Mission and objectivesThe primary and overarching objective of United Nations Development Programme in Kosovo is the eradication of poverty in the context of sustainable development, including the pursuit of the Sustainable Development Goals, and promotion of United Nations fundamental principles. The core dimension in our approach is investing in human development, wealth creation (with emphasis on issues such as entrepreneurship, job creation) and institutional reform and capacity development.

Contextโ€œYouth 4 Inclusion, Equality & Trustโ€ (Y4IET) project is a joint UN regional initiative funded by the United Nations Peacebuilding Fund. The regional project focuses on empowering young people to drive positive change and foster social cohesion in the societies and communities in which they live throughout the region. The project activities in Kosovo1 are implemented by UNDP and UNFPA. Y4IET project strengthens the capacities of local decision-makers and young leaders by enhancing youth participation and promoting constructive narratives. By bringing youth people together, strengthening youth coalitions, ensuring meaningful participation in policy processes, and collaborating with media and education institutions, the initiative seeks to counter divisive narratives, build resilience against mis/disinformation, and advance the Youth, Peace, and Security (YPS) and Women, Peace, and Security (WPS) agendas at the central and local levels. A regional conference on Youth, Peace, and Security (YPS) and Women, Peace, and Security (WPS) held in April 2025 in Ohrid/Ohรซr served as a platform for promoting these agendas across the region. Besides promoting the agendas, the conference fostered regional collaboration, strengthened youth leadership, and enhanced the integration of YPS/WPS principles into policies and strategies. The conference facilitated a cross-regional exchange of best practices, experiences, and knowledge on YPS/WPS agenda implementation at the country/territory level. Output two of the project supports โ€œYoung people across the region participate meaningfully in policy and government processes, advancing YPS and WPS agendasโ€. The project will engage UN Community Volunteers in selected municipalities to help promote YPS and WPS agendas at local level, and support the municipal departments of cultures, youth and sports/ youth sectors to plan, implement, and integrate the YPS and WPS principles in the local youth actions plans. These assignments are part of โ€œSPI 2025-26 Kosovo Community Volunteers.

Task DescriptionUnder the direct supervision of the UNDP Project Officer, the UN Community Volunteer will: - Undergo training on Youth, Peace and Security, Women Peace and Security and project activities that will be implemented at the local level. - Support the youth sector at their municipality in developing and/or implementing the local strategy and action plan for youth. - Support the municipal youth officials in promoting and implementing YPS and WPS local initiatives and plans at community level. - Support the networking and strengthening of local youth structures at community level. - Support the communication and visibility of community level youth events and activities. - Assist the municipal youth officials in identifying and mapping key youth community activists, community-based youth associations โ€“ organizations, and school networks. - Reach out to community youth networks and organizations (formal and non-formal) to identify the biggest challenges facing youth, and opportunities for youth to connect, collaborate and take part in local decision-making processes. - Record and report on activities and best practices to the project tea - Assist in awareness-raising and sharing information on projects results targeting local communities. - Prepare monthly brief updates summarizing key activities and achievements.

Living conditions and remarksThe current Conditions of Service for national UN Volunteers will apply to UN Community Volunteers as an interim measure until a full review of the national Conditions of Service is undertaken, with the following modifications as per Interim Policy Note on UN Community Volunteers. UN Community Volunteers are expected to be recruited locally and work within their community, they are therefore not expected to travel to the duty station and are not eligible for a settling in grant. In addition, UN Community Volunteers should not require reintegration back into their locales upon completion of their service. Therefore, there is no entitlement to a resettlement allowance. The applicable volunteer living allowance is provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent disability insurance are included.
