JOB SUMMARY

The Angolan Ministry of the Environment (MINAMB), as the National Designated Authority (NDA) for Climate Finance, has secured a 12-month readiness grant from the Green Climate Fund (GCF) in partnership with the Global Green Growth Institute (GGGI). The project aims to build a solid foundation for Angola to access climate finance, effectively implement its NDC goals and promote sustainable development in key sectors, which includes an activity that will use GGGI’s Green Growth Performance Measurement framework and tools to contribute to the development of a National Green Growth Index that will inform climate action in the country.

The Green Growth Index is an important step for the country to measure the readiness of a country to transition to a low-carbon and climate-resilient model of growth. It will apply two complementary strategies to enhance its practical utility in policy decision-making: first, a stepwise scientific approach to apply the framework of the Green Growth Index in selecting green growth indicators and, second, a consultative process involving experts and stakeholders to assess the policy relevance of the indicators. The former involves rigorous research to understand the complexity and multidimensionality of green growth, while the latter entails consultations to understand the national and regional contexts that influence green growth policies.

Based in Seoul, the Global Green Growth Institute (GGGI) was established in 2012 as an intergovernmental organization founded to support and promote a model of economic growth known as “green growth”, which targets key aspects of economic performance, such as poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and the private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon-intensive, and more resilient to climate change. The Front Office within GGGI’s Directorate for Green Growth Implementation (DGGI-FO) works to advance GGGI’s impact through global, multi-sectoral programs that deliver strategic research and analysis, knowledge sharing, and capacity building in green growth.

One of DGGI-FO’s projects that aims to support knowledge sharing is the Green Growth Performance Measurement (GGPM) Project. The GGPM has two interlinked components – the Green Growth Index and the Simulation Tool. The Simulation Tool is designed to allow users to enhance their knowledge on how different policy options within these dimensions can influence countries' green growth performance. The Green Growth Index and Simulation Tool are integrated approaches, so the validity of the underlying models and assumptions of the latter depends on the policy relevance of indicators that frame the former. This consultancy is related to the Index, which serves benchmark countries’ green growth performance through a standard set of variables based on publicly available and credible data. Because the Index is based on a robust sustainability framework, it can highlight achievements of many relevant Sustainable Development Goals (SDGs) that are linked to green growth. This consultancy will support various deliverables for the Angola National Green Growth Index, which will support the development of the National Green Growth Index and capacity building on its development. The tasks include supporting the conduct of webinars and participatory workshops, computing the Index, developing the online dashboard, and preparing the technical report. He will be hired by GGGI, work with the African Regional Office, and report to the GGPM project manager.

OBJECTIVES OF THE ASSIGNMENT

The consultant’s assignment will include various tasks that will contribute to the successful and timely delivery of the outputs for the GGPM, which include:
Conduct policy analysis on the relevance of the green growth indicators for the key national and sectoral policies in Angola to build a list of policy-relevant indicators for the first participatory workshop:

Analysis of the policy relevance of the green growth indicators using language coding software like ATLAS.ti.

Support preparation of the training modules for the first participatory workshop, including a real-time survey for the plenary and a Google survey for the breakout sessions, and a description of the green growth indicators included in the list.

Support the collection of experts’ feedback from the first participatory workshop by assessing results from the online survey and workshop plenary discussions/ breakout sessions.

Support the preparation of training modules for the second participatory workshop, including graphics on the experts’ ratings on the green growth indicators, a real-time survey for the plenary, and a Google survey for the breakout sessions.

Support the preparation of the technical report on the Angola National Green Growth Index, including the checklist table and analysis on the policy relevance of the indicators.

SCOPE OF WORK

This is an individual consultancy assignment to support the GGPM project manager at the GGGI headquarters in applying to the Green Growth Index, conducting workshops, and preparing the technical report.

The assignments will be completed, and the final outcomes will be delivered to the GGGI as follows. Payment will be made upon the completion of all deliverables (in no particular order).

QUALIFICATION/EXPERTISE REQUIRED

Master’s degree, or equivalent combination of relevant education and experience in relevant environmental fields such as resource economics, development economics, environmental science, engineering, social science, human ecology/geography, etc.

At least 5 years of relevant experience in analytical and technical research work (both qualitative and quantitative) on topics related to green growth/economy, climate resilience, and social inclusion.

Experience in systematic review of scientific literature on concepts and methods related to green growth, climate change, and/or sustainable development is necessary.

Experience in developing Green Growth Index or related indices is required.

Experience in using ATLAS.ti for policy analysis is required.

Experience in conducting and coordinating participatory workshops with the governments

Experience working with international organizations and/or research/academic institutions is highly desirable.

Ability to support delivery of draft reports in a short period of time is important.

Fluency in spoken and written English is required.
