    Organizational Setting and Reporting Relationship

    Advisor is assigned to the Office of the Director General, East Asia Department (EAOD). You will be based at our Headquarters in Manila, Philippines and relocation is required. All reasonable relocation expenses will be covered.

    You will report to the Director General and will oversee Technical International staff (TI) and Technical Local staff (TL).

    Your Role

    As an Advisor, you will provide support to DG, EARD in any of the five main areas: (i) overall planning, implementation and management of EARD's vision, goals, strategies, and work plan, (ii) knowledge management, (iii) relationship management, and (iv) department operations and resource management.

    You will:

    Strategic Planning and Management

  • Support DG, EARD in establishing and cascading EARD's vision, goals, development strategies and key result areas in supporting ADB's goals and compliance with ADB policies.
Contribute to the planning, implementation and supervision of the departmental work plan as well as assist DG, EARD in monitoring the quality of select outputs and the achievement of long-term goals and annual goals for the department. Assist DG, EARD in ensuring the formulation and updating of high quality, focused and aligned Country Partnership Strategies (CPS) and Country Operations and Indicative Country Pipeline and Monitoring Report and the functioning of related committees and networks. Assist DG, EARD in ensuring full integration of the RMs in Headquarter's work and that proper support is provided to Country Directors for implementation of operational strategies.

Knowledge Management

Provide support on assigned knowledge activities, which may include assisting DG, EARD in strategic planning, managing and implementation of EARD's knowledge products and services (KPS) program and in ensuring the quality and operational relevance of such KPS.

Relationship Management

Assist DG, EARD in relationship management, wide ranging policy dialogue and coordination with government, development partners, civil society, and private sector groups in developing member countries within the responsibilities. Provide support for relationship management and coordination with the Board, Senior Management and other ADB departments. Help inform Senior Management of developments, new opportunities and challenges, and in providing recommendations accordingly.

Department Operations and Resource Management

Support DG, EARD in human resource management matters including performance management, handling of staff management issues, and diversity and inclusion targets. Help anticipate requirements for and managing the budget, resource allocation, and use for the department. Develops, in partnership with solutions departments and other relevant departments and offices, a regional decentralization plan that meets the region's business needs, and coordinates implementation efforts across departments. Support DG, EARD in managing EARD's regional management team. Manage EAOD staff and ensure the quality of the department's work. Provide mentoring to team and individuals and ensure their ongoing learning and development.

Qualifications

You will need:

Master's degree, or equivalent, in one or more development-related disciplines or related fields; or University degree in one or more development-related disciplines or related fields, combined with at least 10 years specialized experience relevant to the position in similar organization/s, may be considered in lieu of a Master's degree. At least 15 years work experience in programming, several sectors, project processing and administration Management experiences (as applicable) International experience working in development in several countries Management and leadership qualities Written and verbal proficiency in English and local language (as applicable) Please refer to the link for ADB Competency Framework for M1
