POSITION SUMMARY
Reporting to the Thailand Country Representative, the Sustainable Finance Program Lead:
- Keeps abreast of global, regional, and national agenda for financial regulators, particularly on issues related to sustainable finance,
- Consults Thailandโs financial regulators, financial institutions, and firms to identify their needs with respect to the relevant sustainable finance agenda,
- Develops technical assistance projects to address these needs,
- Obtains funding from donors (under the guidance of the Country Representative), and,
- Oversees the implementation of these projects.
The successful candidate will be one who understands the diplomatic and technical dimensions of the role as well as the importance of stakeholder management. The diplomatic nature stems from the need to navigate a middle ground between the stated goals at the global level and the realities/trade-offs of achieving such goals in Thailand; the technical dimension refers to the ability to understand financial regulation (e.g., capital adequacy ratios, materiality in financial disclosures, transition plans, etc.) and their impact on Thai banks/businesses; stakeholder engagement means skillful use of advocacy and persuasion to secure buy-in and move the project forward.
PURPOSE
The Sustainable Finance Program Lead will be responsible for all aspects of program cycle management (i.e., design, implementation, and monitoring and evaluation) and lead both technical and managerial tasks associated with each stage, providing timely guidance and assigning tasks to his/her team. Her/his responsibilities include:
- Analyzing the evolving themes and priorities of the global/regional sustainable finance agenda and how it could affect Thailandโs financial regulators, financial institutions, and firms,
- Adapting the stated needs of Thai stakeholders to develop a technical assistance project that advances the sustainable finance agenda and contributes to Thailandโs economic growth,
- Applying the results and lessons learned to formulate a multi-year strategy for GGGI Thailandโs Sustainable Finance Program, which will guide the design of future projects, donor engagement, hiring of staff members, and risk management.
ENGAGEMENT
The Sustainable Finance Program Lead will engage internal and external stakeholders, including (i) Thai financial regulators, financial institutions, and firms, (ii) other ministries involved in sustainable finance, and (iii) donors, multilateral funds and development banks, etc., by:
- Analyzing the different perspectives of each stakeholder group and positioning GGGIโs Sustainable Finance Program to where it can add most value,
- Persuading each stakeholder group when developing/implementing technical assistance projects to ensure a shared understanding of what the outputs are and how it advances the sustainable finance agenda and contributes to Thailandโs economic growth,
- Collaborating with each stakeholder group to inform how a global sustainable finance agenda is adopted and translated into policy in Thailand.
DELIVERY
The Sustainable Finance Program Lead will:
- Develop, implement, and refine GGGI Thailandโs Sustainable Finance Program in a strategic manner in consideration of the global/regional sustainable finance agenda, needs of Thai stakeholders (especially those in the financial sector), GGGIโs value proposition (vis-ร -vis other international organizations), and team capacity,
- Adapt the program cycle to ensure a continuous stream of donor funding at a consistent level through careful sequencing of resource mobilization activities, pacing the development of new projects, and regular donor engagement,
- Build a team of sustainable finance experts by distributing quality assignments, providing mentoring and career advice, and participating in national/regional conferences on sustainable finance.
REQUIREMENTS
QUALIFICATIONS- A Masterโs degree in business administration, economics, environmental science, finance, international relations, law, statistics, or related discipline,
- At least 10 years of experience working in (i) Thailandโs financial sector (regulatory agency or a commercial entity), (ii) a bilateral, regional, or international development organization as a manager of financial sector programs/projects, or (iii) a consulting firm as a manager of financial sector programs/projects,
- Familiarity with the current global sustainable finance agenda and the process through which it cascades to the ASEAN region and then to the countries, as well as the varying interests of stakeholders at each level,
- Good understanding of capital market/banking regulations, especially those related to sustainable finance,
- Excellent project management skills (i.e., proposal writing, budgeting, hiring, monitoring, stakeholder engagement, etc.),
- Good interpersonal skills and the ability to collaborate effectively with colleagues from diverse cultural backgrounds and organizations,
- Fluency in written and spoken Thai and English; Thai nationals are strongly preferred.

About the Thailand Country Office
- Overview: GGGIโs Thailand Country Office, based in Bangkok, has three programmatic areas of work to promote Thailandโs economic growth, i.e., (i) policy formulation and capacity building, (ii) financing and implementation, and (iii) cooperation with ASEAN. The first two areas can be understood as supporting the Government of Thailand develop sound policies and designing effective financing mechanisms for their implementation; the third area involves working with ASEAN sectoral bodies to support the development and implementation of regional strategies and action plans.
