โOver one year after the escalation of tensions between Russia and Ukraine, a total of 7.6 million Ukrainian refugees remain overseas and a further 5.1 million remain internally displaced in Ukraine. Currently, an estimated 17.6 million people within Ukraine require humanitarian assistance, including the need of food, water and medicines.
5,796,748 refugees have crossed the Polish border, 591,947 refugees have crossed the Moldavian border and 1,127,998 refugees the Romanian border.
This situation has led ACF France to open Country Offices, in Ukraine, Poland and Romania and ACF Spain in Moldova. ACF is opening a base in the South of Ukraine and aims at starting activities from September on, including multi-purpose cash transfer assistance for displaced and confict-affected populations. The first priority of the Log Admin manager will be to finalize the recruitment his/her team and start structuing the departments, with the objective of building ACF team's capacity.

Votre poste et vos responsabilitรฉs
Under the supervision of the field coordinator you will be responsible for the following missions:
- Lead budget management on its base (budget design, budget follow-up, expenses approval, financial reporting, etc.).
- Monitor compliance with Ukrainian legislation related to administration, finance, accountancy and human resources.
- Support translation of documents related to Administration/HR/Finance (English-Ukrainian).
- Maintain a strong coordination with support and operations services.
- Ensure appropriate and effective communication and collaboration with any external stakeholders (authorities, communitiesโ representatives, beneficiaries, volunteer staff, humanitarian community, etc.) in the area of intervention.
Votre profil
You hold a bachelor Degree in finance, accounting, HR or similar field/
You have an excellent capacity on use of computerized system/programs (Word, Excel, Outlook, and technical programs)
You have an excellent capacity-building skills
You have a work experience in conflict-affected settings
You have a professional experience in project planning, implementation and monitorin
Fluency in English is mandatory, Knowledge of Ukrainian or Russian is an asset
Vos conditions dโemploi
6 months fixed term contract under French legislation
Monthly gross salary from 2130 to 2475 โฌ upon experience
Monthly per diem and living allowance: 837โฌ net, field paid
Monthly country allowance: 450โฌ
Child allowance: 1500โฌ per year per child present in the country of origin (maximum 6000โฌ/year)
16% of the gross monthly salary for pension insurance reimbursement for non-French citizens
Transportation and accommodation: Coverage of transportation costs and guest house
Medical coverage: 100% coverage of health contributions (CFE + complementary health) and repatriation insurance
Leaves and RnR: 25 days of paid leaves per year, 20 RnR per year and 250โฌ at each RnR period (+flight ticket reimbursement up to 700$)
