Background:
Womenโs economic empowerment is also one of the key pillars of UN Womenโs programming in Timor-Leste. Establishing an enabling environment and gender-responsive public spaces for advancing their economic engagement is essential in achieving womenโs economic empowerment. This aligns to the Government of Timor-Lesteโs existing gender equality commitments including its Safe Dili and Safe Baucau commitments, the Second Maubisse Declaration for Rural Women, and institutional reforms including Public Finance Management (PFM), and mainstreaming gender in the localization of the Sustainable Development Goals.ย
Since 2021, UN Women expanded scope of capacity building to include entrepreneurship, financial literacy and leadership training skills, strengthening organizational (the network capacity), improving product diversification and quality, and supporting increasing marketing channels to the weavers in the existing four municipalities Oรฉ-cusse -RAEOA, Los Palos, Bobonaro, Covalima and support the establishment of two additional weavers network in Viqueque and Baucau.
The initiative contributes to UN Women's Strategic Plan Outcome 3; Women have income security, decent work, and economic autonomy. Within this Outcome, the project contributes to the output of women, particularly young and rural women, having strengthened their capacity to analyze and make recommendations to influence policy and to access their economic rights and decent work.ย
UN Women is supporting the legal registration of the Weavers Network as national association, the opening of a commercial space in Dili for rural weavers and will support a new project โ Rede Soru Naโin โ a collective voice towards the economic empowerment of rural women.
In this regard, UN Women Timor-Leste seeks to recruit a National Consultant to provide support on the Womenโs Economic Empowerment (WEE) programme.
DESCRIPTION OF TASKWithin the delegated authority and under the supervision of the Programme Manager WEE, theย National Consultant will:
Technical support on the implementation & coordination of, country office WEEโs programme and initiatives Support on the Strategic partnerships building and resource mobilization Technical assistance and capacity development to programme partners Technical support advice to the establishment of advocacy networks at national level and linkages to international networks.ย ย ย ย 2. RESULT/EXPECTED OUTPUTS
As an active WEE programme team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UN Women Timor-Leste and its beneficiaries in the accomplishment of her/his functions, including:ย Rural women have strengthened capacity to influence policies and advocate for their economic interests and rights. Enhanced legislation and policy environment to promote and preserve weavers and the weaving industry. Rural women have increased opportunities to upscale their business and be economic independent, by having increased access to markets and enhanced capacity building.ย Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment.ยย ย ย ย 3. EXPECTED DELIVERABLES TASKS TIMELINE

All the deliverables, including events materials, notes and reports should be submitted in written in English language.
Upon receipt of the deliverables and prior to the payment of the instalment, the deliverables-related reports and documents will be reviewed and approved by UN Women. The period of the review is one week after receipt.ย
ย ย ย 4. INPUTSย
The consultant is expected to use her/his own computer and have all needed software for related tasks & would be able to work remotely.ย Cost of mobile phone communication incl. internet needs to be covered by the consultant. UN Women team will support resource materials, and reference documents as relevant;ย UN Women will cover cost of travel and travel allowance to the municipalities as per UN Women rules and regulations.ยย ย ย ย 5. DURATION OF ASSIGNMENT AND DUTY STATIONย
The time required for the consultancy is about 6 months, the duty station isย Dili, Timor-Leste.ย
ย ย ย ย 6. CONTRACT SUPERVISIONย
The consultant will work under the direct supervisionย of the Program Officer who will be responsible for the quality assurance of the deliverables.ย
ย ย ย ย 7. SCHEDULE OF PAYMENTS
Payment upon submission and satisfactory deliverables of the analysis report submitted.
ย ย ย 8. THE QUALIFICATIONS EXPECTED ARE AS FOLLOWS:
Timor-Leste National Minimum Secondary Education. Diploma in Public Administration, Business, Finance and accounting or other relevant discipline will be an added advantage.ย Minimum 2 years of relevant administrative or business/ programme/project support experience Experience in liaising and coordinating with national counterparts and civil society organizations is advantageous Experience working with the UN Agencies or other international organizations is advantageous. Proficient in English and Tetumย ย ย 9. EVALUATION
Applications will be evaluated based on the cumulative analysis.ย
Technical Qualification (100 points) weight; [70%]ย Financial Proposal (100 points) weight; [30%]A two-stage procedure is utilised in evaluating the applications, with evaluation of the technical application being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.
