UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
UN Women has placed emphasis on improving its strategic planning and managing for results by applying the Results-Based Management (RBM) throughout all the work of UN Women. This requires dedicated efforts to strengthen results culture in the organization. In order for UN Women to communicate impact stories on women and girls at the corporate level with aggregated results and financial data across all the countries and regions, strategic planning with strong emphasis on results management is pre-requisite to facilitate systematic and effective results monitoring and reporting during the implementation.ย
After the roll-out of Quantum, the new ERP system that have replaced Atlas, UN Women is currently proceeding with the development and roll-out of a new corporate system, PRISM - Performance & Results Integrated System for Management - to cover programmatic functions that are outside of Quantum. PRISM will not only replace the functions in the current Results Management System (RMS) but also include project management and other functionalities. Based on the corporate harmonized results structure informed by the Planning, Monitoring and Reporting (PMR) Policy, PRISM will enable UN Women to plan, monitor, report and communicate on UN Womenโs results in a harmonized way, from the Strategic Plan to Strategic Notes, Workplans and Projects. Results data from PRISM and financial data from Quantum will be the foundation for external communications through the UN Womenโs Transparency Portal.ย
The Strategic Planning Unit (SPU), within the Strategy, Planning, Resources and Effectiveness Division (SPRED) is the custodian of RBM and strategic planning in UN Women. SPU manages the development and roll-out of relevant policy, procedures and guidance (PPG) associated with planning, monitoring and reporting of Strategic Plan, Strategic Notes and workplans, in order to ensure that the Strategic Plan, Strategic Notes and workplans are systematically planned, monitored, reported and communicated throughout its implication at country, regional and global levels. SPU also serves as the business owner for corporate systems associated with results management and strategic planning functions.
In this capacity, SPU is co-leading the development, roll-out and management of this corporate system PRISM, together with IST, PSMU and in close collaboration with other business owners and representatives of end-users at all levels. In parallel, SPU continues to advance organizational transparency efforts, including through active engagement with the International Aid Transparency Initiative (IATI) and the ongoing development and maintenance of UN Womenโs Transparency Portal.
Under the direct supervision of the Programme Specialist โ Results Management and the overall guidance of the Chief of the SPU, the Programme Analyst โ Business Support will assist and support SPUโs work to ensure that UN Womenโs corporate systems are fit for purpose to support strategic planning, results-based monitoring and reporting, and effective communication of results at country, regional and global levels. In particular, the Programme Analyst will contribute to the roll-out and management of PRISM in close collaboration with IST, PSMU and PRISM System Working Group. The incumbent will provide end-user support to ensure that all UN Women personnel use PRISM associated with their planning, monitoring and reporting work, through the timely provision of updated user-guide, training and communication products. The incumbent will also provide technical and coordination support to UN Womenโs transparency efforts with the International Aid Transparency Initiative (IATI) and the UN Womenโs Transparency Portal.
This temporary appointment position will be for a duration of 6 months, with the possibility of extension.ย Whereas an external candidate will be offered a temporary appointment, subject to release agreements, staff members in UN Women may be administered as a temporary assignment and staff members in the UN Common system may be administered under a loan arrangement.
Key Functions and Accountabilities:Provide technical support and guidance on the effective use of corporate systems associated with planning, monitoring and reporting of Strategic Plan, Strategic Notes and workplansย
Support the change management process from RMS to PRISM, ensuring users are equipped and supported throughout the transition. Development, maintain and regularly update system-related resources and documentation in the PRISM intranet page, including user-guides, FAQs, video tutorials and training materials. Deliver hands-on practical training on how to use PRISM during corporate planning, monitoring, and reporting processes. Organize and lead Training of Trainers (TOT) and working sessions to ensure system focal points in Regional Offices and HQ are equipped to support Country Offices and personnel in their offices/divisions. Provide technical support and guidance to UN Women personnel in HQ, Regional Offices and Country Offices to ensure all UN Women personnel understands and use PRIMS correctly for Strategic Plans, Strategic Notes, and Work Plans in a timely manner. Contribute to overall communication of PRISM roll-out across the organization with preparation of Intranet articles, newsletters, regular email updates.ย Serve as the secretariat for the PRISM System Working Group to ensure regular coordination, communication, knowledge exchange and collaboration with the Working Group members for the roll-out of PRISM, in close collaboration with IST, PSMU and Regional PRISM Focal Points.ย Coordinate PRISM rollout and long-term management in collaboration with IST and HQ divisions/units Act as a technical focal point for the overall rollout and user onboarding of PRISM associated with Strategic Plan, Strategic Notes and workplans.ย Represent SPU at the technical level in inter-divisional working groups and coordination forums associated with system work with IST, other HQ division/units and RO/COs throughout and beyond the PRISM development phase to ensure the synergies with PRISM and alignment with PMR policyย Ensure user and business needs are properly captured and translated into functional system specifications and enhancements through supporting consultation process with key business owners and end-users. Provide inputs to change management, communication, and capacity-building strategies to ensure smooth adoption across the organization. Monitor post-rollout system performance and uptake through structured feedback mechanisms and usage analytics. Document business requirements, system updates, change logs, and user feedback for continuous improvement. Prepare background notes, talking points, and presentations to support participation of SPRED Director in ERP/ICT Board meetings and other system-related meetings. Support transparency initiatives through IATI reporting and Transparency Portalย Assist with the preparation, review, and cleansing of planning and results data for reporting under the International Aid Transparency Initiative (IATI). Ensure regular, timely, and compliant publication of XML datasets to the IATI registry and maintain content on the UN Women Transparency Portal. Provide coordination and technical support to the IATI Task Force, including organizing field-level training and awareness sessions. Facilitate effective communication channels to increase IATI awareness and usage across the organization and among external partners. Support the management, enhancement and roll-out of Transparency Portal, particularly for improvement of data quality at all levels Contribute to development, testing, and continuous improvement of corporate systems Consult with HQ and field personnel to gather input on business needs and translate them into detailed functional requirements. Support in drafting specifications for new features or system enhancements and ensure alignment with user priorities. Lead or coordinate User Acceptance Testing (UAT) efforts involving a diverse group of end users at HQ and field levels. Capture system bugs, technical issues, and user suggestions in an issue tracker, and coordinate timely resolution with IST/development teams. Track and document change requests and business process improvements for future releases. Support integration of PRISM into corporate policies, processes, and system governance Provide technical inputs to ensure PRISM functionality supports the implementation of relevant corporate policies, procedures and guidance. Contribute to the revision and development of guidance, templates, and tools to reflect PRISM functionalities and usage. Represent SPRED/SPU in corporate working groups and technical coordination bodies, such as the ICT Coordination Group, to ensure system alignment with broader organizational strategies. Support strategic data analysis and knowledge use across planning and reporting processes Analyze planning and performance data from corporate systems, including PRISM and Quantum, to identify trends and gaps across HQ and field units and support organizational learning and decision-making.ย Synthesize data insights and lessons learned from corporate systems into presentations and short reports to inform strategic decision-making. Contribute to dashboards and visualizations that support monitoring and communication of organizational performance and results.
