Theย Building Efficient and Transparent Local Public Finance System in Bosnia and Herzegovina (BET โ€“ PFM) project aims at strengthening the capacity of local governments in Bosnia and Herzegovina to manage public finances more efficiently and transparently, contributing to accelerating overall sustainable development of the country, in line with the countryโ€™s SDG commitments and the relevant European Union requirements. The Project is part of the Public and Private Finance for Development (PPFD) project, financed by the Ministry of Finance of the Slovak Republic. The Project is planned for an overall duration of six years, with Phase I scheduled from December 2024 to December 2026 and the project budget amounting to USD 486,151.

The Project in BiH operates in 10 partner local governments[1]ย ย (LGs) and is structured around three intervention areas: (1) Asset management; (2) Revenue, expenditures, and internal controls; (3) Green and gender responsive public procurement. These interventions are geared towards achieving two distinct results: enhancing public finance policy design within local governments and supporting the adoption and implementation of these policies.ย 

Under the third intervention area, in partnership with the BiH Public Procurement Agency (PPA) the Project will promote and pilot green and gender responsive public procurement (GGRP) practices in selected local governments, whichย will contribute to the implementation of the 2024โ€“2028 Public Procurement Strategy and the anticipated new Law on Public Procurement by enabling local authorities to integrate sustainability, gender equality, and inclusivity into their procurement processes.ย 

To support the implementation of the activities under the third intervention area, the Sustainable Public Procurement Analysts will provide support to the Project team in coordinating, monitoring all aspects related to the GRPP pilot, including stakeholder engagement, technical assistance delivery and knowledge exchance with EU counterparts. ย 

Travel expenses will be calculated separately based on number of field visits, in accordance with UNDP rules and regulations.โ€‹

Scope of Workย 

โ€‹โ€‹โ€‹โ€‹Under the direct supervision of the BET-PFM Project Manager, the Sustainable Public Procurement Analyst will be responsible for the following functions:

Contribute to the implementation of activitiesrelated to Green and Gender responsive public procurement Provide support to the Project Manager in ensuring timely and effective implementation of activities in line with the work plan; Design a methodology for analyzing recent procurement practices in partner LGs; Conduct a comprehensive analysis of current public procurement practices in partner LGs through review of their tenders (e.g. for office/IT equipment, cleaning products, stationery); Identify opportunities for integrating green and gender criteria in tenders; Organize and coordinateย focus group discussions, consultations,ย field visits, workshops and other logistics arrangements as required by the project activities; Contribute to the preparation of lessons learned documents, communication materials, website updates, and other relevant publications; Coordinate the planning and organization of study visits to Slovakia for LG and PPA representatives, including all logistical and substantive arrangements; Prepare a user-friendly guidance document tailored to local government needs, outlining step-by-step instructions on integrating green and gender-responsive criteria into procurement processes; Regularly meet with the representatives of partner LGs to ensure good relations throughout the project's lifetime; Develop system and procedures to ensure continuous and accurate monitoring of the status of the projectโ€™s activities in partner LGs.

2. Technical support for piloting green and gender responsive public procurement in LGs

Provide ongoing technical support and mentorship to municipal procurement teams throughout the full procurement cycle (planning, tendering, evaluation, and award);ย  Provide technical support to the municipal procurement teams in development of tender documentation, including technical specifications, award criteria, and contract clauses. Advise the LGs in addressing any challenges or issues that arise during tender publication, facilitating timely resolution and course correction as needed. Monitor progress and implementation of pilot procurements and provide follow-up support to ensure compliance with objectives and documentation of results; Facilitate peer exchange and learning sessions to promote knowledge sharing, collaboration, and capacity building among participating LGs.

3. Institutional Arrangement

Under the direct supervision of the BET-PFM Project Manager, the Sustainable Public Procurement Analyst will assume the responsibility of the above listed tasks, with due respect for UNDP rules and regulations and in accordance with the UNDP internal control framework;

5. Minimum Qualifications of the Successful NPSA Min. Education requirements

Advanced University degree (Masterยดs degree or equivalent) in public administration, law, economics, environmental sciences or related field is required, or A first-level University degree (Bachelorโ€™s degree) inย public administration, law, economics, environmental sciences in combination with additional two years of qualifying experience will be given due consideration. Min. years of relevant work experienceย  Applicants with a Masterโ€™s degree (or equivalent) in a relevant field of study are not required to have professional work experience.ย  Applicants with a Bachelorโ€™s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional work experience in public procurement. Required skillsย  Excellent organizational and coordination skills, including the ability to facilitate workshops, study visits, and multi-stakeholder meetings. Required Language(s) Fluency in one of the official languages of people in BiH (Bosnian, Croatian or Serbian) is required. English is an asset. Professional Certificates Licensed trainer for public procurement accredited by the BiH Public Procurement Agency.
