Organizational Setting
The Department of Safeguards carries out the IAEAโs duties and responsibilities as the worldโs nuclear inspectorate, supporting global efforts to stop the spread of nuclear weapons. The primary role of the Department is to develop and implement IAEA safeguards to ensure that there is no diversion of declared nuclear material from peaceful activities and no indications of undeclared nuclear material or activities in a State as a whole.
The Department comprises nuclear safeguards inspectors, responsible for carrying out inspections and verifications of all-safeguards relevant information for nuclear facilities in over 180 States; and technical staff responsible for a wide range of activities including: developing concepts and approaches for implementing safeguards; developing and maintaining safeguards equipment; providing analytical and laboratory services for sample analysis; collecting, evaluating and analysing safeguards-relevant information; providing information and communication technology infrastructure and services; and providing programme coordination support.
Operations Divisions, and the Office for Verification in Iran, perform and document safeguards verification activities and conduct analysis and evaluations aimed at providing assurances that States comply with their nuclear safeguards commitments. These teams implement a broad range of measures, including information analysis and in-field verification, to draw soundly based safeguards conclusions for States.
Main Purpose
Reporting to the Section Head and with guidance from SGTS, the primary responsibilities of the Systems Electronic Technician (Toronto Regional Office) include ensuring the maintenance and operational readiness of equipment installed at Canadian nuclear facilities, as well as the portable equipment store at the SGOB's Toronto Regional Office (TRO). Additionally, the incumbent will provide technical support to nuclear safeguards inspectors and SGTS personnel. On an occasional basis, the technician may also participate in the modification and/or development of equipment.
TRO is currently staffed by five Nuclear Safeguards Inspectors and one Senior Office Administrator, in addition to the Systems Electronic Technician (Toronto Regional Office).
Note: SGOB is one of the three Operations Divisions (SGO). The Division of Technical and Scientific Services (SGTS) ensures the provision of state-of-the-art equipment and related expertise for the accomplishment of the departmental activities. Within this mandate, SGTS is responsible for procurement, testing, provision, inventory control, performance monitoring and maintenance of safeguards equipment and supplies required by SGO Divisions; management of equipment development and engineering activities to meet quality and safeguards requirements; development and provision of documentation, procedures, instrumentation methods and techniques; provision of specialized technical and scientific support to inspectors and inspection activities in the field and at Vienna-based IAEAs headquarters (IAEA HQ); and, radiation contamination monitoring of returned equipment and timely write-off of obsolete or contaminated equipment.
Functions / Key Results Expected
- Assemble, install, service and maintain different types of the IAEAโs unattended radiation monitoring systems (UMS) and surveillance safeguards systems that are installed at nuclear facilities.
- Calibrate, maintain and troubleshoot portable non-destructive analysis (NDA) equipment (e.g. hand-held gamma spectrometers).
- Coordinate directly with counterparts in the nuclear facilities, the implementation of the Systems Electronic Technician infield activities (e.g. schedule, logistics, needed support).
- Ensure effective logistical support by managing the inventory of resident equipment, conducting procurement, packing, shipping, inventory control, write-off of equipment and related database updates.
- Keep accurate records and inventories of all equipment under the incumbentโs responsibility as well as equipment located in TRO.
- Prepare technical reports and perform administrative tasks associated with the management and oversight of equipment under the incumbent's responsibility.
- Provide technical support to Nuclear Safeguards Inspectors and to SGTS, as required.
The incumbent may perform his/her work in areas involving exposure to radioactive materials. Therefore, as an Occupationally Exposed Worker, he/she must be medically cleared by VIC Medical Service and is subject to an appropriate radiation and health monitoring programme, in accordance with the IAEA's Radiation Safety Regulations.

Qualifications, Experience and Language skills
- Completed secondary education. College diploma (electronics) is an asset.
- Minimum of seven years of relevant working experience in the domain of electronics.
- Demonstrated experience to set up, test, troubleshoot, and install electronic systems composed of process monitoring and control sensors, data acquisition components, and networking modules.
- Demonstrated experience with electrical instrumentation and network-based systems (e.g. surveillance, radiation monitoring).
- Some experience in nuclear facilities and/or radiation-controlled environment and basic knowledge of international safeguards activities an asset.
- Good physical condition to work under sometimes difficult conditions and to carry reasonable loads (20-25 kg).
- Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.
- Testing to IAEA standard may be part of the process.ย
Remuneration
The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at CAD 61921 (subject to mandatory deductions for pension contributions and health insurance), 6 weeks' annual vacation, pension plan and health insurance.
