IOM has been operational in Papua New Guinea (PNG) since 2001, supporting the Government and communities in addressing a wide range of migration and mobility-related challenges. Guided by IOMโs Strategic Vision and aligned with national priorities, IOMโs programming spans all four pillars of its global Strategic Results Framework: saving lives and protecting people on the move; driving solutions to displacement; facilitating safe pathways for regular migration; and strengthening migration governance. Operating from its head office in Port Moresby and through decentralized field offices across the country, IOM in PNG implements integrated programming in disaster risk reduction and emergency response; climate change and human mobility; counter-trafficking and protection of vulnerable migrants; migration health; community stabilization and durable solutions; border and migration management; and assisted voluntary return and reintegration. IOM also plays a key role in supporting government-led efforts to improve migration data, enhance institutional capacity, and ensure whole-of-government and whole-of-society approaches to safe, regular, and inclusive migration governance.
Under the overall supervision of the Emergencies and Disaster Management (EDM) Coordinator and the direct supervision of the Field Office Focal Point in Mount Hagen, the incumbent will support the implementation of day to day Disaster Risk Reduction/Management (DRR/M), stabilization and Peacebuilding initiatives, and will provide day-to-day technical and operational support to contribute to the effective delivery of activities, working closely with communities, local authorities, and partners. The role requires a strong commitment to quality, consistency, and accountability, and contributes to IOMโs broader efforts to promote social cohesion, strengthen community resilience, and address the drivers of conflict and displacement in Papua New Guinea
Provide strategic administrative and operational support to contribute to the effective management of disaster risk reduction/management (DRR/M), stabilization and peacebuilding projects, optimizing project implementation and impact. Monitor and assess field-level project activities, providing strategic recommendations to address challenges and leverage opportunities for scaling up DRR/M and peacebuilding outcomes. Support the design and implementation of DRR/M, stabilization and peacebuilding workshops, training sessions, and awareness campaigns, ensuring they are inclusive, impactful, and aligned with local needs.ย Support reporting and documentation processes, focusing on high-quality, comprehensive reports are prepared for both internal and external purposes, showcasing project outcomes, lessons learned, and recommendations for future interventions.ย Coordinate with the government authorities, Non-Governmental Organizations, United Nations agencies, civil society, partners as well as IOM Field offices to collectively and effectively implement programme activities.ย Monitor internal displacement and carry out data collection missions, in coordination with the Displacement Tracking Matrix (DTM) Officer in Port Moresby and the Emergency Management and Peacebuilding Coordinator in Port Moresby, within the target locations, providing regular briefs or updates on the evolving displacement situation. Provide inputs for project development initiatives aimed at supporting the disaster resilient, recovery and peacebuilding efforts in communities impacted by disasters and conflict. Coordinate with local authorities to support at-risk, and disaster-affected communities in developing and implementing local development plans, while promoting community stabilization through resilient projects and interventions. In coordination with the Migration, Environment and Climate Change (MECC) Officer in Port Moresby, assist to incorporate climate change adaptation and mitigation strategies into DRR/M and peacebuilding efforts, facilitating that climate risks are addressed in conflict prevention, recovery, and community resilience planning. Support the development and implementation of early warning systems in collaboration with local authorities and stakeholders, including that communities are equipped to respond to disasters and conflicts, thereby enhancing preparedness and resilience. Provide weekly updates on field progress of DRR/M, community stabilization and peacebuilding programming in the Highlands and escalate issues and concerns to the Field Office focal point and the EDM Unit in Port Moresby for awareness and follow-up action. Identify and report on emerging conflicts or risks in target areas, providing recommendations for intervention and facilitate that programs adapt to the evolving needs of the community. Assist in conducting regular conflict sensitivity and political economy analyses to inform programme design and ensure interventions are context-appropriate and do not exacerbate existing tensions. Coordinate the timely submission of the monthly financial expenditure report, asset inventory checklist, staff timesheets, and vehicle logbook to the relevant focal points, at the field level and in Port Moresby. Where applicable, directly supervise the daily operations of project staff in the field office, under the guidance of the Field office focal point. Performย such other duties as may be assigned Education University degree in Environmental Science, Social Science, Development Studies, or similar relevant field from an accredited academic institution with four years of relevant professional experience; orย High School Degree/Certificate in the above fields with six years of relevant professional experience.ย Accredited Universities are those listed in theย UNESCO World Higher Education Database. ย Experience At least 4 years of experience inย DRR/M,ย transition and recovery,ย peacebuilding,ย community development andย Internally Displaced Persons (IDPs). Knowledge of DRR/M, community stabilization and (re) integration activities, peacebuilding and development issues. Experience in designing capacity building events and facilitating training sessions for a variety of audiences.ย Experience in liaising with governmental authorities as well as with national institutions or service providersย Experience in peace reconciliation processes is an advantage.ย Experience in facilitating consultative meetings and collecting qualitative and quantitative data is an advantage.ย Skills Past role managing small national teams with Government, INGOs, UN agencies or Private Sector in field locations in Papua New Guinea. Experience designing capacity building events and facilitating training sessions for a variety of audiences.ย Languages Fluency in English and Tok Pisin is required IOMโs official languages are English, French and Spanish.
