Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The Sustainable Development Goals (SDGs), meant to be achieved by 2030 by all countries, cover core areas of the feminist agenda. However, lack of gender data prevents the monitoring of progress across key areas of the SDGs. Lack of statistics in these areas arises both from a failure to prioritize gender equality in data collection and from a lack of resources. To support member states in implementing the 2030 Agenda, UN Womenโ€™s global gender data programme Making Every Woman and Girl Count (Women Count) aims to affect a radical shift in the production, availability, accessibility and use of quality data and statistics on key aspects of gender equality and womenโ€™s empowerment.

The programme has three objectives: (i) Promoting an enabling environment by putting in place a supportive and well-coordinated policy environment to ensure gender-responsive localization and effective monitoring of the SDGs; (ii) Increasing data production by removing technical barriers and constraints to ensure that quality, comparable and regular gender statistics are produced to monitor the implementation of national policies and meet reporting commitments under the SDGs; and (iii) Improving data accessibility by ensuring that the data produced are widely available and used effectively by different players with sufficient capacities to understand, analyze and use them to inform advocacy, research, policies and programmes and to monitor progress on the SDGs.

In Asia and the Pacific, Women Count supports national governments with the production and use of gender data. In addition, the regional office supports sub-regional and country offices who are implementing gender data and statistics projects associated with Women Count.ย 

Reporting to the Regional Gender Statistics Specialist, the Production and Outreach Consultant โ€“ Gender Statistics, will collaborate closely with the Headquarters, Regional, Multi-Country Office and Country Officesโ€™ (RO/MCO/CO) colleagues to ensure that knowledge products developed for the region and associated outreach efforts are of high quality, meet quality assurance standards, and are aligned with corporate communications policies and practices. The Consultant will also support country and programme offices in their knowledge production and associated outreach advocacy and coordination for special events.ย 

Description of Responsibilities /Scope of Work

Coordinate the development, dissemination and outreach of knowledge products and other advocacy materials: Coordinate the design process for the production of knowledge products, including making edits to graphs and text during the layout process. Develop communication and advocacy materials, including social media assets, briefing materials, press releases, and articles and coordinate their dissemination through appropriate channels. Organize launch events and other advocacy events for gender statistics products across the region, from conceptualization to logistics.ย  Liaise with the Women Count Communications specialist in HQ and use HQ tools such as knowledge product checklist, tiering process and quality assurance guidelines.ย  Contribute to strengthening media relations for Women Count APRO: Working with the regional communications team, build relations with press across the region for publication of Women Count related assets.ย  Organize roundtable discussions, press conferences, interviews, and briefing sessions with press as needed. Prepare talking points for the media. Organize launch events for publications and other communications-related events, as needed Develop regional outreach/advocacy strategies and plans: Working closely with the HQ Women Count communications lead and the RO Communications team, develop an Asia-Pacific communication strategy for Women Count.ย  Build a monitoring plan with KPIs to keep track of how the communications strategy and its activities are helping achieve programme goals. Monitor and analyze print and social media mentions, and prepare regular reports as part of a monitoring plan. Provide advice and coordinate with communications specialists in Women Count country projects, where needed. Facilitate knowledge-sharing of gender data and statistics Support the Women Count Programme Management Specialist for Asia and the Pacific with identifying and keeping track of best practices and lessons learned from Women Count activities in Asia-Pacific to ensure exchange of information, including between country offices, the Regional Office, and HQ. Manage mailing lists and coordinate with HQ and RO Communications Team to ensure visibility of Women Count Asia-Pacific in newsletters. Maintain calendars of releases and calendars of events updated for the Asia-Pacific region. Ensure Women Count web presence on regional and global websites.

-ย ย  Edits during layout process are made in-house utilizing design software.

-ย ย  Quality and user-friendly publications, social media materials, web and data stories are produced on a timely manner;ย 

-ย ย  Visibility and advocacy events organized regularly;

-ย ย  Liaison with the Global Women Count Communications team, the Regional Office Communications Team, and other communications experts in country offices is carried out regularly;ย 

-ย  ย ย Thorough and timely contribution to reporting (including calendars of releases and of events), as needed.ย

Consultantโ€™s Workplace and Official Travel

This is an office-based consultancy. As part of the official duty of this consultancy, the consultant may be expected to travel, which will be processed by UN Women, following the duty travel policy.

If the selected candidate is not based in the Duty Station, UN Women will cover the air ticket cost of the consultant to the duty station to assume this assignment, and back to home country at the end. The payment will be processed based on the actual air ticket invoice presented by the consultant.

Functional Competencies:

Excellent communication skills, particularly in writing and editing, for multiple audiences and on gender statistics Demonstrated experience writing communications materials on development topics, showcasing an excellent command of English. Strong design skills and familiarity with design software, including In-Design, with demonstrated experience designing knowledge products, including reports, social media cards, and other visual and multimedia materials. Excellent coordination and organizational skills, with a demonstrated ability to work in a team and in a cooperative and productive fashion both with internal and external colleagues. Excellent interpersonal and networking skills, and ability to work in multi-cultural and multi-disciplinary environments; ability to build and promote partnerships across the organization and beyond. Required Qualifications

Education and Certification:

Masterโ€™s degree or equivalent in graphic design, information sciences, communications studies or related areas required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

At least 5 years of progressively responsible work experience in communications and related fields required. Experience in communication related to the UN or related international agencies required. Skills in using design software, such as In-Design, for creating communication products and publications, which may be demonstrated with portfolio samples, required. Excellent coordination and liaison skills. Experience in the development and/or implementation of communication strategies related to gender data an asset.

Languages:

Fluency in English is required, including excellent writing style, which may be demonstrated with writing samples. Working knowledge of another official UN language is an asset.
