Where you come in:

In this fulltime contract position for 18 months with the possibility of extension, based in Port Vila Vanuatu, you will use your technical program management and operations expertise, team management experience, and relationship skills to lead a team of Technical Leads with a focus on providing operational support for program delivery. Working under the supervision of the Team Lead and in collaboration with the MEAL and Program Quality Manager and Finance Manager, the VCCRP Deputy Team Lead will coordinate support for Technical Leads working within government departments (DARD, VFD, DoWR and DLA), support recruitment processes for consultants and project staff, oversee project procurement processes, and maintain general operational oversight to ensure program activities are delivered on time, within scope, and in line with budget and donor requirements. The Deputy Team Lead will work closely with the PMU Team Lead to ensure smooth implementation, high-quality and timely outputs, and effective coordination between all project components.

You will make an impact by:

Enhancing program impact through coordinating implementation and ensuring that Technical Leads are able to effectively deliver activities to support improved community climate resilience in 282 communities across Vanuatu. Providing operational oversight and support to improve efficiency, coordination and effectiveness of project activities. Through training and mentoring program staff and partners, and supporting implementation of effective performance management systems, you will build capacity and empower your team to effectively implement initiatives, fostering a culture of learning and adaptation.

You have strong technical expertise in development project management, operations, and a solid understanding of procurement and supply chain management. You are passionate about continuous learning and capacity building, adhere to high standards of accountability, and thrive in a dynamic, collaborative team environment.

This role requires:

Ability to multi-task, work under pressure, meet tight deadlines, and provide leadership to a diverse team, including remote team members. Strong experience in managing recruitment, procurement, and logistics processes within large programs or projects. Experience in program coordination and oversight, including managing complex budgets, monitoring performance, and ensuring compliance with donor, government and organizational requirements. Proven ability to work in a multi-partner project and support collaboration and coordination to achieve results. Excellent communication and interpersonal skills, with the ability to engage and collaborate with a wide range of stakeholders, including government bodies, donors, and local communities.
