The project objective is to contribute to the national processes of strengthening family farmers in Brazil for poverty reduction and rural revitalization. The outcome is to implement differentiated policies and programs that improve the capacities of the national government, local and family farmers in areas such as ATER (rural extension and technical advisory services), Credit Programs, land access and governance, access to markets and the strengthening of cooperativism.
Reporting Lines
The incumbent reports to the Assistant Representative in FAO Brazil โ Programme.
Technical Focus
To hire an incumbent specialized in communication strategies to carry out diagnosis and specialized research on the communication processes of the Executive Secretariat of the MDA, with the objective of identifying bottlenecks, suggesting ways and proposing tools to improve and expand the Secretariat's capacity to communicate with the Ministry's target audience. The consultant will also be responsible for developing strategic actions to qualify the institutional communication of the Executive Secretariat, aiming to improve the relationship with the various audiences and expand the access of family farmers to public policies aimed at the development of family farming and agroecology.
Tasks and Responsibilities
In close collaboration with Office of Communications (OCC) branches and appropriate Communication focal points, the incumbent will:
โข ย ย The incumbent specialized in communication strategies must perform the following activities in order to deliver the expected products: Survey of Internal and External Communication Channels: analyze all existing communication channels, such as intranet, e-mail, social networks, institutional website, press releases and others; identify the channels that are being used effectively and those that need improvement.ย
โข ย ย Mapping of Communication Processes: identify the internal processes that support communication (information flow, approval processes, etc.); evaluate communication between the different areas and departments of the Executive Secretariat.ย
โข ย ย Performance and Effectiveness Analysis: evaluate the effectiveness of channels and processes, using metrics such as response time, audience reach and interaction; identify opportunities to optimize or improve communication processes and channels.ย
โข ย ย Preparation of a Diagnostic Report: compile the information collected and prepare a detailed report, presenting the results of the analysis and pointing out strengths, weaknesses and opportunities; provide a strategic view on the processes and communication channels, with recommendations for improvement.ย
โข ย ย Definition of Communication Objectives and development of Communication Strategies. Planning of Actions and Schedule and preparation of the Strategic Plan.ย
โข ย ย Support the development of a training plan for the employees of the Executive Secretariat, focusing on the qualification of internal and external communication skills; Propose workshops, training and other actions that can improve the team's skills.
โข ย ย Prepare the Final Evaluation Report, which includes lessons learned, best practices, long-term results and recommendations for future improvements in institutional communication.

โข ย ย Liaison with OCC will be maintained, either directly or through an agreed focal point/coordinator, to ensure compliance with OCC standards, aligned messaging, and appropriate review and clearance processes.

Minimum Requirements ย
โข ย ย Applied Social Sciences, according to the CAPES table of areas of knowledge
โข ย ย Minimum of 05 years of experience in public policies and instruments aimed at the production and dissemination of information
โข ย ย Working knowledge of English and Portuguese
โข ย ย National of Brazil or resident of the country with valid work permit
