VN 25/45 Monitoring and Evaluation Expert
EUMETSAT is seeking to strengthen its systematic understanding of the value and use of its satellite data, software and services for various application areas (Weather, Climate, Atmospheric Composition, Marine, as well as all other application areas covered by its network of Satellite Application Facilities). This is a new post to design and implement the framework and processes to achieve this ambition.
Within the User Support and Climate Services Division (USC), the Monitoring and Evaluation (M&E) Expert will manage the process to collect, track, and analyse data to assess the value, use and impact of the different EUMETSAT data and services to users, as well as translate these assessments into actionable insights and strategies to increase the impact of these data and services. For user engagement EUMETSAT is using a โtheory of changeโ methodology to design its interventions.
Duties
Develop, implement, and maintain a framework for M&E at EUMETSAT which addresses:
- Usage of satellite data and software in applications across the EUMETSAT product portfolio, including its Satellite Application Facilities
- Effectiveness and fitness for purpose of the various user engagement interventions, including training, communities of practice and capacity building activities
- Fitness for purpose of user information services, such as the User Portal, and data access services, such as Data Store and EUMETCast.
Consult the framework with internal stakeholders, e.g. business areas engaged in data and product generation, data access and user support services, the Management Board and relevant external governing groups such as the STG Operations Working Group.
Manage the process for M&E across the above mentioned EUMETSATโs business areas:
- Contribute to the definition and management of processes and mechanisms for storing and retrieving relevant monitoring information
- Support intervention design with M&E expertise, and evaluate the implementation to understand their effectiveness in delivering impact and bringing evidence-based insights
- Put in place mechanisms to aid reporting on user engagement and product application using information available inside EUMETSAT
- Define and manage mechanisms to report and communicate internally on actionable insights arising from the M&E framework
- Support the generation of external facing reports, like the Copernicus User Uptake report, which document monitoring outputs and stories of change.

QUALIFICATIONS
A university degree in a relevant discipline.
LANGUAGES
The official languages of EUMETSAT are English and French. Candidates must be able to work effectively in English and have some knowledge of French.

Skills and Experience
- Practical experience in the application of M&E, and strength in conceptual design based on lessons learnt
- Practical understanding of the โtheories of changeโ or similar intervention logic design and strong planning skills
- Ability to work with qualitative and quantitative data and to generate high quality reports for different audiences
- Ability to bring a M&E perspective within a science and engineering orientated organisation
- Experience in managing an M&E process across teams
- Enthusiastic and excellent networking skills
- Excellent written and verbal communication skills with the ability to communicate to different audiences
- Appreciation of Earth observation satellite data and/or related user support services would be an advantage
Employment Conditions
The initial contract will be of 4 yearsโ duration, with subsequent 5 year contracts being awarded thereafter, subject to individual performance and organisation requirements. There is no limit to the amount of follow-up contracts a staff member can receive up to the EUMETSAT retirement age of 63 and there are certainly opportunities to establish a long career perspective at EUMETSAT.
This post is graded A2/A4 on the EUMETSAT salary scales. The minimum basic salary for this post is EURO 7340 per month (net of internal tax but excluding pension contribution and insurances) which may be negotiable on the basis of skills and experience. The salary scale provides for increments on the anniversary of taking up employment, and scales are reviewed by the EUMETSAT Council with effect from 1 January each year.
