    Organizational Setting and Reporting Relationship

    The position of Treasury Officer is assigned to the Treasury Quantitative Analysis Unit (TDOT-QAU) within the Treasury Department (TD). You will be based at our Resident Mission Office in Thailand.

    You will report to designated International Staff and Senior Officer.

    Your Role

    As a Treasury Officer, you will be responsible for quantitative and analytical support to funding, investments, asset and liability management (ALM), and financial policy business teams. The main responsibilities include: (i) supporting innovative and structured debt issuance and investment trades by ensuring timely configuration and processing of static data and market data, along with providing functional troubleshooting for deal capturing, settlement, valuation, risk management and Asset and Liability Management (ALM) analytics; (ii) supports Society for Worldwide Interbank Financial Telecommunication (SWIFT) operations through effective systems administration and data management; and (iii) participating in business requirements and testing of treasury applications to achieve greater straight-through-processing, enhance analytics, and improve operational efficiency. Additionally, the position will support the implementation of TD's Organization Resilience (OR) strategies.

    You will:

    A. Delivery of Quality Data and Analysis to Support Innovative and Structured Debt Issuances/Investment

  • Configure and maintain market and static data (including bond definition) in the treasury core applications for multiple structures and currencies. This includes following market data conventions, and pricing policies to ensure prompt and accurate valuation, settlement, cashflow event and risk measurement.
Implement and improve ADB market data management (covering pricing guidelines and market data derivation for fair valuation); comprehend the market data required for pricing risk measurement, settlement for new structures, new currencies, and extended tenors. Ensure the data integrity and quality of the reference market data, along with automated data reconciliation and verification (through Market Data Middleware). Collaborate directly with the market data vendors on price challenges and ensure quality data is available. Participate in automating, standardizing, and optimizing the sourcing and coverage of market data from external providers (such as Bloomberg and Refinitiv) to different banking application systems. Provide support in analyzing and troubleshooting operational pain points promptly. Document business knowledge and lessons learned (including data/validation errors, and related trouble shooting resolutions) in a structured manner and shares insights with the team to foster continuous improvement.

B. Treasury Core Applications Functional Analytics and SWIFT Operations Support

Support treasury core applications (such as Finastra Summit and Numerix OneView) at functional level. Participate in users' acceptance testing and regression testing during the application upgrades, hotfixes, and the deployment of new modules. Undertake user administration role of treasury applications. Analyze and troubleshoot issues and propose timely solutions to ensure reduced operational risk and minimum downtime of Treasury operations, including settlement, payment, pre-deal pricing, accounting, portfolio valuation, and post-deal risk analysis. Participate in the design, development, and implementation of treasury core applications, such as Finastra Fusion Capital Summit, Numerix, and other similar vendor solutions, at functional levels. Participate in the enhancement, trouble shooting, and maintenance of ALM dashboard reports (including funding cost margin and net carry reports) and financial projection models; provide analytical support for new financial products. Support SWIFT operations by processing: (i) SWIFT message reconciliations; (ii) SWIFT message and relationship management application (RMA) with depository correspondent banks worldwide requests; and (iii) quarterly SWIFT user access review.

C. Budget Planning, Contract Management, and Client Management

Collaborate with market data vendors (including negotiation, procurement, and staff training) and ensure timely sourcing of financial data. Contribute to the budget planning of financial data services. Help administer contracts for third-party services, such as Bloomberg, Fenics, Refinitv, and ICE, including provision of existing/new subscriptions, payment processing, data administrator, and reconciliation, new service and change of service requests; propose efficiency in invoice processing and contract management. Perform role of administrator (e.g., Bloomberg's Access Point on Demand, Terminal User Profile Set-up, FX Go Administrators, and exchange products access), and help improve governance around access to transaction products and financial subscription.

D. Business Continuity

Ensure the business continuity of the Treasury applications by independently handling the activities noted above including market data, static data, system administration, SWIFT operations support, and advanced functional troubleshooting.

Qualifications

You will need:

Bachelor's degree or equivalent in finance, business administration, computer science/information technology accounting, or related disciplines, preferably with advanced training. At least 8 years of relevant professional experience handling market data, static data, and SWIFT operations within Treasury of a financial institution. Solid understanding of funding, investments, and ALM. Hands-on knowledge of treasury core applications such as Finastra Summit and Numerix OneView solutions. Sound knowledge of treasury operations covering areas such as financial markets, derivative instruments, market data, and trade life cycle. In-depth knowledge on sourcing and handling of market data (from external providers such as Bloomberg, Refinitiv, Fenics, and ICE) and market data configurations in treasury core application for pre-deal pricing, valuation, settlement, risks and cashflow event reporting. Demonstrated knowledge of SWIFT System including message handling, reconciliation, relationship management application, and security aspect. Knowledge of Power BI and Python is an advantage. Additional Information

This opening is a local staff position. It is open only to nationals and residents of Thailand.

This is a fixed term appointment with option to renew for an initial period of three (3) years following Section 3.1 (b) of Administrative Order No. 2.01 (\"Recruitment and Appointment'). This appointment is not convertible to a regular appointment. At the end of the initial period, this appointment may be renewed for a period of up to three years or not renewed. There is no limit on the number of renewals. This appointment is open to internal and external applicants.
