Under the overall supervision of the Deputy Regional Director, Management and the direct supervision of theย Regional Financialย Comptroller, and in close coordination with other colleagues in the Regional Finance and Budget Unit, the successful candidate will be responsible and accountable for supportingย theย financial management functions of regional programs. These functions include budget preparation, reviews and monitoring to verify donor compliance, financial analysis, audits, financial reports and coordination with Country Offices.
The Regional Office for the Europe and Central Asia (ECA), based in Vienna, Austria, supports and monitors operations in all country missions in the Region. Through a team of specialists, the office provides technical support in project development, implementation, monitoring, reporting, and evaluation across country offices and regional programmes functions:
Resource Management and Administrative Support

Assist in monitoring financial activities of the Regional Office, including expenditure recording, tracking and staff projectization in PULSE Conduct monthly transaction reviews and liaise with Country Offices to ensure data accuracy and donor compliance Support the preparation of budgets, forecasts, and financial reports, including supporting documentation Support ROโ and its projectsโ budget planning and revisions by verifying cost estimates for staffing, operations, and services Review invoices, travel expense claims, and payment requests to ensure completeness and compliance Coordinate with finance teams across Country Offices to ensure harmonized reporting and oversight Participate in coordination meetings and provide guidance on financial and administrative matters Maintain and update financial systems, including staff and office cost allocationย Assist Country Offices with audit preparation, verification visits, and drafting responses to auditors and donors Support the development of tools and mechanisms to strengthen financial oversight and inform decision-makingCross-Cutting Responsibilities

Experience in applying knowledge of relevant financial discipline. Experience in supporting internal control procedures to prevent fraud and mismanagement. Experience in ensuring application of institutional financial policies and guidelines. Experience in advocating incorporation of financial considerations into processes and procedures. Experience in the usage of office software packages (MS Word, Excel, etc.). Experience in computerized accounting systems including SAP application. Experience in financial management of regional programmes in the United Nations. Skills Knowledge of financial rules and regulations. Languages For this position, fluency in English is required (oral and written). Working knowledge of any other language of the region is an advantage.
