VN 25/58 Quality Management Engineer

Within the Quality Management Unit (QM Unit) of the EUMETSAT Directorate, the Quality Management Engineer supports the Head of Quality Management (H/QM) to manage the evolution of the EUMETSAT Management System (EMS) in conformity with the applicable ISO standardsโ€™ requirements. The QM engineer assesses and monitors the management of the EMS process and risks, coordinates the implementation of the related treatment plans, manages associated EMS process reviews and all changes to ensure the suitability of the EUMETSAT Management System for EUMETSATโ€™s organisational needs.

The successful candidate will demonstrate the ability to provide a significant added value to the QM team and to the entire organisation to achieve the required ISO certifications of the management system, fulfilment of relevant strategic and organisational objectives, identification and treatment of the EMS processes risks and the improvement of the EMS in order to be efficient and effective. Additionally important is to ensure the integration of the EMS with the existing Information Security and Business Continuity Management systems and with new management systems which may be implemented in future.

Duties

  • Support H/QM to plan, coordinate and implement the evolution of the EUMETSAT Management System (EMS) in conformity with the applicable ISO standardsโ€™ requirements and fulfilling the strategic and organisational objectives, monitor the suitability and overview of the changes coordinating their implementation across the organisation in cooperation with all departments and divisions and their heads, fulfilling the applicable external and internal requirements;
  • Execute Internal Quality Audits, as a Lead and Support Auditor (according to ISO 9001, ISO 27001 and ISO 22301 standards) following the internal practices and external standards (ISO 19011), using a risk-based audit approach, focusing on efficiency and effectiveness of processes;
    • Manage and coordinate the Annual Process Review Plan, support the relevant process pilots, departments and divisions to perform process reviews, perform follow-up and implement necessary changes in the EMS processes and in the process modelling tool. Support the QM Officer in the Management Reviews with inputs from the Process reviews;
    • Provide EMS and process modelling relevant training, support H/QM in organising and preparing internal/external training on quality topics;
    • Lead, support and contribute to the internal projects lead by QM Unit;
    • Contribute to the assessment, monitoring and evolution of EMS processes risks and implementation of the related opportunities for improvement and treatment plans.

      QUALIFICATIONS

      University degree (or equivalent) in a relevant disciple, masterโ€™s degree advantageous.

      LANGUAGES Candidates must be able to work effectively in English and have some knowledge of French.

          Skills and Experience

          • Proven experience working with quality management systems in international organisations, for complex programmes, projects or system/products, ideally in a high technology company and complex international environment;
          • Knowledge and demonstrated experience in implementing ISO 9001, ISO 27001 and ISO 22300, AS 9100 and ECSS series of standards
          • Knowledge and hands-on experience of risk management (with focus on risk analysis and risk treatment) in high technology company and complex international environment
          • Knowledge and hands-on experience of process modelling and process re-engineering theories and techniques;
          • Demonstrated experience coordinating change management initiatives within complex organisations, with proven track record of innovation and driving change;
            • Hands on experience and relevant qualifications of performing internal quality audits (the qualifications of internal auditor according to the ISO 9001, ISO 27001 and ISO 22301 are mandatory, qualifications according to other standards are nice to have);
            • Experience managing projects, including planning, monitoring milestones and proactively ensuring timely completion;
              • Experience working in international teams together with excellent interpersonal and communication skills demonstrating a sense of responsibility, initiative and proactive problem solving;
              • Experience in interacting with senior management of international organisations.

                Employment Conditions

                The initial contract will be of 4 yearsโ€™ duration, with subsequent 5 year contracts being awarded thereafter, subject to individual performance and organisation requirements. There is no limit to the amount of follow-up contracts a staff member can receive up to the EUMETSAT retirement age of 63 and there are certainly opportunities to establish a long career perspective at EUMETSAT.
                This post is graded A2/A4 on the EUMETSAT salary scales. The minimum basic salary for this post is EURO 7,340 per month (net of internal tax but excluding pension contribution and insurances) which may be negotiable on the basis of skills and experience. The salary scale provides for increments on the anniversary of taking up employment, and scales are reviewed by the EUMETSAT Council with effect from 1 January each year.
