PROJECT BACKGROUND
As an implementing partner to the Regional Pacific NDC Hub, which was established in response to calls from Pacific leaders to support the region in meeting the Paris Agreement goals, GGGI has been supporting NDC enhancement and implementation in this part of the world. The Hub launched Phase IV in September 2024 with financial backing from Germany, Australia, New Zealand, the UK, and the EU. Working alongside other implementing partners such as GIZ, SPC, and SPREP, GGGI has provided technical support to Pacific nations since the Hub's inception. For Phase 4, GGGI is requested to deliver four country initiativesโtwo in Vanuatu and two in Fiji.
For one of the Vanuatu initiatives, GGGI is recruiting a National Coordinator to support the Lead Consultant in developing bankable forest sector project proposals based on the existing Forest NDC Investment Strategy.
OBJECTIVES OF THE ASSIGNMENT
The National Coordinator Consultant will support the Lead Consultant in developing full project proposals from the concept notes outlined in the Forest NDC Investment Strategy. The main objective is to transform the projects listed in the Forest NDC Investment Strategy into bankable projects, ready for funding applications. Specifically, this includes supporting the development of detailed proposals for the four priority areas: Afforestation/Reforestation, Restoration, Agroforestry, and Forest Information and Monitoring System..
- Afforestation/Reforestation (ARR) โ Expanding Forest coverage to enhance carbon sequestration.
- Restoration โ Rehabilitation of degraded forest landscapes to strengthen resilience and biodiversity.
- Agroforestry โ Integrating trees and crops for sustainable land management and economic benefits.
- Forest Information and Monitoring System (NFIS) โ Establishing a national system to track forest-related data for informed decision-making.
The National Coordinator Consultant will support the assignment by facilitating stakeholder consultations, coordinating logistics for workshops, assisting in data collection, and ensuring alignment with Vanuatu's NDCs and National policies (such as the Vanuatu Forest Policy 2013-2023), regional development frameworks (Blue Pacific 2050 Strategy, Regional NDC Hub 2030 Strategy, and Framework for Resilient Development in the Pacific (FRDP)), and Vanuatu Forest Sector NDC Investment Strategy. The National Coordinator Consultant will work in close collaboration with the Lead Consultant and GGGI, supporting direct communication with the Department of Forests and the Department of Climate Change of Vanuatu throughout the consultancy.
DELIVERABLES AND PAYMENT SCHEDULE
The National Coordinator Consultant will support the Lead Consultant in delivering the following:
Deliverable 1: Support in preparation of a workplan and project inception
- Coordinate organization and attend in person the kick-off meeting with the Department of Forests, Department of Climate Change, and GGGI to develop a detailed workplan..
- Assist in planning and organizing the inception workshop; prepare the list of participants, draft the agenda and invitations based on discussions with the Lead Consultant, and manage logistics for the inception workshop
- Contribute to the inception report with local context and stakeholder information, following the guidance/request from the Lead Consultant.
Deliverable 2: Support in preliminary consultations and desk reviews
- Assist in collecting and reviewing relevant local documents, policies, and frameworks for Lead Consultantโs desk reviews.
- Coordinate and schedule stakeholder consultations and facilitate access to local information and key stakeholders.
- Contribute local knowledge and context to the interim report supporting the Lead Consultant.
Deliverable 3: Support in draft proposal development and consultation facilitation
- Assist in gathering local data and information to support the proposal development by the Lead Consultant
- Coordinate and organize the validation workshop based on guidance from the Lead Consultant and GGGI; prepare list of participants, agenda, and manage logistics for the validation workshop.
- Document feedback from stakeholders during consultations and contribute to drafting validation workshop report where requested by the Lead Consultant.
- Assist in organizing bilateral consultations with key stakeholders where necessary upon Lead Consultantโs request.
Deliverable 4: Support in finalizing proposals and capacity building activities
- Assist in incorporating local feedback into the final proposals.
- Coordinate and organize the capacity-building session for national stakeholders following the request and guidance from the Lead Consultant and GGGI; prepare materials, manage logistics, etc.
- Support Lead Consultant on drafting capacity building workshop report.
Deliverable 5: Final Proposal Confirmed and Approved by the Government Counterpart
- Assist in coordinating with the government counterparts for final approvals.
- Support the Lead Consultant in preparing presentations and materials for government endorsement processes.
- Facilitate communication between the Lead Consultant/GGGI and relevant government officials.
- Act as liaison between Lead Consultant/GGGI and the government for organizing various meetings required (e.g. meetings with the National Advisory Board on Climate Change (NAB) and other relevant bodies).

- All outputs must be in English. All deliverables, reports,data and information, and other documents prepared or received from the stakeholders from the start to the end of the assignment shall be saved in MS Teams Platform created by GGGI.
- The Lead Consultant shall submit each deliverable report in electronic versions readable by a Microsoft Office application.
- All outputs must be in English.
- Report must be drafted in the template provided by GGGI
EXPERTISE REQUIRED
The consultant must meet the following competency requirements:
- Have a Bachelor's degree in forestry, environment, economics, climate change, or any other relevant field.
- At least 5+ years of work experience ideally in forestry, climate change, stakeholder engagement, and consultations.
- Knowledge of Vanuatu's national circumstances, climate change, forestry sector, and sustainable development policies.
- Experience in organizing and facilitating workshops and stakeholder consultations.
- Strong verbal and written English skills are required.
- Excellent communication, interpersonal, and prioritization skills.
- Must be located in Vanuatu.
ADMINISTRATIVE INFORMATION
The Lead Consultant will ensure:
- Availability during the project period.
- Availability during the Lead Consultant's visits to Vanuatu.
