The Directorate for Global Relations and Co-operation (GRC) co-ordinates the Organisationโ€™s relations with partner countries and with other international organisations. It advises the Office of the Secretary-General and other OECD Directorates on how to strengthen co-operation with partner countries, regions and organisations. GRC also serves the OECD External Relations Committee (ERC), working with members to help them reach consensus on global relations priorities and ensuring that relevant partners are effectively engaged in the Organisationโ€™s work in delivering on the Organisationโ€™s Global Relations Strategy and the Secretary-Generalโ€™s strategic orientations.

The OECD Southeast Asia Division (GRC/SASEA) works to support Southeast Asian countriesโ€™ domestic reform priorities, regional integration efforts, and coming closer to OECD bodies and instruments. It does this through the global relations tools developed by the ERC, i.e., Key Partnership with Indonesia, OECD Southeast Asia Regional Programme (SEARP), and the Thailand Country Programme. The Jakarta Office was established in 2015 as the Organisationโ€™s first office in Southeast Asia. The Office is responsible for fostering and enhancing OECD collaboration with counterparts across Southeast Asia. It facilitates OECD work with countries in the region by supporting efforts to bring them closer to the Organisation, including by working towards full integration into the OECDโ€™s regular work programme and fostering their participation in more OECD bodies and adherence to OECD standards.

The OECDโ€™s engagement with the region has grown significantly over the years under the OECD Southeast Asia Regional Programme, which fosters mutual learning and the exchange of experiences and best practices. ASEAN centrality has been the guiding principle, under the umbrella of the OECD-ASEAN Memorandum of Understanding signed in 2022. The historic decision by Indonesia and Thailand to formally start the OECD accession process has further elevated the profile and strategic relevance of the Programme, reinforcing its role as a key platform for deepening ties with all countries in the region and supporting their closer engagement with the Organisation.

GRC/SASEA is looking for an Advisor based in Jakarta to support the OECD Jakarta Office in strengthening the regional engagement under ASEAN. The selected person will play a key role to support a more coherent and sustained collaboration with ASEAN by driving outreach, project development, and stakeholder coordination in Jakarta. Working closely with the ASEAN Secretariat and member states, the Advisor will support the design and delivery of capacity-building activities, identify opportunities for new initiatives aligned with ASEANโ€™s economic and socio-cultural priorities, and help mobilize the necessary resources for implementation. The role also involves representing the OECD in high-level meetings, managing communication strategies, and ensuring effective liaison with key stakeholders to advance the SEARP on the ground.

The Advisor will report to the Head of the OECD Jakarta Office and to the Head of the Southeast Asia Division in Paris.

Job Description

Main Responsibilities

Research, analysis and drafting

In collaboration with colleagues, draft, or contribute to the preparation of, substantive papers, including synthesis reports, seminar proceedings, country case studies, analytical papers, speeches, internal briefings, talking points and official letters.Provide relevant background information to help inform strategic decisions regarding engagement with non-Member countries and OECD donors.Monitor political, economic, and social issues in ASEAN, and prepare briefings, talking points, and other materials.Liaison and representationIdentify opportunities to develop new OECD projects in support of ASEANโ€™s economic and socio-cultural pillars, and support mobilisation of the necessary resources for their implementation.Regularly liaise with officials from the ASEAN Secretariat and ASEAN Member States, as well as other stakeholders in Jakarta.Maintain a network with OECD ASEAN missions in Jakarta, other international organizations, and donors.Design and deliver high-quality capacity-building activities, such as seminars and workshops, on a variety of themes and for a variety of audiences.Help manage the Officeโ€™s communication strategies.Represent the OECD in meetings held within ASEAN, including speaking and moderating roles.Provide organisational and logistical support for OECD high-level missions to Indonesia, and assist in the organisation of meetings, conferences, and seminars.

Project design and implementation

Mobilise resources and voluntary contributions from the donor community or beneficiary countries to ensure the necessary resources for the implementation of the programme of work.Lead the design of projects, including the definition of objectives, the development of clear planning and delivery strategies, and the establishment of systems for monitoring implementation and assessing results.

Qualifications

Ideal Candidate Profile

Academic Background

A postgraduate degree in economics, law, policy studies, or a related field.Professional BackgroundA minimum of five years of relevant professional experience, including in project development and execution.Strong knowledge of ASEANโ€™s regional integration frameworks, institutional architecture, and cooperation initiatives, including in both traditional and emerging policy areas.Solid understanding of Southeast Asian political and economic systems and their governmental functions.Strong project design, resourcing, management and project implementation experience.Proven experience in developing and maintaining a wide network of stakeholders, including for resource mobilisation purposes. Experience working in a national administration or an international organisation in support of senior management would be an advantage.Experience of working in a multinational team with high autonomy.Experience working in the region, and with ASEAN, would be an advantage.

What the OECD offers
