conduct a gap analysis to evaluate the current state of waste management practices and solutions in the Caribbean Region utilising existing assessments / studies including project material and consultation with project focal points. โข Conduct Research: Identify and compile material to fill in information gaps for the assessment through research and consultation with project focal point and partners. 3. Provision of Technical Guidance: Technical Guidance and material for the update of Waste Management Fact Sheets for Project Countries including National Case Studies, compilation of technical content for supplementary teaching material, contributing to compilation of national indicators and data collection. To this end, UNEP is seeking to a consultant to develop guidance tools, initiate the development of an Assessment of Waste Management in project countries with a focus on circular economy and to provide technical guidance for national data collection and related indicators. This would include various products for use by the project national focal points and associated stakeholders. This is a home-based product-based consultancy, under the supervision of the UNEP Regional Project Coordinator, Zero Waste in the Caribbean Project, Caribbean Sub Regional Office. Qualifications/special skillsACADEMIC: โข Bachelorโs degree in Environmental Science, Environmental Management, Environmental Engineering, Environmental Policy, Engineering, Development or closely related field is required. โข Masterโs degree in Environmental Science, Environmental Management, Environmental Engineering, Environmental Policy, Environmental Law, Development or a closely related field is desirable. โข Additional studies or specific training in Environmental Management, Circular Economy or Development is an asset. PROFESSIONAL: - Seven (7) years of professional experience in areas related to Environmental Engineering, Environmental Science, Environmental Management, Solid Waste Management or related areas is required. - Experience in Waste Management and Circular Economy is desirable. - Experience in the preparation of environmental reports or assessments is desirable. - Familiarity with the goals and procedures of international organizations, in particular those of the UN and EU, is desirable. - Experience in facilitating multi-stakeholder dialogues and workshops is desirable.
