Organizational Setting
The Food and Agriculture Organization of the United Nations (FAO) has reinforced its presence in Ukraine by signing an agreement with the Government to set up a Project Office that will facilitate and expand the provision of technical and humanitarian assistance to the countryโs most vulnerable communities, especially in rural areas.
Within project GCP/UKR/021/EC, FAO will support the Ministry of Economy, Environment and Agriculture of Ukraine and other relevant stakeholders in enhancing data analytics, automation of reporting, and integration of datasets to increase transparency, efficiency, and accessibility of information for farmers, government institutions, and development partners.
The initiative will focus on developing reporting architecture, automating data processing and validation, and providing analytical support to strengthen evidence-based decision making. A special emphasis will be placed on the GSA module of the State Agrarian Register (SAR), which is critical for spatial accuracy, land parcel monitoring, and alignment with EU CAP/IACS requirements. ย
To this end, the project is seeking a Data Analyst who will support the design and implementation of data management and reporting solutions, ensure proper validation and processing of datasets, and contribute to the development of user-friendly analytical tools within the SAR, particularly within the GSA module.
The assignment will be home-based, with work being executed during the FAO Ukraine office hours.
Reporting Lines
Under the overall supervision of the FAO UA Head of Office, the direct supervision of the Project Manager for GCP/UKR/021/EC and the FAO UA Head of Programme, and in coordination with FAO Ukraine, FAO REU, and FAO HQ.
Technical Focus
The Data Analyst is responsible for supporting the design, implementation, and maintenance of data management and reporting solutions within project GCP/UKR/021/EC. The incumbent ensures the accuracy, validation, and proper processing of both spatial and non-spatial datasets, with a particular focus on the GSA module of the State Agrarian Register (SAR).
Tasks and responsibilities
Design and implementation of reporting architecture
โข ย ย ย ย Develop and maintain the structure of analytical queries and reports, with special incorporation of geospatial outputs from the GSA module.ย
โข ย ย ย ย Optimize algorithms for efficient data retrieval and processing, including spatial joins, overlay operations, and geospatial indexing.ย
Automation of reporting and regulatory documentationย
โข ย ย ย ย Configure templates and scripts for automated generation of reports and documents, ensuring integration with both tabular and spatial data.ย
โข ย ย ย ย Ensure that generated outputs comply with regulatory and project standards, including geospatial reporting norms.ย
Data validation and processingย
โข ย ย ย ย Verify completeness, accuracy, and timeliness of incoming data, including parcel boundary layers, coordinate systems, and attribute tables.ย
โข ย ย ย ย Clean, harmonize and prepare datasets for analysis, ensuring linkage between spatial and non-spatial datasets.ย
Administration of online surveysย
โข ย ย ย ย Design and manage beneficiary and stakeholder surveys, incorporating geolocation where relevant.ย
โข ย ย ย ย Analyze survey results and present in formats integrated with SAR/GSA analytical framework.ย
Configuration of mass email distributionย
โข ย ย ย ย Develop and maintain templates for bulk mailings.ย
โข ย ย ย ย Segment audiences (e.g. users of GSA module, regional offices) and monitor delivery and engagement metrics.ย
Other tasks as assigned by the project management.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements ย ย ย
โข ย ย ย ย University degree in Data Science, Statistics, Economics, Agriculture, or a related field
โข ย ย ย ย At least 3 yearsโ work experience in data analysis, preferably with UN/NGOย
โข ย ย ย ย Working knowledge/fluency (Level C or native) of Russian and Ukrainian; limited knowledge of English (Level B or higher)
โข ย ย ย ย National of Ukraine or resident of the country with a valid work permit
