ย Context
โโUnder the overall supervision of theย Head of Sub-Office (HoSO) in Cotabato and with direct administrative supervision of theย Head of Satellite Office inย Marawi and technical oversight of the National Migration Health Officer MERLA in Cotabato,ย the successful candidate is responsible and accountable for ย supporting the fulfillment of quality implementation of IOMโs health programming in Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). The candidate is expected to work closely with Ministry of Health (MOH) โ BARMM, Department of Health Region 9, and provincesย and cities of Lanao del Sur and Marawi City, toย coordinate quality data collection, analysis, monitoring, evaluation, and reporting of the project, in line with IOM standards, policies and commitments.
1.ย Analyze data and information using appropriate statistical and analytical techniques, including through:
- Identifying relevant sources of data and suggesting efficient data collection methods.ย
- Processing and organizing raw data ensuring data accuracy and reliability;
- Conducting exploratory data analysis activities examining variance and datasets;
- Generating validated data analysis and reports identifying trends, gaps, and opportunities
2. Provide technical support for knowledge building and management, including through:
- Identifying and document synthesis of good practices and lessons learned directly linked to the project;
- Conducting quality assurance for all knowledge projects verifying technical soundness and compliance with IOM policies.
3. Plan and implement Data Quality Control (DQC) / Continuous Quality Improvement (CQI) activities, with guidance from National Migration Health Officer (MERLA), such as but not limited to needs and capacity assessment, joint data and analysis review, technical training, monitoring and feedbacking to the local health workers and other stakeholders.ย
4. Plan and implement MERLA activities, with guidance from National Migration Health Officer (MERLA), to enable continuous learning, adaptation, and corrective actions.
5. Develop and maintain updated and reliable project databases, ensuring data accuracy and integrity and timely access to project data.ย
6. Plan and implement, with guidance form MERLA Officer, capacity building activities to staff and project partners on MERLA, including through the development of training activity design, materials, and tools.
7. Analyse project indicators, accomplishments, evaluation test scores, statistics and data, and support the timely submission of results-based reports and updates in accordance with IOM and donor requirements.
8. Support the project evaluation activities, including by consolidating necessary data, information, and assisting coordination activities with the beneficiaries and stakeholders.
9. Support the operationalization of the Accountability to Affected Population (AAP) framework and mechanism and the integration of Prevention of Sexual Exploitation and Abuse (PSEA) strategies with technical guidance from PSEA Officer.ย ย ย
10. Undertake duty travels in support of the programme.
11. Perform other duties as may be assigned.
Education- University degree in epidemiology, public health, biostatistics or analytics, engineering, data science, social sciences, or health statistic-related disciplines from an accredited academic institution with four (4) years of relevant experience; or
- High school degree with minimum six (6) years of relevant professional experience.
- Relevant accreditation/certification or formal training in areas related to health information, monitoring and evaluation, research methodologies, and data analysis is a distinctive asset.Accredited Universities are those listed in theย UNESCO World Higher Education Database.ย Experience
- Experience in programme support, implementation, monitoring and evaluation, and coordination of public health activities especially focused on health scorecard and governance-related outcomes.
- Experience in developing, reviewing, and updating M&E frameworks especially in indicator tracking; setting up and/or managing feedback and complaints systems and integration into the MERLA System is a distinctive asset.
- Experience in humanitarian or development operations and/or Government Social or Health Services; and
- Experience in liaising with government counterparts, including those in DOH and/or BARMM Ministries.Skills
- Proficiency in statistical software and data management tools and collection platform such as MS Excel, knowledge of SPSS/ Stata or data visualization tools (Power BI, Google Data Studio), Kobo Toolbox, ODK, and Google Survey;
- Good analytical, communication, research, writing, and background inย Geographic Information Systems (GIS) mapping skills with strong computer literacy, especially advanced working knowledge of Microsoft Offices;
- Strong familiarity with the context of BARMM and surrounding areas, knowledge of the issues and programs related to Health Systems at the National and Local (Mindanao) level is highly desirable.
- Able to facilitate coaching, mentoring and feedback sessions to partner government counterparts.Languages
