Mission and objectivesUNDP is a global knowledge network that promotes human development and connects countries with knowledge, experiences and resources to help people build better lives. UNDP has supported Djibouti since 1979 in its solutions to development challenges and capacity building that will help them achieve the goals of sustainable development. In line with the Djibouti National Development Strategy, the UNDAF and the UNDP Strategic Plan, we are committed to supporting the Government and people of Djibouti.

ContextThe Arab region is home to the youngest population in the world with over 100 million between the ages of 15 and 29. These young men and women have the potential to drive significant and promote the Sustainable Development Goals proper resources and support. Despite widespread stereotypes about unmotivated and unskilled youth in the region, it has been demonstrated that they tend to be โ€œbetter educated and more connected to global knowledge relative to older ages.โ€ This indicates that it is not the lack of skills, but rather of available opportunities, that prevents them from becoming change makers in their communities. Djibouti is a small but important Arab state country. Djibouti benefits from its highly strategic location. With access to the Gulf of Aden and the Indian Cean beyond, the country is a significant gateway to the Horn of Africa, and the wider region of East Africa. Djibouti is also a young country. More than half of the population are under the age of 25, in the next decade the youth cohort will transition to the working age population, and with the demographic growth rate likely to slow. This will provide the potential for a substantial labour force, opportunities for tax revenue growth and a reduction in welfare expenditure. As such, the demographic dynamics of the country are favourable for strong economic growth. This UNV assignment is part of UNDPโ€™s ShabebEEK Youth Portfolio. The UNDP regional youth portfolio ShababEEK aims to work with partners on a systems approach to strengthening the enabling policy and regulatory environment for job-rich, green growth and economic transformation for youth in the Arab region and reinforce capacities for their effective implementation; developing 21st century and entrepreneurship skills of young people; helping to connect them to productive youth employment opportunities; and enabling the adoption of a deliberative processes of policy articulation between governments and youth as policy shapers.

Task DescriptionWithin the delegated authority and under the supervision of Youth Focal Point/ Specialist programme or his/her designated mandated representative(s), the UNV Youth Development Delegate will: โ€ข Establish and strengthen the performance of the youth portfolio with the country office (CO). โ€ข Contribute to strategic planning, developing innovative responses to emerging challenges and opportunities for youth in the Arab region around SDGs. โ€ข Provide strategic support in the development of guidance in the youth empowerment area, and related tools for the implementation of regional policy standards, including the UNDP Youth Strategy. โ€ข Work closely with the regional team members in the development of project activities to promote youthโ€™s social, political and economic empowerment in the Arab region. โ€ข Coordinates the youthโ€™s leadership programmeโ€™s mentorship support, where relevant. โ€ข Capture stories which reflect know-how (procedures, processes, tactics) and know why (lessons learned reasons for failures/success). โ€ข Develop general tools/guidelines for operative communication measures at regional/national/local levels, for instance press releases, social media, press events, social media and campaigns. โ€ข Conduct an overview and analysis of the relevant partners, donors and stakeholders to the project, and developing a plan for efficient flow of information between them and the project, and vice versa. โ€ข Planning, organizing and overseeing activities related to the youth agenda โ€ข Support the timely preparation and quality control of all substantive technical reports, briefs and required documents, including progress reports, concept notes, background documents and briefing notes. โ€ข Facilitate the delivery of YLP activities by monitoring results achieved during implementation. โ€ข S/he ensures and guides the appropriate application of monitoring, reporting and evaluation systems and procedures and develops enhancements if necessary. โ€ข Submit report at the end of the hiring period to supervisor and the Regional Coordinator. โ€ข Carrying out other tasks as assigned by Regional Coordinator in coordination with respective supervisor, and any other required administrative work. โ€ข Establish a map of initiatives for young people and ensure that it is regularly updated. โ€ข Create a database of youth associations.

Living conditions and remarksNote on novel coronavirus โ€“ COVID-19. The rapidly changing nature of novel coronavirus COVID-19 has placed significant and increasing restrictions on the freedom of movement of people, even within countries. Such restrictions may affect the ability of UN Volunteers to begin their assignments at their assigned duty station or limit the ability to enter UN premises. Thus, UNV cannot guarantee assignments will proceed as normal. Candidates for UN Volunteer assignments requiring travel to the duty station may be exceptionally granted during this period alternative working arrangements to work from their place of recruitment until restrictions are lifted. Candidates for UN Volunteer assignments may also need to begin their assignments remotely in cases where access to UN premises is restricted. These are decisions at the discretion of the host entity. Candidates proceeding to interview are recommended to discuss travel requirements, any restrictions, and possible alternative arrangements with the host entity. If selected, candidates should carefully consider the circumstances before accepting UNVโ€™s offer. The contract lasts for the period indicated above with possibility of extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment. Travel to duty station (if applicable) and a Settling-In-Grant will be provided in the event the duty station is not within commuting distance from the place of recruitment. The applicable Volunteer Living Allowance is provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent disability insurance are included (health insurance for up to 3 dependents), as well as final repatriation (if applicable) and resettlement allowance for satisfactory service. Furthermore, in non-family duty stations that belong to hardship categories D or E, as classified by the ICSC, a Well-Being Differential (WBD) will be provided monthly.
