Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women Yemen country office (YCO) has field presences in Aden, Sanaa, and Amman. YCO programming focuses on four main strategic goals including women political participation, humanitarian action, economic empowerment and Women, Peace and Security (WPS). YCO aims to strengthen the UN response in addressing priorities for gender equality and women empowerment through the development and implementation of innovative approaches and providing support to governments and civil society organizations.ย 

UN Women leads and coordinates United Nations system efforts to ensure that the commitments to gender equality and gender mainstreaming translate into action in humanitarian response plans.

In Yemen, UN Women is the co-lead of the Gender in Humanitarian Action (GiHA) Working Group, providing technical, advisory and programmatic support to the Humanitarian Country Team (HCT) and the Inter Cluster Coordination Group (ICCG). The GIHA working group is comprised of gender focal persons from the clusters and sub clusters and provide critical support to ensure gender analysis, and advocacy is adequately coordinated, disseminated, and utilized, through the ICCG, including for strategic planning purposes such as Humanitarian Needs Overview (HNO) and Humanitarian Response Plan (HRP).

UN Women in Yemen is implementing a variety of projects related to supporting womenโ€™s rights actors working for peace and strategically, it has outlined three priority areas:

Women, Peace, and Security (WPS): Increase womenโ€™s leadership and inclusion in peace process as well as enhance gender in peacebuilding in support of UN Security Council Resolution 1325 (UNSCR 1325). Gender mainstreaming in humanitarian response: Provide capacity building support to leaders, networks, civil society, and UN agencies on gender mainstreaming in humanitarian programming. Humanitarian action: Address the needs of vulnerable women and girls to ensure those affected by the crisis can participate in, are empowered by and benefit from response and recovery efforts.

UN Women YCO works in close collaboration with the Resident Coordinator and the broader UN system to provide coordination, normative, and programmatic support aimed at strengthening gender equality and womenโ€™s empowerment efforts. UN Women plays a pivotal role in gender mainstreaming within humanitarian action. This includes active engagement with the Resident Coordinatorโ€™s Office (RCO) and participation in coordination mechanisms such as the Humanitarian Country Team (HCT), Inter-Cluster Coordination Groups (ICCGs), and other relevant working groups.

Through these platforms, UN Women ensures that gender equality considerations are integrated into all phases of humanitarian planning, implementation, and evaluation. Additionally, UN Women provides policy advisory services, generates and disseminates knowledge, evidence, and data on gender equality, and fosters coherence in gender-responsive humanitarian action by working with governments, civil society organizations (CSOs), and UN Country Teams/Humanitarian Country Teams (UNCTs/HCTs).

The consultant will be reporting to CO Representative and will be supported by the operations manager, who will be the point of contact on the contract and payment issues.

Description of Responsibilities /Scope of Work

The consultant will provide expert analysis and technical advice on issues related to Women Peace and Security โ€“ Humanitarian , with focus on development humanitarian settings. The role requires an in-depth understanding of relevant national and international policies related to Women Peace and Security โ€“ Humanitarian and the ability to develop strategic plans that integrate gender perspectives.

The consultant will support the Yemen Country Office (CO) in advancing Women Peace and Security programme through evidence-based policy development, strategic partnerships, and comprehensive economic analyses including the following:

Draft and provide strategic advice and technical input to the YCO in the design of strategies, policies, programme and plans related to Women Peace and Security โ€“ Humanitarian. Develop concept notes and project proposals on Women Peace and Security โ€“ Humanitarian. Draft research papers, briefs and presentations on Women Peace and Security โ€“ Humanitarian topics and gender equality. Develop toolkits, guidelines, and publications that support Women Peace and Security โ€“ Humanitarian initiatives and gender integration. Develop background documents, briefs and presentations Techincal review of analyses documents (i.e. Need Assessments, Plans, reports, briefs etc.) to ensure that gender content and sex- and- age- disaggregated data are systematically included. Support CO programme and work on the National Action Plan (NAP) Map potential partners and relevant stakeholders for engagement in Women Peace and Security โ€“ Humanitarian initiatives. Analyze and research information on donors and finalize substantive briefs on possible areas of cooperation. Draft the input on Women Peace and Security โ€“ Humanitarian for the Country Office Strategic note and Annual/Biannual Work Plans. Coordinate with international and national stakeholders to ensure coherence in Women Peace and Security โ€“ Humanitarian policies and gender strategies. Conduct capacity-building workshops and training sessions for stakeholders on Women Peace and Security โ€“ Humanitarian issues. Monitor, assess and report on the progress of the Women Peace and Security โ€“ Humanitarian programme and projects.ย  Participate in various working groups provide inputs as needed and requested Any other relevant tasks as requested by line manager

Functional Competencies:

Substantive experience in the area of gender equality andย Women Peace and Security โ€“ Humanitarian. Strong monitoring and evaluation skills. Ability to synthesize program performance data and produce analytical reports to inform management and strategic decision-making. Strong research and analytical skills. Strong knowledge of Results Based Management. Good knowledge of UN programme management systems. Familiarity with the region and women's rights organizations and networks in the region considered desirable.

Required Qualifications

Education and Certification:

Masterโ€™s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

At least 7 years of progressively responsible work experience on Women Peace and Security is required. Experience in strategic planning and progamme development is required. Experience working with the UN is desirable; Experience working in the Arab region is desirable. Excellent analytical skills with strong drive for results and capacity to work independently is required.

Languages:

Fluency in English is required. Arabic is desirable.
