Background

Plan International is an independent development and humanitarian organisation that advances childrenโ€™s rights and equality for girls. In Indonesia, Plan International operates since 1969, and in 2017 Yayasan Plan International Indonesia (YPII/Plan Indonesia) was established as a national entity of Plan International in Indonesia. YPII is currently implementing its Country Strategy 5 (CS 5) covering the fiscal year 2023 to 2027, where the countryโ€™s purpose is in line with the global Plan Internationalโ€™s Purpose โ€œto advance childrenโ€™s rights and equality for girlsโ€. Our ambition is to enable at least 3 million girls and young women to learn (gain skills for work), lead (empower to act on issues that matter to them), decide (have control over their own lives and bodies), and thrive (grow healthy and protected from violence). It means that we will take action to identify and facilitate the removal of obstacles that prevent children, especially girls, and young women from enjoying their rights and participating fully in Indonesian society. This goal will be achieved by implementing quality programmes and projects as well as influencing decision-makers and key stakeholders to make the required changes.

Job Purpose

Advocacy Coordinator will support and assists Advocacy & Policy Manager and PIA Manager in developing and implementing advocacy strategy and other advocacy products from province and district level.

  • The advocacy coordinator will report to Advocacy & Policy Manager and in close coordination and communication with Area Program Manager and all PIA Managers.
  • Support Policy Advocacy Manager and PIA Managers in designing advocacy strategy for PIA areas ensuring it contribute to CS5 Programme and Influencing Objectives
  • Support PIA Managers to implement the advocacy strategy of PIA
  • Represent Plan Indonesia when needed to government and other related stakeholders at the provincial level for advocacy agenda.
  • Facilitate advocacy training for PIA staff based on advocacy capacity development need assessment
  • Facilitate Child, Adolescent, and Youth (CAY) particularly sponsored children and Youth Advisory Panel members to meaningfully participate in advocacy agenda

    Accountabilities

    • Under supervision of Policy Advocacy Manager, assist PIA Manager to design the advocacy strategy for each of Programme Implementation Area (PIA) and provincial level to contribute to CS5 Programme and Influencing objectives / Theory of Change
    • Conduct stakeholders mapping and develop advocacy strategy with PIA Manager in PIA Areas.
    • Coordinate with PIA Manager and staff to ensure advocacy targets are achieved.
    • Establish networks and partnership with government institution and non-government organization in order to strengthen the implementation of advocacy agenda.
    • Represent Plan Indonesia to engage with stakeholders related to advocacy agenda in provincial level, and support PIA Managers at the district level when needed
    • Play key role in developing and gathering evidence-based advocacy to address policy gap evidence-based advocacy products based on Plan works in PIA
    • Identify the capacity building needs for advocacy and deliver capacity building activities for PIA staff involving experts from internal and external parties
    • Monitoring and evaluation on the advocacy agenda in provincial level as part to support PIA
    • Coordinate, consult and collaborate with relevant unit to conduct policy dialogue, policy analysis, drafting policy brief/recommendation, provide input to government regulation, advocate government budget
    • Ensure advocacy strategy comply with safeguarding and other organizational policies.
    • Conduct coordination meeting with PIA Manager to monitor the implementation of advocacy agenda.
    • Coordinate with PIA Manager and Campaign Lead to ensure the meaningful participation of sponsored child and youth in the implementation of advocacy and campaign agenda at PIA and provincial level.
    • Develop activity reports on progress of advocacy plan.
      • Ensures that Plan Internationalโ€™s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility.
      • This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan Internationalโ€™s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

            Requirements

            • Bachelor degree
            • At least 3 years of experience working on advocacy
            • Experience in representational roles and working with local government agencies and local parliament
