ย Context
โโUnder the overall supervision of theย Head of Sub-Office (HoSO) in Cotabato and direct supervision of the Migration Health Coordinator, the successful candidate is responsible and accountable for ย supporting theย quality implementation of IOMโs health programming in Mindanao, particularly in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). The candidate is expected to work closely withย Department of Health,ย Ministry of Health (MOH) โ BARMM and its local constituents to strengthen core functions and capacities for Social Behaviour Change Communication (SBCC) and Risk Communication and Community Engagement (RCCE). Focused particularly for Health System Strengthening (HSS), Safe Motherhood (SM), Adolecent Reproductive Health (ARH), and Global Health Security (GHS), the candidate will promote effective, inclusive strategies that are contextualized to local needs, integrate migrant sensitivities and mobility lens, and are in line with IOM standards, policies, and commitments.ย โย
1. Participate in the development of contextualized, effective SBCC and RCCE work plans, messaging, tools, and materials for HSS, SM/ARH, and GHS, in close coordination with the National Migration Health Programme Coordinator and with oversight from Migration Health Coordinator, ensuring alignment with global and national standards, policies, and local health priorities.ย
2. Plan and implement SBCC and RCCE initiatives such as but not limited to assessment, consultations, awareness sessions, outreach missions, technical training, mentoring and feedbacking, and policy development.
3. Provide technical assistance in mainstreaming gender, age, ability, and culturally-sensitive approaches and in integrating migrant sensitivity to SBCC and RCCE initiatives.ย ย ย ย
4. Provide guidance and training to field and technical teams, in close collaboration with the National Health Project Officers, in implementing the projectโs SBCC and RCCE initiatives.
5. Support in coordination with governments, UN, CSOs, and other projectโs partners to ensure complementarity and alignment with local efforts on SBCC and RCCE.ย
6. Support in timely submission of quality SBCC and RCCE outputs and in facilitating endorsements by the government partners.ย
7. Assist in the resource mobilization of IOMโs migration health programming through technical support to the development of concept and project papers in coordination with the Migration Health Programme Coordinator.ย
8. In close collaboration with MERLA team, assist in monitoring, review, and analyses of SBCC and/or RCCE related indicators such as health promotions, statistics and data, document best practices and lessons learned, and ensure timely submission of results-based reports and updates in accordance with IOM and donor requirements.ย
10. Contribute to establishing partnership with government and non-government bodies, and participate in health promotion and information committee and other sector-related meetings including thematic subgroups and technical working groups.ย
11. Support in the operationalization of the Accountability to Affected Population (AAP) framework and mechanism in coordination with Monitoring and Evaluation (M&E) unit and the integration of Prevention of Sexual Exploitation and Abuse (PSEA) strategies with technical guidance from PSEA Officer.ย ย
12. Undertake duty travels in support of the programme and perform other duties as may be assigned.
Education
- Bachelorโs degree in psychology, sociology, public health, medicine, behavioral sciences, health policy, nursing, or health communication-related disciplines from an accredited academic institution with minimum two (2) years of relevant professional experience.
- Relevant accreditation/certification or formal training in areas related to SBCC, communications and health information, communications for development (C4D), RCCE, social marketing, media campaigns is a distinctive asset. - Experience in SBCC program design and implementation, managing and executing medical campaigns and other communication channels such as digital marketing; monitoring and evaluating SBCC programs; and multimedia content creation and graphic designing is a distinctive asset;ย
- Experience in the public health and/or social sciences sectors is a must;ย
- Experience in Safe motherhood program. Health systems, and Global Health Security implementation is an advantage;
- Experience in humanitarian or development operations and/or Government Social or Health Services; and
- Experience in liaising with government counterparts, including those in DOH and/or BARMM Ministries. Skills
- Excellent communication, research and writing skills with strong computer literacy, especially advanced working knowledge of Microsoft Offices;
- Strong familiarity with the context of BARMM and surrounding areas, knowledge of the issues and programs related to Health Systems at the National and Local (Mindanao) level is highly desirable. Languages

Working knowledge of any BARMM language.
