Background

Promoting Participation Pathways for Human Development โ€“ 3P4D
The project entitled โ€œPromoting Participation Pathways for Human Development โ€“ 3P4Dโ€ will support five countries โ€“ Kenya, Senegal, Somalia, Sri Lanka, Mongolia โ€“ in promoting structural reforms aimed at creating an enabling environment for people's participation in public life. These reforms will focus on an appropriate combination of the following elements

Regulatory frameworks for civic space. Legal and administrative provisions regulating the exercise of the freedoms of expression, association and peaceful assembly, as well as the protection of human rights defenders. Citizen participation infrastructure. The concrete mechanisms and processes that allow for people's participation in different aspects of public life, such as procedures enabling citizen input into policymaking. Civil society strengthening infrastructure. Mechanisms to support civil society organizations, either through public investment (e.g. via social innovation funds) or private capital (via innovative financing solutions).

To promote the meaningful and equal participation of all members of society without discrimination, the project will adopt a strong gender equality lens with a focus on women empowerment. The initiative streamlines, across all its outputs, gender equality principles โ€“ and it comprises one key output that is fully dedicated to the promotion of gender equality.

In addition, the project will systematically address the issue of young peopleโ€™s inclusion in public life โ€“ including where applicable the Youth, Peace and Security Agenda โ€“ with at least one result per country specifically contributing to advancing young peopleโ€™s leadership and participation.

Integra Initiative: Integrity for Public Goods and Services in Extractive Sector of Mongoliaย 
The project Integrity for Public Goods & Services (โ€˜Integra Initiativeโ€™) is implemented in Angola, Madagascar, Mongolia and Zimbabwe for the Inclusive and Future Smart Public Goods and Services.

This multi-country initiative is built on the premise that the advancement of an integrity agenda is not only critical to rebuild trust in public institutions, but also essential to enhance the efficacy and efficiency in public sector delivery. It seeks to explore innovative pathways for addressing integrity issues that prevent greater efficacy in the delivery and accessibility of two critical public goods, i.e. public health and the sustainable management of natural resources (with a particular focus on mineral resources).

In Angola and Zimbabwe, the focus will be in the health sector while in Madagascar and Mongolia, the initiative will seek to enhance (social and environmental) sustainability the management of natural resources โ€“ particularly in the mining sector. ย 

A series of demonstration initiatives will be rolled to showcase the viability and benefits of (i) multi-stakeholder engagements to โ€˜unpackโ€™ integrity risks with the rigour that is required to inform potentially transformative measures; and (ii) support key stakeholders in the implementation of key priority mitigation measures on the ground โ€“ including for the purposes of โ€˜testingโ€™ the viability of innovative interventions to help inform future potential replication and scale-up โ€“ in the Africa and Asia-regions, and beyond.

The initiative streamlines, across all its outputs, gender equality principles and, at the same time, incorporates one key output that is fully dedicated to the promotion of gender equality in target sectors.

Duties and Responsibilities

Under the overall guidance and direct supervision of the National Project Coordinator of the above-mentioned projects and in close collaboration with the Project Implementing Unit (PIU) and the Country Office, the Technical Analyst - Strategic Communications is responsible for implementing strategies for policy and communication advocacy ensuring the results and achievements of projects are effectively maintained and sustained at the policy and practical applications, promoting a collaborative, client-oriented approach consistent with UNDP rules and regulations.ย 

The Technical Analyst is expected to:

Ensure Strategic Communications

Lead the development and implementation of an integrated communications strategy to amplify the impact and scalability of project pilot results. Collaborate with all grant recipients to ensure each team develops and implements its own strategic communications plan; provide technical support on effective advocacy approaches. Support the communication of lessons learned, good practices, and case studies from the grants. Draft high-quality strategic communication materials, including briefs, position papers, and recommendations based on evidence generated by the grants. Contribute to internal and donor reports, highlighting project impact on policy and public engagement.

Ensure Project Communications

Develop and implement the projectsโ€™ communications strategy in line with UNDP and donor brand guidelines and requirements. Lead all communication activities to ensure strong project visibility and clear, consistent messaging to target audiences and the general public. Oversee the development and dissemination of communication materials, including policy briefs, infographics, success stories, advocacy videos, social media content, speeches, press releases, and op-eds, in coordination with the supervisor and UNDP Communications Analyst. Manage the design and printing of promotional materials, training and workshop packages, project reports, and knowledge products, or coordinate these tasks with external contractors. ย Ensure all project messaging aligns with UNDP and donor values and complies with relevant communication policies and broader advocacy goals. Organize or support media events, public campaigns, and awareness-raising activities. Disseminate information on project outcomes through social media, media channels, and other platforms in close coordination with national counterparts. Monitor media coverage and public sentiment related to project themes; develop and apply indicators and tools to assess advocacy effectiveness (e.g., media reach, policy uptake, stakeholder engagement). Maintain an organized photo and video archive as well as a centralized project information database.

Required Skills and Experience

Education:

Advanced university degree (master's degree or equivalent) in Public Policy, Communication, Development Studies, Political Science, or related fields is required, or A first-level university degree (bachelorโ€™s degree) in the areas mentioned above in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Experience:

Minimum 2 years (with masterโ€™s degree) or 4 years (with bachelorโ€™s degree) of relevant experience at the national or international level in policy advocacy and strategic communications, public policy, journalism, communications, law enforcement, or other related fields Strong understanding of national political and media landscapes.ย  Experience in the use of computers, office software packages (MS Word, Excel, etc.) and web-based management systems, and advanced knowledge of spreadsheet and database packages. Solid experience in project management, with focus on communication, advocacy and team coordination. Proven track-record of communications and media management skills, and a solid record of managing complex and challenging partnerships with governments and international partners within a multilateral setup.

Required languages:

Fluency in English and Mongolian is required.
