Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

WE RISE Together (WRT) – Advancing gender-responsive procurement in the Mekong sub-region is a four-year Mekong-Australia Partnership (MAP) project developed by UN Women. It sits under MAP’s Economic Resilience Fund (MAP-ERF) and addresses its four drivers of resilience (including macroeconomic, household, business, and government resilience). The project responds to the prioritisation of women’s economic empowerment by expanding market access for Women-owned Businesses1 (WOBs) and Gender Responsive Enterprises1 (GREs) through procurement opportunities.   

WRT tackles the structural gender inequities that exist within the global procurement market in which WOBs secure only one per cent of spending worldwide.2 By introducing and advancing increased market access through gender-responsive procurement1 (GRP), WRT operates with the overall objective to empower more women to equally access, lead, and benefit from expanded market opportunities in the Mekong subregion.

The project works across the Mekong subregion, namely in Cambodia, Lao PDR, Thailand and Viet Nam, leveraging the capacity, network and insights build during its phase 1 implementation. The project will work towards three interlinked outcomes:  
Outcome 1: Increased awareness and commitment towards GRP at the ecosystem level & and more gender-responsive institutions through the collection of sex-disaggregated data & improved national data infrastructure  
Outcome 2: Strengthened national policies and public procurement systems that are aligned with Mekong and ASEAN frameworks  
Outcome 3: Increased market connections and opportunities for WOBs and GREs

Reporting to WRT Regional Coordinator with dotted metric to the Thailand Country Programme Coordinator, the Programme Analyst contributes to the effective result coordination of WE RISE Togher regional implementation in Cambodia, Lao PDR, Thailand and Viet Nam while providing substantive inputs contributing to WE RISE Together Thailand programme design, and implementation and evaluation. The Programme Analyst will  ensure the continuous coordination and alignment of WE RISE Together with UN Women Thailand Country Programme by monitoring results achieved during implementation and ensuring appropriate application of systems and procedures and develops enhancements if necessary. The Programme Analyst works in close collaboration with the programme and operations team, UN Women HQ personnel, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under portfolio.      

Scope of Work:

1.    Contribute technically to the development of programme strategies in the area of the Mekong-Australia Partnership (MAP) project, “WE RISE Together”.
•     Provide substantive inputs relevant to Thailand’s context to the design and formulation of programme/ project proposals and initiatives; and

2.    Provide substantive technical support to the implementation and management “WE RISE Together” programme in Thailand’s context
•     Provide technical inputs to the annual workplan and budget; 
•     Coordinate relationships with national partners to support implementation and expansion of the Mekong-Australia Partnership (MAP) project, “WE RISE Together” programme; and
•     Identify opportunities for capacity building of partners and facilitate technical/ programming support and trainings to partners, as needed.
•     Coordinate the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners in Thailand;
•     Coordinate the submission of implementing partner financial and narrative reports.

3.    Provide technical inputs to the monitoring and reporting of the programme/project in Thailand
•     Monitor progress of implementation of activities and finances using results based management tools;
•     Coordinate to align with UN Women Thailand country programme results based framework;
•     Draft reports on monitoring missions, programme results s, outputs and outcomes; and
•     Provide substantive inputs to the preparation of donor and UN Women reports.

4.    Contribute to building partnerships and resource mobilization strategies for WE RISE Together Regional Programme
•     Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles; and
•     Participate in donor meetings and public information events, as delegated.

5.    Contribute to programme advocacy, knowledge building and communication efforts
•     Provide inputs to technical knowledge products, background documents, briefs and presentations related to the Mekong-Australia (MAP) project, “WE RISE Together”; 
•     Coordinate Thailand and regional level advocacy campaigns, events, trainings, workshops and knowledge products;

6.    Provide technical inputs to inter-agency coordination on GRP and WEE to achieve coherence and alignment of UN Women programmes with other partners in the country
•     Provide technical support to the Representative and Deputy Representative on inter-agency coordination related activities by providing inputs to background reports and briefs.

7.    Provide inputs to Programme data collection, monitoring and reporting activities between regional, Cambodia, Lao PDR, Viet Nam and Thailand
•     Coordinate cross-country data collection and results monitoring of activities using results-based management tools in close collaboration with the programme M&E personnel; 
•     Record and maintain updated information on relevant programme activities, issues, risks and risk mitigation plans;

8.    The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.

Functional Competencies:

•     Ability to support design, implementation, monitoring and evaluation of development programmes and projects.  
•     Knowledge of Results Based Management principles and approaches.   
•     Ability to maintain networks and partnerships with UN agencies and other international partners to promote partnership and build alliances to advance organizational interests and competencies.    
•     Demonstrated good oral and written communication skills.  
•     Strong knowledge of UN and/or DFAT programme management systems  
•     Strong knowledge in gender equality, women`s economic empowerment and private sector management, policies and environment  
 

Minimum Qualifications:

Education and Certification:

•     Master’s degree or equivalent in public administration, law, economics, human rights, gender equality, management, social sciences or other related areas is required.  
•     A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.  
•     A project/programme management certification would be an added advantage  

Experience:

•     At least 1 year of relevant work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building is required.
•     Previous experience in the development sector including the UN system is a plus.  
•     Experience in promoting gender equality and/or social development is desirable.
•     Experience in women’s economic empowerment is desirable.
•     Experience in applying the Results-based Management (RBM) principles and approaches in programme planning, monitoring/reporting and implementation is desirable.   
•     Knowledge of working with the private sector and/or corporate social responsibility is a plus.
•     Knowledge on Women’s Empowerment Principles (WEPs) or Gender-equality in private sector is an advantage is desirable.
•     Experience in private sector engagement for resource mobilisation is a plus.   

Languages:

•     Fluency in English and Thai is required;  
•     Excellent written and communication skills.   
•     Working knowledge of another official UN language is an asset.
