BACKGROUND
Based in Seoul, the Global Green Growth Institute (GGGI) is an Inter-governmental Organization founded to support and promote a model of economic growth known as \"green growth\", which targets key aspects of economic performance such as poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change.
GGGI has a diverse portfolio of programs in developing countries around the world. These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countriesโ development priorities. The organization also focuses on knowledge development and management activities which build a strong theoretical and empirical basis for green growth, while providing concrete options and guidance for policymakers; as well as building the conditions for public and private green infrastructure investments.
GGGI is supporting the Republic of Togo to embrace the Green Growth transition model, in supporting the management of implementation of Strategic projects and programs.
During the 2023-2024 biennium, GGGI support has contributed to the development of: โโStrengthening Resilience to Climate Change of Vulnerable Population through sustainable Forestry Resources Managementโโ project (TG02) funded by the Republic of Korea (ROK government). This Project aims to (i) promote reforestation of high-quality shea trees, establishment of a screening and post-harvest management system to improve income, and providing technical guidance, (ii) improve protection and delivery of shea landscape scale mitigation, adaptation, and climate resilience for climate change through direct engagement of women and youth cooperatives, integration with inclusive livelihood approaches and early warning services, as well as (iii) Local Governance and Knowledge Management of the Shea parklands strengthened.
The last outcome will help strengthen the capacity of local stakeholders, technical services, cooperatives leaders on governance, and management. Support will be provided on management, administrative, and financial to the existing women and youth cooperatives.
OBJECTIVES OF THE ASSIGNMENT
GGGI is seeking to contract an individual national consultant with an extensive track record in sustainable forestry management, as well as local institutions, policies and strategies development to support the strengthening of local forestry resources governance in the Project intervention sites: the Maritime Region, the Central Region, the KARA Region and the Savanes Region.
The consultancy will be undertaken by the GGGI country team in close consultation with GoT counterparts and other national stakeholders.
The assignment aims to improve local governance, technical capacities and institutional integration for sustainable and inclusive management of the shea value chain, to strengthen the socio-economic empowerment of women and young people.
Specifically, the consultant will:
Translate the results of technical assessments and recommendations (from previous activities) into concrete proposals for measures to be integrated into local planning tools (municipal development plans, land use plans, etc.). Support the development or updating of local regulatory texts (e.g. municipal decrees, municipal regulations, deliberations) relating to the protection, sustainable exploitation and promotion of the shea sector. Strengthen the capacities of local authorities and decentralized technical services on mechanisms for integrating sustainable shea management issues into local legal and strategic frameworks. Promote inclusive governance in planning processes by ensuring the active participation of women, youth, cooperatives and other stakeholders in the formulation of regulations (enabling concrete benefits in terms of land restoration as well as women's decision-making power in land management). Facilitate the establishment of local monitoring systems to assess the effective implementation of integrated measures and promote their continuous improvement.
EXPECTED RESULTS, DELIVERABLE AND PAYMENT

Activity 1.1.1: Assessment of current organizational and governance gaps that hinder the adequate management and administration of organizations/cooperatives involved in the shea production value chain, particularly for women and youth.
Expected results: The organizational and institutional weaknesses of shea cooperatives identified. The challenges related to the administrative and financial management of organizations are analyzed (Number of Local extension services) . the women and youth participation and inclusion in cooperative governance (at least 20 women and youth cooperatives) assessed. Proposals of recommendations and improvement strategies to strengthen the governance and structuring of cooperatives are formulated. The assessment report should include: A detailed analysis of organizational and governance gaps. Practical recommendations to strengthen the management and governance of cooperatives. A proposed action plan to improve the inclusion of women and young people.
Activity 1.1.2: Strengthen the skills of technical services, local authorities, civil society and the private sector on the integrated management of shea parks and the shea product value chain
Expected results Training materials and training report on the following: stakeholders (at least 60 members cooperatives ) aretrainedon best practices for managing shea parks A methodological guide on the sustainable management of shea parks is developed. the skills of stakeholders in the promotion and marketing of shea products are strengthened.
Activity 1.1.3: Support the integration of required mitigation and improvement solutions into the local planning system (examples of local regulations).
Expected results: The recommendations from the evaluations on the governance and management of the shea sector are translated into concrete measures integrated into local planning documents (Communal Development Plans - PDC, Development Plans, Environmental Action Plans, etc.). Local regulatory texts (municipal regulations, municipal decrees, deliberations, local charters) are developed or revised to regulate the sustainable management of shea parks and promote the inclusion of women and young people in the value chain (Land-use guidelines for women and youth) Local stakeholders (local authorities, technical services, CSOs, private sector) have the necessary skills to sustainably integrate shea issues into planning and regulatory processes. A strengthened local governance framework promotes better coordination between stakeholders around sustainable shea management. A participatory monitoring and evaluation mechanism is put in place to measure the application of regulatory provisions and identify adjustment needs.

EXPERTISE REQUIRED
1) QUALIFICATIONS
Masterโs Degree or equivalent in forestry, agroecology, agroforestry, rural development, governance or related field.2) EXPERIENCE
Excellent analytical and writing skills. Excellent skills in training and supporting local stakeholders. General professional experience (Minimum 8 years of experience in organizational development, governance or support for cooperatives, in natural resource management and/or forestry sectors. Specific professional experience (at least 3 years of experience in activities and/or projects related to this mission) Relevant experience in policies/strategies development. An understanding of Government policy and strategy formulation/implementation mechanisms at national and sub-national levels within a multi-sectoral context in Togo. A solid understanding of gender and social policy in Togo A solid understanding of environmental risks and threats in Togo Excellent understanding and experience in institutional capacity support. Demonstrated ability to think critically and synthetically across fields and topics. Open to change and flexibility in a fast-paced environment. Always pursuing continuous improvements. Demonstrated commitment to GGGIโs core values Demonstrated ability to work in team environments and cultivate productive partnerships across a diversity of stakeholders to achieve organizational goals. Ability to read, analyze and interpret government, multilateral and organization rules and regulations. Strong ability to work independently and/or remotely, while maintaining productivity. Excellent written and verbal communication skills in French and English language are a must.
