Org. Setting and ReportingThis position is located in the Life Support and Transport Section (LSTS), Sourcing Support Service (SSS), Logistics Division (LD), Office of Supply Chain Management (OSCM), Department of Operational Support (DOS). The Department of Operational Support was established to provide operational advisory services to operating entities across the Secretariat, including other departments, Offices Away from Headquarters, field missions, and regional commissions. The Office of Supply Chain Management includes the Office of the Assistant Secretary-General for Supply Chain Management, the Logistics Division, the Procurement Division, the Uniformed Capabilities Support Division, the Global Service Centre, the Aviation Safety Section, and the Enabling and Outreach Service. The Logistics Division performs a central role in the implementation of end-to-end supply chain management across the United Nations operations. The Division provides direction and advice on logistical matters, monitors and assesses the delivery of strategic transportation and support services and directs the delivery of transportation and specialist support services in the functional areas of air transport, ground transport, engineering, medical and supply, inclusive of fuel, rations and general supplies and security equipment. Under the overall supervision of the Chief of Sourcing Support Service (SSS), the incumbent reports to the Chief of Life Support and Transport Section. ResponsibilitiesWithin limits of delegated authority, the Supply Officer, Fuel, will be responsible for the following duties. โ€ข Develops effective and efficient sourcing solutions to satisfy client demand through the implementation of category management approach, focusing on collaboration and innovation. โ€ข Provides effective and timely planning, oversight, management and coordination of the work program of the Fuel Unit. โ€ข Liaises between relevant technical subject matter experts in the United Nations (UN) system and client entities to conduct analysis of supply demand, in order to develop, execute and maintain a strategy for supply products and services in the fuel category. โ€ข Plans and coordinates petroleum, oil and lubricant supply support to new, sustaining, expanding, contracting and liquidating peacekeeping operations and other field missions. โ€ข Manages sourcing support operation, vendor performance, relationships with stakeholders and a service delivery catalogue focused on petroleum, oil and lubricant products and services. โ€ข Negotiates with Member States for the provision of military goods and services. โ€ข Undertakes detailed research and develops fit-for-purpose sourcing solutions to submit formal submissions/recommendations to senior management with respect to clients' demand for petroleum, oil and lubricant products and services. โ€ข Develops response to contractual and legal issues pertaining to claims management. โ€ข Identifies and implements improved contract claims management processes and systems that directly affect all client entities. โ€ข Manages review of market research and best practices in contract development, identifies areas for improvement, trains staff, and adapts such practices to UN requirements. โ€ข Develops, reviews, evaluates and upgrades policy and procedures for use by Headquarters and client entities staff, including through collaboration with Office of Information and Communications Technology (OICT) and other stakeholders to manage the electronic Fuel Management System (eFMS). โ€ข Authorizes requirements for commercial procurement. โ€ข Manages allocation and control of all equipment and stores received, stored and distributed by the mission. โ€ข Supervises assigned staff. โ€ข May perform other related work as required. EducationAdvanced university degree (Masterโ€™s degree or equivalent degree) in supply chain management, business administration, public administration, engineering, or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Job - Specific QualificationCertification in Quality Management Systems or in development and implementation of Quality Management procedures is required. Work Experienceโ€ข A minimum of seven years (of which at least two years at the international level) of progressively responsible experience in supply chain services, logistics, project management or related area is required. โ€ข Experience in developing sourcing strategies and solutions and contract management for the provision of fuel and oil products is required โ€ข Experience in developing and implementing fuel category sourcing strategies under a category management approach, ensuring effective planning, oversight, and coordination of supply to UN field operations is required. โ€ข Experience in research and development of innovative solutions for complex fuel projects and low-carbon fuel sources is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this job opening, English is required.
