Action Against Hunger has been operating in Afghanistan since 1979. Its very first mission, has seen a strong focus on emergency responses, targeting primarily refugees, Internally Displaced Persons, and flood/drought affected populations. Integrated projects in nutrition and health, water, sanitation and hygiene, food security and livelihoods, and in mental health and care practices are implemented in 4 provinces. Our work with local partners is essential to gain access to more geographical areas.
The recent political development that followed a period of drought and heavy fighting has plunged the country into an even more profound crisis in the economic aspect, includingthe shutdown of the financial institutions, the suspension of international structural funding, and fears of food shortage and higher inflation.
In 2023, two-thirds of Afghanistanโs population will need urgent humanitarian assistance to survive as the countryenters its third consecutive year of drought-like conditions and the second year of crippling economic decline while still reeling from the effects of 40 years of conflict and recurrent natural disasters. The mission employs 450 staff in five operational bases : Kabul, Helmand, Ghor, Daikundi, and Badakhshan. ACF teams address the underlying conditions leading to deadly malnutrition and food insecurity and provideaccess to basic health services
Kabul base hosts the coordination office in charge of implementing water, sanitation and hygiene and nutrition projects aiming to reduce acute malnutrition in the Kabul Informal Settlements and in 26 health facilities. There are 103 National employees in Kabul with majority of expats located in the capital. There is a well-equipped guesthouse for expats, a coordination office and warehouse located separately. A variety of restaurants and supermarkets are accessible depending on security rules and context. Movements may be restricted and a curfew strictly imposed.

Votre poste et vos responsabilitรฉs
Your mission will be to ensure the overall management of the Heads of Support Departments (HR, Logistic and Finance) and provide support to the Country Director.
More specifically your tasks will be :
- to coordinate support departmentsโ strategy and to ensure operational management of all support areas.
- To represent and liaise on behalf of Support Departments with donors, authorities, UN, NGOs.
- To provide inputs on HR, Finance and Logistics Constraints and opportunities.
- To manage the support teams (HR, Finance and Logistic department).
- To follow-up on management of HR, Finance, and Logistics rules.
- To support on Internal and external audit.
- To proactively support ACFs commitments to gender equality and child protection sensitivity
Votre profil
- You hold a master degree (or Bachelor degree with 5 years relevant professional experince)
- You have at least 4 years of humanitarian experience; with at least 2 years experience, in finance, HR or logistics management.
- You have at least one year professional experience in a different country than Afghanistan and at least 3 years of team leadership.
- You have a 2 years minimal experience with ACF, an excellent knowledge and/ or understanding of ACF financial, HR and logistics system and methodologies (ACF shared cost methodology, SAGA, Homere, LINKโฆ).
- You are have the experience of working in a complex, very constrained and sensitive environment.
- You show excellent organizational and interpersonal skills, excellent negotiation skills; Excellent adaptation and culturally sensitivity skills.
- You have a very strong understanding of humanitarian programme management.
- A significant experience with external representation with stakeholders and potential donors Significant experience of resource mobilization will be appreciated.
- You are known as able to demonstrate leadership in representation with other humanitarian and development actors.
- You are fluent un english language (spoken and written)
- A significant experience of managing strategic partnership will be appreciated.
- You have a knowledge and understanding of the Central Asian context, especially in Afghanistan (strongly preferred).
- A great sense of humour is highly appreciated
Vos conditions dโemploi
- Fixed term contract under French legislation: 12 months
- Monthly gross salary from 2899 to 3376 โฌ upon experience
- Reimbursement of the pension insurance for non-French citizens: 16% of the gross monthly salary
- Annual salary increase: 6% increase after and each 12 months of continuous contract
- Monthly per diem and living allowance: 625โฌ net, field paid
- Monthly country allowance: 450โฌ
- Cold allowance: Reimbursement for the purchase of winter equipment for a maximum of 380โฌ per person per year in severe cold contexts
- Child allowance: 1500โฌ per year per child present in the country of origin (maximum 6000โฌ/year)
- Transportation and accommodation: Coverage of transportation costs and guest house
- Medical coverage: ACF covers 100% of the social security, health insurance, and repatriation insurance agreement fees.
- Salary sustainment measures (sickness, paternity, maternity)
- Leaves and RnR: 25 days of paid leaves per year, 20 RnR per year, airfare reimbursement with a ceiling to get to the chosen break destination, and 215 โฌ for each RnR period
