INTRODUCTION TO GGGI

PROJECT BACKGROUND

Gender Equality and Social Inclusion (GESI), and Environmental and Social Safeguards, are fully integrated into GGGIโ€™s Project Cycle Management. GGGI has recently increased its GESI ambition in alignment with GGGIยดs GESI Strategy for 2021 โ€“ 2025, which includes the implementation of Gender Equality and Poverty Reduction Policy Markers on all projects and the implementation of an Environmental, Social and Governance toolkit providing guidance to mainstream environmental, social, and governance considerations in all workstreams. GGGI has also launched a new institutional policy and guideline for inclusive events and knowledge processes, committing to at least 30% women representation.

GGGIโ€™s Vanuatu Program

Vanuatu became a member of GGGI in 2014 and GGGI began its operations in Vanuatu in 2015. GGGIโ€™s first projects in Vanuatu in 2015 and 2016 focused on support to the Government to update the National Energy Roadmap 2016-2030, develop the National Green Energy Fund, and plan for implementing its green energy transition. In 2017, GGGI and the Government of Vanuatu launched its first Country Planning Framework (CPF). CPFs are โ€œa five-year country level plan that sets out the priority areas for GGGI interventions and choice of programmatic solutions that contribute to Membersโ€™ and partnersโ€™ green growth transformation as well as their Nationally Determined Contribution (NDC) and Sustainable Development Goal ambitions and goalsโ€. GGGI launched a second CPF for Vanuatu in 2022, spanning 2022-2026.

GGGI has been actively involved in supporting sustainable development initiatives in Vanuatu. GGGI's focus includes enhancing climate resilience, promoting green growth, and fostering economic sustainability through various projects. Notably, GGGI works closely with the Vanuatu government and various stakeholders, including the Ministry of Climate Change (MoCC) on multiple projects aimed at fostering sustainable growth and climate resilience.

To enhance national climate resilience, Vanuatu has secured a Green Climate Fund (GCF) Readiness Grant โ€˜Enhancing Adaptation Actions through the National Adaptation Planโ€™ to develop a National Adaptation Plan (NAP) and six Provincial Adaptation Plans (PAPs) covering all six provinces in Vanuatu. These plans will guide climate adaptation governance, enhance stakeholder engagement, and ensure climate adaptation actions that are gender-sensitive and socially inclusive, across vital sectors of the economy.

GGGI together with the Ministry of Climate Change Adaptation, Meteorology, Geo-Hazards, Energy, Environment, and Disaster Management (MCCA), have taken proactive steps to support the national policies and strategies. These efforts are aligned with Vanuatuโ€™s Nationally Determined Contribution (NDC), National Climate Change and Disaster Risk Reduction Policy (CCDRRP), and National Sustainable Development Plan (NSDP).

Proposed Interventions under the NAP Readiness grant

This readiness proposal aims to address these gender gaps and vulnerabilities by:

Facilitate GSIS and coordinate capacity building trainings for key stakeholders on gender mainstreaming and to integrate GSI disaggregated data, standards, concepts, and considerations in future national climate change adaptation policies, strategies and plans Facilitate preparation a report on pre and post survey and recommendations on the roll-out of GSI trainings Within 10 months after starting the Assignment 20% of the Contract Price 4 Recommendations on integration GSI and Gender and Social Inclusion Adaptation Plan Support GSIS on development of solutions and recommendations for integration of GSI framework into the Gender and Social Inclusion Adaptation Plan that encompasses the national priorities, and adaptation plans to effectively mainstream gender concern Support development of gender-responsive management tool to integrate and incorporate into national and provisional adaptation plans of key sectors Confer with stakeholders, collect, and collate data and information relevant to the review and development of guideline and report, analysis of findings Within 16 months after starting the Assignment 20% of the Contract Price 5 Gender-climate integration Framework Clear recommendations for incorporating gender considerations into the National Adaptation Plan (NAP) and Provincial Adaptation Plans (PAPs). Support revision of the recommendations and adaptation plan based on feedback from the government and GGGI Coordinate with the key government stakeholders on validation of the recommendations on integration GIS and Gender and Social Inclusion Adaptation Plan Within 20 months after starting the Assignment 30% of the Contract Price 6 Closing Report and Policy brief Support GSIS International IC to prepare a consolidated document summarizing key findings, challenges, lessons learned recommendations, and an executive summary for policymakers and stakeholders. prepare and submit a report including the semi-annual/annual progress against the approved gender adaptation plan, lessons learned documentation. Within 21 months after starting the Assignment 5% of the Contract Price

Reporting:

The Consultant shall submit the Final Report which should reflect the outcome of all activities prepared by the consultant. The Report should also give recommendations for further activities to be carried out in order to secure a long-term sustainable development of the measure. All relevant technical papers, reports, and other documents prepared from the start to the end of the assignment shall be attached to the Final Report. The Consultant shall submit the report in electronic versions readable by a Microsoft office application. All outputs must be in English. In addition, the Consultant may be required to submit the outputs in other languages. The Final Report must be approved by the GGGI with the agreement of the NDA (MCCA). The Consultant shall consider the comments and necessary revisions proposed within 14 days from the receipt of the final version of the report.

EXPERTISE REQUIRED

The description of the required expert may be split into the following parts:

University qualifications (MSc or PhD) with expertise in the areas of gender studies, social science, environmental studies, political science, geography, anthropology, or another relevant field. At least 5 years of professional experience in gender related work in environmental / public sector initiatives. Demonstrated experience in designing / developing a gender strategy and action plan. Knowledge of and experience in gender and climate change issues in the Pacific region, particularly Vanuatu. Strong communication skills, and ability to liaise with various stakeholders, including government officials

ADMINISTRATIVE INFORMATION

A consortium, or a firm may not be engaged for the individual consultant assignment. The contract with the Individual Consultant will be a deliverables-based contract with GGGI procuring the travel-related components directly, in accordance with GGGIโ€™s travel policy.
