IOM has been present in Bosnia and Herzegovina (BiH) since 1992, providing life-saving assistance and medical evacuations for war-affected populations. Following the end of the conflict, IOM expanded its activities to the return of refugees from abroad and to assist BiH nationals resettling in third countries. Together with the international community, IOM continues to assist the population in BiH in rebuilding their lives and working for a better future. At the local level, IOM works with local communities, authorities, minorities, and informal groups on several issues affecting long-term prospects for mobility, development and human rights. Over the years, this has enabled the IOM Mission in BiH to establish excellent relations with community leaders, including youth and women, and be recognized as an organization that brings effective changes in peopleโs lives. The Head of Sub Office Bihac will be working directly under the leadership of the Deputy Chief of Mission and under the overall supervision of the Chief of Mission in close coordination with the Resource Management Officer (RMO). The Head of Sub-Office Bihac will provide technical, administrative and operational support in the implementation of regional IOM programming within Una Sana Canton and will support the ย overall programmatic and operational implementation, planning ย and monitoring and evaluation of related IOM activities within the region.

- ย Act as the l liaisonย with the Una Sana Canton authorities on matters of concern regarding the IOM mandate within BiH and in full coordination with the Deputy Chief of Mission( DCOM).ย Attend the external ย meetings and conferences; maintain effective coordination with local authorities, partners, intergovernmental, non-governmental and international organizations, donors and other stakeholders relevant to ongoing programming to leverage resources and expertise.ย
- Communicate new opportunities for program expansion, partnerships and funding sources within Una Sana Canton in line with the IOM BiH Country Strategy; while remaining informed regarding trends in humanitarian needs and development challenges to adapt strategies accordingly.
- Support programming and operational activities in line with the organizational objectives and policies ensuring full compliance with donor and IOM financial rules and regulations . ย Coordinate the logistics for program activities, including the transportation, supply chain management and warehouse operations to ensure the timely delivery of services, while ensuring that staff have the necessary equipment and supplies to carry out their work effectively.
- Ensure that a system is in place for the accurate verification of receipts of goods, works and services and requests for payment prior to the Resource Management Officer (RMO) and Chief of Mission (COM) approval and further payment processing. Share records ย the financial activities, specifically procurement and payment activities related to the planning and procurement of goods and services necessary for conducting programming.
- Identify and document good practices and lessons learned; contribute to the development of Standard Operations Procedures (SOP) and collaborate with internal teams to identify innovative programming, based on participant feedback and evolving needs, ensuring that innovations remain relevant and effective.ย
- Monitor available budgets versus actual expenditures in relation to the implementation of projects within Una Sana Canton and ensure compliance with IOM and donor financial rules and regulations.ย
- Serve as the Human Resources focal point and assist the DCOM and RMO in ensuring personnel compliance with Staff Rules and Regulation, Standards of Conduct and overall IOM HR policies.
- Perform such other relevant duties as may be assigned.

- Humanitarian programming experience, ย ย preferably with familiarity in migrant response, mobility, development and human rights , emergency operations and human trafficking is of an advantage
- Proven experience in writing, editing and critical thinking.
- Capacity to understand and analyze the local, district and regional implementation environment and how this environment caters to the effective design and implementation of migrant response, mobility and development programming, suitable to the geographical, cultural and political context.
- Experience in liaising with Government authorities, other national/international institutions (including EU institutions, UN agencies and civil society) and donors;
- Experience with project management, planning, development and implementation.
- Knowledge of EU funding related reporting requirements is an advantage. Skills

- Knowledge and experience in setting priorities, in devising policies and strategies as well as in conducting advocacy.

For this position, fluency in English is required (oral and written) and in one of the three official languages spoken in BiH.
