Location:

The IDB INVEST, a member of the Inter-American Development Bank (IDB) Group, is a multilateral organization based in Washington, D.C., that is committed to the development of Latin America and the Caribbean through the private sector.

About this position:

The Knowledge and Strategic Planning Division (SPK) provides the backbone to articulate and deploy strategic priorities across the Group. In essence, the function creates value for the organization through the following objectives: (i) provide leadership in the development of corporate, institutional and country strategy; (ii) develop and implement the strategic direction provided by IDB Invest's basic strategic documents (eg, business plan, country strategies); (iii) create value by coordinating different parts of the organization: realizing synergies between business units, fostering the exchange of best practices or providing centralized shared services (eg planning support); (iv) adopt the role of corporate navigator; identify interdependencies and allow strategic decision making; (v) lead IDB Invest's efforts to become a knowledge-driven institution with a focus on internal knowledge management; (vi) coordinate the identification, mapping, generation, recording, retention, and dissemination of knowledge throughout the organization; and (vii) articulate and generate actionable knowledge at the country level. SPK is also leading efforts to develop the IDB Invest Proposal for a New Vision and Business Model (Resolution CII-AG-3/23).

What you鈥檒l do:

The Officer will focus on conducting analytical work at the sector level, and in particular, but not limited to, transport, and health and education infrastructure, as well as assess the quality of Public-Private Partnerships regulatory frameworks across Latin America and the Caribbean. The consultant will also help implement pilots of some of the recommendations of the OVE鈥檚 IDB Invest evaluation (CII/RE-2) on country strategies, and some of the analytical elements of the new vision and business model for IDB Invest (such as a more effective identification of sectors, markets and instruments based on the comparative advantages of the institution, and deeper and more frequent dialogue with key stakeholders). The main tasks will be to:

Lead/support the preparation of high-quality analytical inputs, to be used in Country Development challenges (CDC) documents, Country Insights, Overview Papers and Country Strategies. Conduct country-sector level literature review and analysis related to main private sector players, status of regulatory and institutional framework, most salient challenges, and opportunities to close development gaps through the private sector. These analyses need to identify the overlap of development needs, private sector investment opportunities, and country priorities, and be accomplished through a deep analysis of market and institutional failures. Coordinate with other IDBG units that work with sector-related issues to keep abreast of the Group鈥檚 activities related to the sector. Identify areas where IDB operations could expand IDB Invest activity (and vice-versa) through upstream work on regulation, institution-building, or market development, including through the identification of bottlenecks in institutional and regulatory framework. Carry out sector research on selected topics to feed into technical notes, presentations, and briefings for management related to private sector development. Provide inputs for presentations and analytical work as requested by the Managing Director.

What you鈥檒l need:

Education: An advanced degree (at least Master, MBA, or equivalent) in Economics or related field.

Experience: At least 7 years of professional experience on applied sector analytical, strategic and/or operational work. Candidate must feel comfortable with the application of quantitative and qualitative approaches to economic and sector issues. Knowledge of private-public sector issues, and knowledge and/or experience in Latin America and the Caribbean, and/or management consulting, is desirable.

Language Skills: Oral and written professional proficiency in English and Spanish is required; knowledge of Portuguese and/or French is a plus.

Core and Technical Competencies:

Technical expertise: has strong economics skills, the ability to interpret and use results of empirical economic papers on private sector development and general economic analysis. Demonstrates experience working with country level data such as World Development Indicators, and/or firm-level data such as Enterprise Surveys.

Software: Experience working with Microsoft Office.

Country Knowledge, Policy and Dialogue: Builds knowledge of client countries and regions and applies that understanding to the development of IDB Invest policy, strategy, dialogue and stakeholder relationships.

Relationship Management: Manages internal or external clients and their needs by building relationships, maintaining contact, and gathering a deep understanding of their function or business.
