Over one year after the escalation of tensions between Russia and Ukraine, a total of 7.6 million Ukrainian refugees remain overseas and a further 5.1 million remain internally displaced in Ukraine. Currently, an estimated 17.6 million people within Ukraine require humanitarian assistance, including the need of food, water and medicines.

5,796,748 refugees have crossed the Polish border, 591,947 refugees have crossed the Moldavian border and 1,127,998 refugees the Romanian border.

This situation has led Action contre la Faim (ACF) France to open Country Offices, in Ukraine, Poland and Romania and ACF Spain in Moldova.

ACF has deployed a regional multi-sectorial strategy through direct implementation and partnership. Core activities are Food Security & Livelihood (canned and dry food distribution, hot meals, cash) and Mental Health & Care Practices (psychosocial support, PFA training, Baby Friendly Space, psychiatric referrals). Additionally, in Ukraine the strategy also includes WASH activities (rehabilitation/repair of centralized water and sanitation networks, minor repair of Collective/Transit Centers, emergency Water supply and hygiene kit distribution) as well as Health & Nutrition (primary health care structures support including provision of medicines and trainings).

In Ukraine ACF currently intervenes in the East (Dnipro, Kharkiv, Sumska and Zapporizhzhia), the West (Ivano Frankivsk and Chernivtsi) and is extending its coverage to the southern part of the country (Odessa and Mykolaiv).

ACF in Ukraine is looking for a new Deputy Field Coordinator for Programs, based in Mykolaiv.

Votre poste et vos responsabilitรฉs

Your main objective will be to ensure the overall implementation of the projects within the fields of implementation, coordinating the activities and building the capacity of Program Managers (PMs) to identify and implement high quality program activities in an accountable manner, and in conformity with ACF/donor requirements and base/area/mission strategy.

More precisely, you will :

Contribute to identify sectoral needs, to design program strategy and operational development ;Support and coordinate PMs to ensure the implementation, monitoring and reporting of projects ;Support PMs to contribute to program quality and accountability processes and measure program impact ;Manage PMs Mykolaiv base fields of implementation activities and identify Human Resources needs ;Participate in the coordination and representation of ACF in his/her field of intervention ;Ensure compliance to the ACF Values & Principles, Gender equality, Child protection sensitivity and Safeguarding policies.

Votre profil

You have a Bachelor degree in humanitarian studies, or similar field.

You have a work experience in conflict-affected settings.

You have a professional experience in project planning/implementation/monitoring, in budget management and in team management.

You also have a demonstrated experience and/or personal commitment to promoting gender equity and equality and support nationalization process through capacity building.

You have an excellent capacity on use of computerized system/programs (Word, Excel, Outlook, and technical programs), excellent capacity-building skills and reporting skills.

You are fluent in English. If you have some knowledge of Ukrainian and/or Russian, it wil be an asset.
