Background

Within Inclusive Growth broad issues, poverty and inequality reduction is key to sustainable human development, as reiterated in the new UNDP Strategic Plan. Building resilient societies based on decent jobs is central to UNDPโ€™s mandate to promote inclusive and sustainable development. UNDP works closely with governments, national and sub-national institutions to support integration of social protection systems in their development agendas aligned with the Sustainable Development Goals. The RBAS Inclusive Growth and Finance Team develops regional and sub-regional initiatives to advance reduction of poverty and inequality and supports Country Offices in the Arab states region also to address the socioeconomic impacts of multiple shocks.ย 

The selected candidate will contribute to the conceptualization, initiation and implementation of regional and sub-regional initiatives on a number of socioeconomic issues, contribute to the Inclusive Growth & Finance Team (IGFT) role in providing support to the COs on fiscal and social protection policies and programming as well as collaborate with the regional hub teams in these areas to ensure that they are mainstreamed across all areas of work. As such the candidate would need to be familiar with the broad socioeconomic context in the Arab region.ย 

Duties and Responsibilities

Specific tasks include:

Deliver high-quality research in the relevant fields. Support Country Offices programs, policy dialogue and analytical work in the implementation of poverty and inequality reduction from social protection perspective.ย  Support country offices with any required training.ย  Help IGT implement the UNDP corporate work on informal economy.ย  Collaborate with the Gender Team in the Hub on the work on informal economy.ย  Contribute to regional knowledge management and advocacy initiatives of IGFT. Help develop and contribute to the design of socioeconomic recovery programmes and strategies at regional and country levels, including working with relevant regional development partners.ย  Contribute to organization of relevant events for RBAS.ย  Provide technical support on data collection, including primary and secondary disaggregated data, and the data collection tools to assess the micro level socioeconomic impact and trends in the region. Prepare notes, briefs, presentations and project proposals, when requested. Address any relevant request from the IGFT Leader in timely manner providing high-quality outputs.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization

Institutional Arrangement

The selected candidate will work under the direct supervision of the IGT Leader. The staff member will work in close collaboration with all RBAS teams and relevant COs in the region.ย

Min. Education requirements

Advanced university degree (masterโ€™s degree or equivalent)ย  ย in Economics, Statistics, Development Economics or relevant field is required OR A first level university degree in the above fields in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree. .

Min. years of relevant work experience ย ย 

Minimum of two (02) years with (Masterโ€™s degree) or 4 years (with bachelorโ€™s degree) of progressively responsible experience in microeconomic/social protection analysis and support in development programmes.

Required skillsย 

Ability to provide technical advice on social protection in programming. Ability to work creatively and proactively to develop programmes, working across teams and sectoral approaches.ย  Proven writing and analytical skills in relevant topics in English.ย 

Desired skills in addition to the competencies covered in the Competencies section

Knowledge of UNDPโ€™s current guidelines and project management tools. Demonstrated experience in designing programmes/projects in the area of assignment Demonstrated comprehensive understanding and knowledge of UNDPโ€™s work. Knowledge of Poverty and Inequality signature solution as key UNDP signature solution.ย  Knowledge of current and emerging socioeconomic challenges in the Arab states region. Ability to promote individual and organizational learning and knowledge sharing using formal and informal methodologies. Perseverance and ability to deliver with high standards.

Required Language(s) ย ย ย ย ย ย ย ย ย ย 

Proficiency in written and spoken English and Arabic is required and Knowledge of French or another UN language is desirable.
