Department Grants & Contracts (GRACON) - Pact exists to help create a world where those who are poor and marginalized exercise their voice, build their own solutions, and take ownership of their future. The Grants and Contracts department contributes to realizing this purpose by: • Supporting Pact’s vision and mission by providing innovative solutions within a compliance-oriented perspective. • Providing timely and accurate risk mitigation-focused support to the organization, with a special emphasis on successful program implementation throughout the business lifecycle for every activity, from pre-positioning, proposal development, prime award negotiation, and implementation through closeout. • Building internal capacity and champion effective knowledge management within our global community of grants and contracts practitioners.

Position Overview

Pact, Inc. seeks an experienced Grants & Contracts Sr. Manager for the Civil Society and Media Strengthened Together and Advancing in New Directions (CSM-STAND) global awards. CSM-STAND implements local, regional, and cross-regional approaches that foster independent civic forces, enhance civic engagement, and build vibrant, resilient, and more pluralistic democratic societies. The project is implemented through two five-year Leader with Associates (LWA) Cooperative agreements, delineated geographically: Africa & the Middle East and North Africa (MENA) and Asia, Europe, Eurasia (EE), Latin America & Caribbean (LAC).

This position is part of the DC based Grants and Contracts (G&C) department, providing full time support and G&C leadership to the CSM STAND projects. The Sr. Manager will provide strategic advice with a compliance-oriented perspective to help the projects effectively and efficiently manage risk and successfully implement a large subaward portfolio.

Key Responsibilities

  • Provide oversight and direction for G&C functions across the CSM STAND projects, ensuring consistency and compliance
  • Supervise G&C Officers supporting CSM STAND projects
  • Provide ongoing training and mentorship to direct reports and G&C staff in country offices
  • Identify opportunities for creating streamlined, efficient, and effective communication with USAID, subaward management, and consortium partner engagement
  • Prime award and subaward management for a portfolio of CSM STAND awards throughout the project lifecycle
  • Use Pact’s prime and award subaward management systems and ensure all required documentation is available and stored per Pact policy
  • G&C support and oversight of a portfolio of CSM STAND awards, including review and approval of subawards and procurements from country offices, country office G&C staff onboarding and training, and donor compliance resource
  • As needed provide G&C start up surge support for new projects
  • Employee complies with all company policies and procedures, including completing all compliance training topics by the deadline to satisfy each and receiving the corresponding acknowledgment statement that the training has been completed.
  • All other duties as assigned

    Basic Requirements

    • Master's degree with six (6) years work experience or bachelor's degree with at least eight (8+) years work experience
    • At least four (4+) years management experience
    • A Specific knowledge and experience with USAID assistance regulations, 2 CFR 200, 2 CFR 200, and 22 CFR 228 and the ability to accurately interpret and plainly explain the requirements
    • Experience with USAID projects containing significant subaward components
    • Ability to problem-solve difficult issues and maintain good stakeholder relationships
    • Experience assessing subawardee risk and proposing risk mitigation measures
    • Ability to independently track and manage multiple tasks while maintaining attention to detail

      Preferred Qualifications

      • Experience successfully working with civil society organizations
      • Experience overseeing and coordinating with international field offices preferred.
      • Experience conducting audits or financial reviews
