Transport Consultant

Result of ServiceThe results of the service are to provide technical and logistical support to the project manager and the implementing partner to implement the activities of the projects, including technical coordination with the implementing partner and developing a quarterly progress report on the project, road safety data analysis, and the preparation of relevant reports and documents. The consultancy will support the effective implementation of ESCAP’s road safety projects through technical coordination, data analysis, and reporting, while strengthening the capacity of ESCAP and national partners to design, finance, and implement evidence-based road safety interventions. The ultimate result is improved motorcycle and school-zone safety, strengthened vehicle safety standards, and enhanced sustainable financing mechanisms in Viet Nam, Thailand, Southeast Asia, and India, contributing to reduced road traffic fatalities and injuries in line with the UN Decade of Action for Road Safety 2021–2030 and relevant SDG targets. Work LocationBangkok and online Expected duration23 February - 22 November 2026 Duties and ResponsibilitiesThe Consultant will provide technical, analytical, and coordination support for the four UNRSF-funded road safety projects implemented by ESCAP, namely SAFE School Zones in Viet Nam, Star Rating for Safer Motorcycles in Southeast Asia, Improving Motorized Two-wheeler Safety in Thailand, and Building lasting investment solutions to make India’s roads safer. The Consultant will support project implementation with a focus on strengthening road safety management systems, promoting data-driven and evidence-based policy development, and integrating gender-responsive and inclusive approaches. Working in close collaboration with implementing partners, national governments, road safety authorities, and development partners, the Consultant will support effective coordination of project activities to ensure alignment with UNRSF strategic priorities, donor requirements, and the Regional Plan of Action for Asia and the Pacific for the Second Decade of Action for Road Safety 2021–2030. The Consultant will also contribute to stakeholder engagement, knowledge exchange, and the design and delivery of targeted capacity-building initiatives to support sustainable road safety outcomes at national and regional levels. Qualifications/special skillsAdvanced university degree in engineering, urban studies, economics, or related field. Experience required: A minimum of 2 years of experience supporting the implementation of UNRSF-funded projects or similar trust fund projects in Asia and the Pacific, including technical coordination, stakeholder engagement, and results monitoring in alignment with UNRSF priorities and log frame indicators. Desirable: (i) Prior experience in road safety research and analysis in the Asia-Pacific region, and experience in transport planning and research for project implementation, (ii) Familiarity with the Sustainable Development Agenda and the Sustainable Development Goals and indicators. Experience in supporting the implementation of projects that includes technical coordination, stakeholder engagement, and results monitoring. LanguagesVery good proficiency in English.
