The GEF-7 CITinova II Project - \"Promoting Integrated Metropolitan Planning and Innovative Investments in Urban Technologies in Brazil\" is funded by the Global Environment Facility (GEF). It was signed by the Brazilian Cooperation Agency (ABC), the Ministry of Science, Technology, and Innovation (MCTI) and the United Nations Environment Program (UNEP). UNEP HQ, through the Economy Division and the Ecosystem Division, is the implementing agency for the project โPromoting integrated metropolitan planning and innovative urban technology investments in Brazilโ (CITinova II). The Global Environment Facility (GEF) provides funding to a total of more than US$ 12.5 million. The Ministry of Science, Technology, and Innovation (MCTI) is the national executing partner, and as such, the institution responsible for overseeing the project activities as foreseen in the Project Document. MCTI nominates a National Director and a National Coordinator, who are responsible for the general supervision of the project activities, which will be carried out, in a decentralized manner, by the co-executing partners โ The United Nations Environmental Program Brazil (UNEP-BR) and the Brazilian Biodiversity Fund (FUNBIO) in three pilot metropolitan regions in Brazil. These are: (1) Belรฉm Metropolitan Region, (2) Florianรณpolis Metropolitan Region, and (3) Integrated Development Region of Belรฉm. The CITinova II Metropolitan Regions integrate the UrbanShift program. UrbanShift is the brand name of the Global Environment Facility's Sustainable Cities Impact Program. It is led by the UN Environment Programme and implemented in partnership with the World Resources Institute, C40 Cities, ICLEI โ Local Governments for Sustainability, the UN Development Programme, the World Bank and the Asian Development Bank. The program supports more than 23 cities in 9 countries and focuses on integrated urban planning, low-carbon infrastructure, sustainable waste management and nature-based solutions for urban sustainability. UrbanShift brings together global, national, and local stakeholders, and engages with city-based organizations and the private sector to work towards common sustainability visions. The Metropolitan Coordinator will work in close collaboration with the MCTI National Directorate, the Project Management Unit, the UNEP Implementing Agency team, the co-executing partners, especially FUNBIO, as well as other stakeholders. He or she will work under the supervision of UNEP Brazil Office Representative. The Metropolitan Coordinator will work with the administrative unit of the UNEP Brazil office and will be stationed in Belรฉm. The person will work from Monday to Friday, 40 hours per week on a full-time basis. Under the supervision of the UNEP Brazil Office Representative and in close collaboration with the Directorate of the MCTI and the Technical Coordination, the tasks and responsibilities of the Metropolitan Coordinator will include: Technical coordination โข Lead the technical coordination and implementation of the project activities for the Integrated Development Region of Belรฉm. โข Act as a project focal point for the Integrated Development Region of Belรฉm. โข Ensure the technical and formal unity of the project activities at the metropolitan and municipal levels. โข Promote regular communication and ensure the necessary institutional coordination for the project with relevant ministries, government agencies, co-financing partners, Project Steering Committee members, members of ad hoc technical working groups, local communities, traditional populations, and other stakeholders. โข Promote effective knowledge management regarding the project activities at the metropolitan and municipal levels. โข Collaborate with the execution of the Global Platform's activities through the UrbanShift Program, in line with the project's objectives and priorities. Facilitate the participation of municipal and state government representatives in UrbanShift activities and provide requested information. โข Present the project to stakeholders as needed. โข Prepare reports requested by the Technical Coordination, the National Project Directorate, the Implementing Agency, and the Co-executing Agencies as per the progress of the technical activityโs implementation. โข Identify opportunities for coordination with other projects and initiatives adhering to the project at metropolitan and municipal level and, whenever possible, promote coordination with the project activities. โข Provide input to the project outputs whenever necessary or requested to guarantee the expected results and potentialize the impacts foreseen by the project. โข Research and develop technical content in the areas relevant to the project as needed. โข Conduct, organize and guide meetings, committees, events, and workshops. โข Co-chair, together with the metropolitan representative, the project's Local Advisory Group and organize regular meetings of the group. โข Act as secretary for the Local Advisory Group. โข Collaborate with the participation of representatives of the local and state governments in the Local Advisory Group and the Project Steering Committee. โข Collaborate with working groups for the implementation of the metropolitan region and municipal outputs. โข Provide technical contribution to all the activities of the project and to the Project Management Unit. โข Coordinate and collaborate with the preparation of technical terms of reference in collaboration with the Project Management Unit, the co-executing agencies, and other relevant stakeholders to guarantee the execution of the project. โข Work in collaboration with the Communication Advisor and the Communication Agency to develop and implement communication strategies in order to guarantee transparency and enhance the impact of the project activities as well as to potentialize stakeholder engagement at the metropolitan and municipal levels. โข Ensure the implementation of the technical activities in accordance with the physical and financial planning, delivery of the products and achievement of the expected results in accordance with the required quality standards, within the approved timeframe and budget at the metropolitan and municipal levels. โข Streamline the process of obtaining the necessary municipal and state permits for the implementation of the project activities. โข Monitor and ensure compliance with objectives, expected results and indicators of the project at the metropolitan and municipal levels. โข Answer for the technical aspects of the project at the metropolitan and municipal levels, researching and analyzing the relevant themes, in collaboration with the Project Management Unit and key stakeholders. โข collaborate with the development of planning processes at metropolitan and municipal levels, including the development of detailed work plans for the execution of all project activities. โข Guide the process of planning and implementing the pilots, ensuring participatory and inclusive processes. โข Ensure the implementation of the Gender Action Plan. โข Propose improvements to the project implementation and identify ways to enhance the impact of the project at the metropolitan and municipal levels. โข Monitor the progress of the implementation of the technical activities foreseen by the project through documentation and/or on-site visits at the metropolitan and municipal levels. โข Identify risks, develop, and implement mitigation strategies. โข Identify and seek to address technical issues that arise with the execution of the project in collaboration with the Project Management Unit and relevant stakeholders. โข Provide technical input to the products presented by partner institutions and consultancies in collaboration with the Project Management Unit and technical consultants. โข Collaborate with the documentation of experiences, good practices, and lessons learned. โข Attend capacity building activities as per request of the National Directorate and UNEP. Reporting โข Revise, consolidate, prepare technical notes and other related documentation required by UNEP/GEF and by MCTI. โข Collaborate with the preparation of Change Requests for scope modifications whenever necessary or requested. โข Collaborate with the preparation of the technical progress reports: โ Half-yearly Progress Report for the period 1 July - 31 December for each project year. โ Project Implementation Review (PIR) report for the period 1 July โ 30 June for each project year. Demonstrated experience working with stakeholder articulation from local, state, and national governments, non-profit organizations, international organizations, the private sector, academia, and civil society is desirable. Experience working in the Integrated Development Region of Belรฉm in the thematic fields mentioned in the present term of reference is desirable. Experience with co-creation activities, teamwork, facilitation of collaborative working sessions is desirable. Experience with project coordination, including: relationships with government and stakeholders, experience of leading technical teams, planning, execution and control of results, preparation and critical analysis of documents (contracts, reports, projects, terms of reference, etc.), risk management is desirable.
