Work LocationBangkok Expected duration08/12/25-31/10/26 Duties and ResponsibilitiesThe Doha Political Declaration, adopted at the Second World Summit for Social Development, reaffirms the global commitment towards inclusive social development by eradicating poverty in all its forms and dimensions, reducing inequality, and promoting inclusive social protection systems. The Declaration calls for targeted support to vulnerable groups, including women, children, persons with disabilities, and older persons, and urges the international community to invest in inclusive policy design, and financing mechanisms that leave no one behind. Governments across Asia and the Pacific are also increasingly recognizing the critical role of inclusive policies in building resilience and addressing the complex challenges posed by socioeconomic and climate-related shocks. At the eighth session of the Committee on Social Development, held from 8 to 10 October 2024, member States reaffirmed their commitment to the Action Plan to Strengthen Regional Cooperation on Social Protection in Asia and the Pacific and emphasized the need to accelerate its implementation. The Committee called for inclusive policies that respond to rising poverty, unemployment, and widening inequalities, while promoting a just transition to a sustainable future (Decisions 1 and 2, ESCAP/CSD(8)/6). ESCAPโs Subprogramme 6 on Social Development translates these global and regional commitments into action through regional initiatives that foster inclusive and equitable societies. The subprogramme supports member States in implementing the Leave No One Behind methodology, strengthening the evidence base for inclusive policymaking, and expanding social protection coverage. It promotes regional cooperation and capacity-building aligned with the Action Plan to Strengthen Regional Cooperation on Social Protection in Asia and the Pacific, delivering analytical work, technical assistance, and the development of tools to identify and support population groups most at risk of exclusion. To advance this work, ESCAP will recruit a consultant to provide technical support and enhance member Statesโ capacity to design and implement inclusive social development policies. The consultant will conduct analysis of successful strategies and interventions for inclusive social development in the Asia-Pacific region, develop capacity-building materials and deliver policy dialogues with senior officials, prepare chapters for the 2026 Social Outlook report and contribute to its review and outreach, and provide country-level advisory services on climate-resilient social protection systems. Qualifications/special skillsMaster degree in social development, Economics, social administration or labour studies. At least 10 years working experiences in policy advice and research relevant to inclusive social development. Previous research experience with international organizations is desirable. Demonstrated experience and track record in social development research. Must have demonstrated knowledge on poverty eradication strategies, social protection and climate change.
