Expected duration2 months Duties and ResponsibilitiesITS will conduct a scoping study to help determine if and how increased use of different types of technology in peacekeeping training will improve its effectiveness and efficiency. In line with the Digital Transformation Strategy, potential technological enhancements will be identified and prioritized including e-learning, AI-enhanced e-learning and improved data management and analytics. The study will also cover capacity building needs and identify forward-looking upskilling needs for ITS staff members to effectively use technology in peacekeeping training. The purpose of this study is not to compile a wide range of training needs, but rather to identify the specific skills that can be developed within a 2-4 month period. A baseline survey will also be conducted to map out the current landscape in terms of T/PCC readiness, experience and perception of training technology. This includes surveying the absorption capacity of peacekeeping training centres for technology such as e-learning and AI enhanced e-learning The scoping study will: 1. Evaluate the need for increased use of technology in peacekeeping training and identify specific priority areas where most gain can be made in terms of costs, reach and learning 2. Identify ITS data literacy needs and compile a list of upskilling needs and requirements for ITS staff for effective use of technology tools in peacekeeping training. 3. Identify existing peacekeeping training materials and courses that can be fully or partially digitalized or enhanced for simulation-based learning (keeping the efficacy of face-to-face training in mind) 4. Identify technological solutions and innovations for ITS data management processes and activities, including enhancement of the LMS and ITS databases and reporting 5. Conduct a baseline survey of T/PCC training center needs, readiness and requirements for using different forms of e-learning 6. Identify resource implications, if any, in terms of financial resources, human resources, staff time, etc. noting the current fiscal environment 7. Produce a Final Report with analysis and recommendations. The individual contractor (IC) will be fulltime and home-based/remote with some travel working with the Training Policy and Standards Team of the Integrated Training Service (ITS) in the Division of Policy, Training and Evaluation (DPET) in the Department of Peace Operations (DPO). The individual contractor will be under the overall supervision of the Team Leader of the Training Policy and Standards Team (TPST). The IC will be responsible for delivering the following outputs, by 30 June 2025: 1. Analysis of the need for increased use of technology in peacekeeping training and produce a list of priorities. 2. Interviews with ITS and other DPO staff to lead to an analysis of upskilling needs for ITS staff. 3. List of Specialized Training Materials (STMs) and Reinforcement Training Packages (RTPs) that can be fully or partially digitized by ITS. 4. Guidance to ITS on specific and actionable steps/recommendations for enhancing the ITS learning management system (LMS), data management and reporting. 5. Analysis of needs and readiness for using e-learning among national peacekeeping training centers based on group assessments and data capture sessions with Member State national trainers in Peacekeeping Training Institutions (PKTIs). 6. List of resource implications to consider. 7. Final report with an overall baseline and trend analysis based on the findings and overall recommendations for new approaches to developing e-learning programmes. Qualifications/special skillsAdvanced University degree (Master's degree or equivalent) in artificial intelligence, information systems, information technology or related area. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A minimum of five (5) years of experience in assessing and developing technology such as e-learning and AI for the purposes of enhanced training programmes. Excellent communication skills, English language skills and report writing skills are required. Experience in conducting training needs and gaps assessments, designing baseline study methodology, developing survey questionnaires and instruments, and undertaking data collection and analysis for recommendations is desirable. Knowledge of UN peacekeeping is desirable. Experience with assessing and developing e-learning for training in peacekeeping, safety and security, and other related areas is desirable.
